1. SCOPE: THE CONTRACTOR SHALL CONSTRUCT ALL WORK AND PROVIDE ALL IMPORT MATERIALS ACCORDING TO THE
ACCOMPANYING DRAWING, ALL OTHER WORK NECESSARY TO TRENCH, EXCAVATE, BORE, BACKFILL, COMPACT AND
PAVE FOR THE JOINT UNDERGROUND FACILITIES INCLUDING VAULTS, BOXES, ETC., SHALL BE PERFORMED AND
CONSIDERED AS INCLUDED IN THE PRICES QUOTED FOR WORK HEREUNDER. ANY WORK NOT PERFORMED IN
ACCORDANCE WITH THE DRAWINGS, SPECIFICATIONS OR TO THE SATISFACTION OF THE UTILITY INSPECTOR SHALL
BE IMMEDIATELY SO ALTERED OR REPLACED BY THE CONTRACTOR WITHOUT ADDITIONAL COMPENSATION.
2. SAFEGUARDS: THE CONTRACTOR SHALL PLAN AND CONDUCT THE WORK TO ADEQUATELY SAFEGUARD ALL PERSONS
AND PROPERTY FROM INJURY; PROVIDING AS NECESSARY SUCH WARNING DEVICES AS SIGNS, LIGHTS, FLARES,
REFLECTORS, FLAGMEN, SHORING BRACING AND ANY OTHER FACILITIES WHICH MAY BE REQUIRED. THE
CONTRACTOR SHALL DIRECT THE PERFORMANCE OF THE WORK IN COMPLIANCE WITH REASONABLE SAFETY
REGULATIONS AND WORK PRACTICES AND WITH ALL APPLICABLE FEDERAL, STATE AND LOCAL LAWS, RULES AND
REGULATIONS, INCLUDING BUT NOT LIMITED TO "OCCUPATIONAL SAFETY AND HEALTH STANDARDS" PROMULGATED
BY THE U.S. SECRETARY OF LABOR AND SAFETY ORDERS OF THE CALIFORNIA DIVISION OF INDUSTRIAL SAFETY. THE
CONTRACTOR SHALL ALSO COMPLY WITH ALL LOCAL GOVERNMENTAL BUILDING PERMIT PROVISIONS.
3. RESPONSIBILITY FOR INSPECTION: ALL WORK SHALL BE SUBJECT TO THE INSPECTION AND SATISFACTION OF THE
UTILITIES. NO TRENCHING, SUBSTRUCTURE INSTALLATION, BACKFILLING, COMPACTION OR PAVING OF TRENCHES SHALL
BE PERFORMED UNLESS THE UTILITY INSPECTOR OR CREW FOREMAN IS PRESENT OR THE CONTRACTOR HAS
RECEIVED PRIOR WRITTEN CONSENT FROM THE UTILITY INSPECTOR.
4. INSPECTION AND TESTS: THE UTILITY INSPECTOR SHALL HAVE THE RIGHT TO MAKE BOTH FIELD AND SHOP
INSPECTIONS AND TESTS AND SHALL HAVE ACCESS TO THE WORK AT ALL TIMES. NEITHER THE MAKING NOR THE
FAILURE TO MAKE SUCH INSPECTIONS AND TESTS BY THE UTILITY INSPECTOR NOR THE EXPRESSED OR IMPLIED
APPROVAL BY THE UTILITY INSPECTOR OR ANY PART OF THE WORK SHALL RELIEVE THE CONTRACTOR OF THE
RESPONSIBILITY TO COMPLETE AND GUARANTEE THE WORK AS SPECIFIED. REJECTED WORK SHALL BE CORRECTED
AS DIRECTED BY THE ENGINEER, AT THE SOLE EXPENSE OF THE CONTRACTOR.
