In January Bakersfield received a total of 2.76 inches of precipitation making it the 5th wettest January on record. During the same period, Lake Isabella Dam Operators reported a total of 10.48 inches of precipitation. For the Kern River watershed, the average February 1st snow water content measured 30.1 inches as compared to normal water content of 16.5 inches for this same date. Projections for the Kern River Basin snow pack are ranging from 150% of normal to 200% of normal. Although, please note we are still currently in a drought and appreciate all water conservation efforts.  Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status Report for the month of February. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included.  On Monday the Bakersfield Police Department’s Community Liaison Officers and a Community Specialist joined Councilmember Gonzales for a neighborhood walk beginning at Beale Park. Oleander neighborhood residents walked around the area to collaborate about ways to improve their neighborhood.  In advance of construction for the Centennial Corridor project, sewer and utility relocations and the installation of new cul-de-sacs on various streets adjacent to the future transportation corridor will begin in late spring 2017. The City and Caltrans have scheduled two remaining community meetings to provide residents with information regarding this work on local streets. Each meeting will focus on a separate segment of the corridor, but residents may attend the meeting that best fits their schedules. Maps and exhibits showing right-of-way and the locations of sewer and utility relocation work, sound walls, and new cul-de-sacs will be General Information February 3, 2017 Page 2 available, and City and Caltrans staff will be on hand to answer questions regarding these topics. The remaining meetings will be held on the dates and times, as follows: Stockdale Hwy. to Joseph St. La Mirada Dr. to California Ave. Tuesday, February 7, 2017 Wednesday, February 8, 2017 4:00 p.m. to 7:00 p.m. 4:00 p.m. to 7:00 p.m. First Congregational Church First Congregational Church 5 Real Road 5 Real Road Bakersfield, CA 93309 Bakersfield, CA 93309 Traffic Advisories  Access to be Temporarily Closed – State Route 178 to State Route 184 Intermittent Flagging on State Route 178 – Canteria Drive to Valley Street Access from eastbound and westbound State Route 178 onto State Route 184 is scheduled to be closed on Monday, February 13th and Tuesday, February 14th between the hours of 8:00 a.m. and 4:00 p.m. to allow for paving activities on State Route 184. Motorists can access State Route 184 from Bedford Green Drive while this work is underway. Motorists travelling on State Route 184 will be able to access eastbound State Route 178 during this time period, but should anticipate intermittent flagging. Access to the gas station and market located on the corner of State Routes 178 and 184 will remain open. The contractor also plans to begin paving the south side of State Route 178 next week, February 6th through February 10th. This work will be behind temporary concrete barrier rail, but intermittent flagging will be needed to allow trucks to enter and exit the work zone between the hours of 8:00 a.m. and 4:00 p.m. Work on the new highway median island between Valley Street and Alfred Harrell Highway continues. The new median eliminates left turns to and from adjacent side streets. Left turns in both directions are being temporarily allowed at Valley Street, but U-turns are not allowed at this location. A temporary detour route is signed and provides access for westbound motorists wanting to travel eastbound or access streets on the south side of the highway. Eastbound motorists can make U-turns at the State Route 178 and Alfred Harrell Highway intersection. In the final condition, left turns at Valley Street will only be allowed from eastbound State Route 178 to northbound Valley Street. Motorists will be able to make U-turns at both the Masterson Street and Alfred Harrell Highway intersections to access side streets in this area, and both of these intersections can accommodate U-turn movements for recreational vehicle towing a trailer. General Information February 3, 2017 Page 3  Nighttime Lane and Ramp Closures on State Route 58 Motorists traveling on State Route 58, between State Route 99 and Cottonwood Road, should anticipate intermittent nighttime lane closures of the two outside lanes from Sunday, February 5th through Thursday, February 9th between the hours of 9:00 p.m. and 5:00 a.m. These closures are expected to affect both directions of travel. Nighttime ramp closures will also be needed for two locations along eastbound State Route 58 – the Union Avenue on-ramp and the Cottonwood Road off-ramp. These closures will also be in effect Sunday through Thursday between the hours of 9:00 p.m. and 5:00 a.m. Additional work along State Route 58 and State Route 99 continues during daytime hours. No additional closures are anticipated for daytime work, but please stay alert and watch for construction workers and equipment while traveling through this area.  