OFFICE OF THE CITY MANAGER
March 10, 2017
TO: Honorable Mayor and City Council
FROM: Alan Tandy, City Manager
SUBJECT: General Information
Notable Items
When the sales tax began to drop due to the oil economy, we cut new capital
requests and cancelled a number of items that already had budget approval. We
have noted from time to time that such actions are a short term strategy that cannot
be sustained long-term. The City simply owns too many capital assets that wear out
with time and require replacement. Manufactures of highly technical assets often
stop producing replacement parts for technologies that have evolved. When that
occurs, the City can buy on eBay for a while, but that too has a limited life.
The bottom line is that despite the difficult time we are in due to the oil economy, we
are going to be forced by circumstances beyond our control to budget for and deal
with some high cost capital outlay needs in the months ahead.
This morning, the Bakersfield Police Department held its Promotional Ceremony to
recognize advancements from both sworn and non-sworn positions that have
occurred over the past two years. Also recognized at the event were the recipients
of the 2016 Annual Awards that included:
o Civilian Employee of the Year – Kim Stanifer
o Dispatcher of the Year – Fernando Hurtado
o Officer of the Year – Charles Pratt
o Detective of the Year – Paul Yoon
We are grateful for the Police Department and congratulate those staff members
who have received awards and promotions!