5. ADJACENT FACILITIES: TRENCHING OR SUBSTRUCTURE EXCAVATION MAY NECESSITATE OPERATION OVER, UNDER,
OR ADJACENT TO OTHER UNDERGROUND AND SURFACE FACILITIES. THE CONTRACTOR MUST LOCATE, PROSPECT AND
EXPOSE ALL ADJACENT OR CROSSING UNDERGROUND FACILITIES SUBJECT TO DAMAGE. THE CONTRACTOR SHALL
EXERCISE CAUTION TO AVOID DAMAGE TO, OR DISTURBANCE OF THESE FACILITIES AND WILL BE HELD LIABLE FOR
ANY SUCH DIRECT OR CONSEQUENTIAL DAMAGE TO THE UTILITIES RESULTING FROM HIS OPERATION. SHOULD
DAMAGE OCCUR, THE CONTRACTOR SHALL IMMEDIATELY NOTIFY THE ENGINEER AND THE FACILITIES OWNER AND
ARRANGE FOR REPAIR OF THE DAMAGE.
6. WORK SCHEDULING: THE CONTRACTOR SHALL HAVE UNDERGROUND EXCAVATIONS OPEN AND READY FOR THE
INSTALLATION OF GAS AND/OR ELECTRIC FACILITIES BEFORE THE UTILITIES ARE BEGUN IN THE FIELD. AFTER UTILITIES
ARE BEGUN, THE CONTRACTOR SHALL CONTINUE TO EXCAVATE WITH SUFFICIENT LABOR AND EQUIPMENT TO ALLOW
THE UTILITIES JOINT TRENCH OCCUPANTS TO COMPLETE THE INSTRUCTION OF THEIR RESPECTIVE FACILITIES WITHOUT
INTERRUPTION. FOLLOWING THE INSTALLATION OF FACILITIES OF ALL THE TRENCH OCCUPANTS AND UPON NOTIFICATION
BY THE UTILITY INSPECTOR OR CREW FOREMAN, THE CONTRACTOR SHALL IMMEDIATELY COMMENCE BACKFILLING
ANY TRENCHES AS DIRECTED.
7. DIMENSIONS: MINIMUM EXCAVATION DEPTHS AND WIDTHS SHALL BE AS SPECIFIED ON THE ATTACHED
CONSTRUCTION DRAWINGS. EXCAVATIONS SHALL BE MADE TO DIMENSIONS NECESSARY TO ACCOMMODATE THE
UTILITY JOINT TRENCH OCCUPANT'S FACILITIES AND TO PROVIDE THE ULTIMATE MINIMUM COVER SPECIFIED HEREIN
REGARDLESS OF EXISTING FIELD CONDITIONS.
8. TRENCH: TRENCH BOTTOMS SHALL BE LEVEL, FLAT AND WITHOUT SURFACE IRREGULARITIES AND SHALL BE CLEAR AND
FREE OF DEBRIS AT THE TIME THE TRENCH IS MADE AVAILABLE TO THE UTILITY, FOR PLACEMENT OF ITS FACILITIES. THIS
INCLUDES THE EXCAVATION FOR SUBSTRUCTURES AND SUPPLY OF COARSE ROCK (GRAVEL) FOR PLACEMENT OF
SUBSTRUCTURES AS REQUIRED.
9. TRENCH MAINTENANCE: DURING THE PERFORMANCE OF WORK THE CONTRACTOR IS RESPONSIBLE FOR MAINTAINING
THE EXCAVATED TRENCH IN SATISFACTORY CONDITION AND FOR MAINTAINING THE FACILITIES TO THEIR APPROVED TRENCH
CONFIGURATION.
10. BACKFILLING TIMING: THE UTILITY SHALL NOTIFY THE CONTRACTOR UPON COMPLETION OF EACH PHASE OF ITS
FACILITY INSTALLATION IN THE TRENCH. UPON NOTIFICATION, THE CONTRACTOR SHALL BE REQUIRED TO IMMEDIATELY
COMMENCE THE SHADING OR BACKFILLING OF SAID TRENCH.
11. BACKFILLING: NO BACKFILLING SHALL BE DONE UN11L ALL FACILITIES ARE PLACED THEREIN ( OR ON A PARTICULAR
LEVEL) AND INSPECTED BY THE RESPECTIVE TRENCH OCCUPANT TO INSURE PROPER SEPARATION AND/OR REQUIRED
COVER ACHIEVED. IF ANY BACKFILLING IS PERFORMED BY THE CONTRACTOR WITHOUT APPROVAL, THE ENGINEER
COUNTY OF KERN CALIFORNIA
GENERAL NOTES
1. CONTRACTOR SHALL PROVIDE A FOREMAN, LABORER AND BACKHOE FROM START TO COMPLETION OF JOB.
CONTRACTOR SHALL PROVIDE FOR ANY REQUIRED EARTHWORK, EXCAVATION AND BACKFILL.