Nighttime Closure on Madison Street Madison Street, between East Belle Terrace and Brundage Lane, is scheduled to be closed Sunday night, February 5th, for construction work. The closure is expected to be in effect between the hours of 9:00 p.m. and 5:00 a.m. Detour signs will direct motorists to Cottonwood Road for access across the freeway via Brundage Lane and East Belle Terrace. Reports  Streets Division work schedule for the week of February 6th Event Notifications  Event calendar for the Rabobank Arena Theater and Convention Center  On February 11th (beginning 9:00 a.m.) California State University, Bakersfield, in partnership with the City’s Recreation and Parks Department, will be holding the Valentine’s Run/Walk event for the entire family. Pre-registration costs $22.00 and after January 28th the cost is $25.00. Registered participants will receive shirts.  On February 11th (beginning 9:00 a.m.) come join the “Walk with a Doc” at The Park at River Walk. Here you can walk and learn from a medical doctor about healthy life choices. This event is free and open to everyone. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular project updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  On January 19, the City of Bakersfield received notification that the Appellate Court in Fresno denied the Citizens Against the 24th Street Widening Project’s request for an injunction while the appeal of the project’s recirculated environmental impact report is pending. This action allows the City to move forward with all work required for the project. Utility potholing to identify the location of existing underground utilities on the 24th Street Improvement Project has moved forward, City Council has approved the first demolition contract for this project, and the City has advertised for bids on additional demolition work. This phase of the project includes the construction of two new bridges, widening two existing bridges, and making various improvements to the existing Westside Parkway. Bids will be opened on February 16, 2017 and construction is expected to begin in late spring. The engineers estimate for this phase of the project is $40.3 million. February 2017 TRIP Status Report TRIP Status Report February 2017 Page 2 PROJECTS UNDER CONSTRUCTION Rain and other inclement weather conditions can impact construction activities and project schedules. Many activities cannot be performed in the rain, when the ground is wet, or when temperatures are too low. In addition, Caltrans does not allow freeway and highway lane and ramp closures during rain or foggy conditions. Construction activities may be canceled and rescheduled without prior notice. TRIP staff appreciates the public’s patience as our contractors make the necessary scheduling adjustments to work around changing weather conditions. Beltway Operational Improvements Contractor: Security Paving Company 56% complete; anticipated completion: early 2018 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99, from north of Ming Avenue to Wilson Road. The contractor completed the reinforced concrete foundation for the pump plant at Ming Avenue in January and the wall forms have been erected. The wet well and intake structure bulkheads are expected to be installed in February. Work continues on the slopes and backfill for the retaining wall along the southbound State Route 99/Ming Avenue on-ramp. Drainage system work also continues in this area. Roadway excavation for the southbound State Route 99 from Ming Avenue on-ramp has been completed and the contractor has placed base material. Paving is scheduled for February. Retaining wall and sound wall construction continues along State Route 58 on both sides of the freeway. Crews are working both day and night shifts in various locations, between State Route 99 and Cottonwood Road. Night work often requires freeway lane and ramp closures, which are generally in place Sunday through Thursday nights between the hours of 9 p.m. and 5 a.m. The contractor plans to begin falsework for the new northbound/southbound State Route 99 to eastbound State Route 58 Connector Bridge in late February. (Falsework provides a temporary structure to hold the various steel and concrete components while the bridge is under construction and until it becomes self-supporting.) Demolition work in advance of widening the Bakersfield Corral Overhead (railroad bridge) is expected to begin in February, and crews will also be working along the Chester Avenue, H Street and Union Avenue on- and off- ramps to install barrier rails and sound walls. State Route 178 Widening Contractor: Granite Construction 69% complete; anticipated completion: spring 2017 In January, the contractor began drainage work and construction of a raised median island along State Route 178 between Valley Street and Alfred Harrell Highway. Construction of the additional