2. ALL TRENCHING SHALL BE DONE TO P.G. & E., THE GAS COMPANY, PAC -BELL, COX COMMUNICATIONS AND
TIME WARNER CABLE SPECIFICATIONS, OR AS DIRECTED BY SAID UTILITIES. ALL BACKFILL SHALL BE DONE
TO CITY OF BAKERSFIELD SPECIFICATIONS, INCLUDING COMPACTION REQUIREMENTS.
3. ANY GRAVEL, SAND OR OTHER MATERIAL REQUIRED AS A PAD FOR SUBSURFACE SPLICE BOXES AND/OR TRENCH
BEDDING AND SHADING SHALL BE INCLUDED IN THE BID PRICE FOR SAID ITEMS.
4. ALL BACKFILL SHALL BE COMPACTED AS DETERMINED BY ASTM D-1557 (EXCEPT AS NOTED), TO THE FOLLOWING
DENSITIES: 85% OF MAXIMUM RELATIVE DENSITY WITHIN PARKWAY AREAS; AND 90% OF MAXIMUM RELATIVE
DENSITY WITHIN ROADWAY AREAS. THE OWNER HAS RETAINED A SOILS CONSULTANT, THE CONTRACTOR IS
EXPECTED TO WORK WITH AND COORDINATE HIS ACTIVITIES WITH THIS CONSULTANT.
5. BACKFILL BEHIND CURB AND SLOPE 1/4- PER FOOT FOR 6' BEHIND CURB. FINISH GRADE TO BE NO MORE THAN
3" BELOW TOP OF CURB.
6. ANY QUESTIONS REGARDING MATERIALS OR UTILITY CODES SHALL BE MADE TO THE UTILITY COMPANIES DIRECTLY.

7. LOCATING EXISTING UNDERGROUND UTILITIES IS THE RESPONSIBILITY OF THE CONTRACTOR. U.S.A. : (800) 642-2444
SHALL BE CONTACTED TWO DAYS PRIOR TO CONSTRUCTION/ EXCAVATION.
8. FURNISH AND INSTALL STREET LIGHT ASSEMBLY, COMPLETE WITH STREET LIGHT POLE, LUMINAIRE, BALLAST, IGNITOR,
PHOTOCELL AND LAMP.
9. FURNISH AND INSTALL ALL 1 1/2" SCH. 40 PVC RIGID NONMETALLIC CONDUIT, IN --LINE FUSES, FUSE HOLDERS, "RE,
GROUND ROD AND CLAMPS AND ALL OTHER APPURTENANCES THAT GO WITH SUCH TO MAKE STREET LIGHT
OPERABLE.
10. FURNISH AND INSTALL CONCRETE PULL BOXES AT STREET LIGHT LOCATIONS AND AT SPLICE LOCATIONS AS INDICATED
ON UTILITY COMPOSITE PLAN. PULL BOXES SHALL BE ENCASED IN A CONCRETE SLAB AS SHOWN ON SHEET NO.
2. ANY DEVIATION FROM SAID LOCATION WILL NOT BE ALLOWED WITHOUT PRIOR WRITTEN PERMISSION FROM THE
ENGINEER.
11. CONTRACTOR SHALL BE RESPONSIBLE FOR TESTING STREET LIGHTS FOR CITY OF BAKERSFIELD ACCEPTANCE. A
GENERATOR AND PHOTOCELL BLACKOUT WILL BE REQUIRED FOR THIS PROCEDURE.
WILL HAVE THE RIGHT TO REQUIRE REMOVAL OF THE BACKFILL FOR EXAMINATION AND THE COST OF SUCH

CONTRACTOR SHALL CONSTRUCT CONCRETE COLLARS FOR STREET LIGHT FACILITIES AFTER SIDEWALK HAS BEEN

15. COMPACTION: UNLESS OTHERWISE SPECIFIED, BACKFILL MATERIAL SHALL BE COMPACTED IN SIX (6) INCH
MINIMUM LIFTS TO NINETY (90) PERCENT RELATIVE COMPACTION (ASTM 1557). THE METHOD OF ACHIEVING
SUCH COMPACTION MAY BE LIMITED BY LOCAL AGENCIES HAVING JURISDICTION THEREOVER.
16. COMPACTION METHODS: COMPACTION METHODS COMMONLY ACCEPTABLE ARE HANDTAMPING WITH
PNEUMATIC OR VIBRATING EQUIPMENT OR WATER JETTING FOR EACH BACKFILLING LIFT. THE CONTRACTOR SHALL NOT
USE ANY COMPACTION METHOD THAT MAY CAUSE DAMAGE TO UTILITY JOINT TRENCH OCCUPANTS FACILITIES.
17. TAMPING: COMPACTION OF THE BACKFILL MATERIAL SHALL NOT BEGIN UNTIL A MINIMUM OF SIX (6) INCHES OF
COVER IS PLACED OVER THE FACILITIES.
18. TAMPING EQUIPMENT: COMPACTING WITH A HYDRAHAMMER OR HEAVY VEHICLE SHALL BE LIMITED TO THE TOP
SIX (6) INCHES OF THE TRENCH UNLESS OTHERWISE AUTHORIZED BY THE ENGINEER.
P.G. & E. GENERAL SPECIFICATIONS
1. FOR SERVICES, THE MINIMUM ACCEPTABLE RIGID CONDUIT WILL BE ASTM F512 DB120, OR BETTER.
2. BACKFILL MATERIAL MUST BE:
A. SAND, FINE EARTH, OR IF APPROVED BY A P.G. & E. INSPECTOR (AND ANY AGENCY
HAVING JURISDICTION), EXCAVATED SOIL; FREE OF ROCKS OR DELETERIOUS MATERIALS.

F. ALL SERVICE CONDUITS WILL REQUIRE 24--INCH-RADIUS BENDS.
G. ALL SECONDARY DISTRIBUTION CONDUITS WILL REQUIRE 36 -INCH -RADIUS
BENDS.
H. USE RIGID CONDUIT BENDS ONLY.

K. SEQUENCE OF EVENTS
1. CONTRACTOR SHALL EXCAVATE TRENCH, BACKFILL (AS SHOWN PER PLANS)
AND INSTALL ELECTRICAL CONDUIT, THEN SHALL CONTACT PG&E, 24
HOURS IN ADVANCE, FOR INSPECTION (398-5976).
2. IF TRENCH IS ACCEPTABLE, CONTRACTOR SHALL BACKFILL CONDUIT AS
INSTRUCTED BY PG&E INSPECTOR.
3. TELEPHONE AND CABLE TO INSTALL THEIR RESPECTIVE FACILITIES.
CONTRACTOR TO NOTIFY PACIFIC BELL, TIME WARNER CABLE, AND
COX COMMUNICATIONS 48 HOURS IN ADVANCE.
4. CONTRACTOR SHALL INSTALL "DEVELOPER CONDUIT" AS NOTED ON THE
PLANS.
5. CONTRACTOR SHALL SHADE TRENCH AS APPLICABLE PRIOR TO GAS
INSTALLATION.
6. GAS COMPANY TO INSTALL ITS FACILITIES. CONTRACTOR TO N011FY
P.G. & E. 48 HOURS IN ADVANCE.
7. DEVELOPER'S INSPECTOR TO VERIFY THAT ALL TRENCH OCCUPANTS ARE
INSTALLED.
8. CONTRACTOR SHALL BACKFILL TRENCH PER PLANS.

NECESSARY SO THAT THE TELEPHONE CONDUITS CAN BE PLACED HORIZONTALLY RATHER THAN
VERTICALLY. (THE TELEPHONE CONDUITS NEED TO BE PLACED HORIZONTALLY IN ORDER TO
PROVIDE THE REQUIRED SEPARATION AND COVER ON THE GAS LATERAL LINES THAT CROSS OVER
THE TELEPHONE CONDUITS.)
3. IN STREET INTERSECTIONS, THE TRENCH DEPTH SHALL BE MEASURED FROM GUTTER FLOWLINE.