lanes for the new highway requires the installation of a raised median in this area to meet Caltrans standards. The median will eliminate left turns to and from side streets in this area. Left turns in both directions will temporarily be allowed at Valley Street until other project work is completed. U-turns are not allowed at Valley Street, but a temporary detour route will provide access for westbound motorists wanting to travel eastbound or access streets on the south side of the highway. Eastbound motorists can make U-turns at Alfred Harrell Highway. In the final condition, left turns at Valley Street will only be allowed from eastbound State Route 178 to northbound Valley Street. The contractor placed curb and gutter on the south side of State Route 178 between Canteria Drive and Valley Street, as well as at Mesa Marin Drive and along the south side of State Route 184. TRIP Status Report February 2017 Page 3 Paving crews were impacted by weather in January so, weather permitting, the contractor will place the final layer of asphalt in the area between Alfred Harrell and Miramonte Drive, and the two bottom lifts of asphalt on the south side of State Route 178 between Canteria Drive and Valley Street and on the south side of State Route 184 near Mesa Marin Drive in February. Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements Contractor: Security Paving Company 79% complete; anticipated completion: early 2017 Paving and barrier rail construction is underway for the new southbound auxiliary lane and the off-ramp along State Route 99 from Gilmore Avenue to Rosedale Highway. Overhead sign structures have been installed. Traffic is expected to be moved onto the new pavement in February allowing for the reconstruction of the old existing roadway on the remainder of the off-ramp. Nighttime freeway lane and ramp closures may be required for some of this work. PROJECTS IN DESIGN AND RIGHT-OF-WAY 24th Street Improvement Project Designer: TYLin International Design 65% complete; Right-of-Way 90% complete (full acquisitions)  Design on all phases of the project is underway  City Council approved the sound wall design on January 25th and the project designer is working to complete the sound wall construction plans  Pursuing State construction funding for the State Route 99 interchange improvement portion of the project  Photographic documentation of the contributing properties for the potential historic districts is underway  Surveys to meet the requirements of the Migratory Bird Act have started  Utility potholing is expected to be completed in February, which will provide the necessary information for the designer to complete the drainage plans  Right-of-way activities are progressing  City Council approved the first demolition contract on January 31. Demolition work on the properties included in this contract is expected to begin in February  The City has advertised for additional demolition bids; bids are due February 21  Construction of the sound walls planned as part of this project could begin as soon as summer 2017 Hageman Flyover Designer: Caltrans Design 90% complete; Right-of-Way 0% complete  Caltrans Structures group is working on the Draft Plans, Specifications, & Estimate (PS&E) for the 95% structures submittal in spring 2017  Caltrans Design group is also working on the Draft PS&E for the 95% roadway submittal in spring 2017  The City is working with San Joaquin Valley Railroad on a Construction and Maintenance Agreement and the California Public Utilities Commission permit application  Right-of-way acquisition will not begin until design has progressed to 95%  12 properties; subject to change as design progresses TRIP Status Report February 2017 Page 4 Truxtun/Oak Intersection Operational Improvements Designer: Dokken Engineering Design 98% complete; Right-of-Way 20% complete  Categorical Exemption for NEPA clearance has been sent to Caltrans for review  Permits from the California Department of Fish & Wildlife and Army Corps of Engineers are pending  Right-of-way – Partial Acquisitions  4 ownerships west of Oak Street; 1 offer completed  10 ownerships east of Oak Street: 3 offers completed Centennial Corridor Designer: Parsons Design: 65% complete; Right-of-Way 98% complete for full acquisitions of single-family properties  Final design, right-of-way acquisition, and demolition activities are underway  100% design package and the 95% structures package for the Belle Terrace bridge replacement over State Route 99 were submitted in December  95% roadway and structure is being prepared for mainline State Route 58  Utility and sound wall package is being prepared for an early phase of Centennial Corridor  Certification for environmental completion approved  Kern River Bridge Improvements phase has been advertised for construction; bids will be opened on February 16, 2017  The City and Kern COG have submitted a grant application for the Centennial Corridor Project through the U.S. Department of Transportation.
