The project is located at 508 18th Street and includes a much-needed 37-space public parking area on 19th Street, which will be open to the public for events in the surrounding area. The gated facility offers 62 units consisting of 50 one-bedroom and 12 two-bedroom apartments. Other amenities include a community room, a parking garage for residents, and outdoor space. The facility is also near the two Sister City parks, the 1.5 mile Millcreek Linear Park, Central Park, the Art Museum, and the Bakersfield Community House. Chelsea Investments partnered with the City to construct the project, which was funded by former Redevelopment Housing Funds, HOME Investment Partnership Funds, and State Proposition 1C grant. The City will host an Open House in early April 2017 with specific details to come.  Good news! The City received a grant from the Federal Emergency Management Agency, in partnership with the California Governor’s Office of Emergency Services, in the amount of $415,000 to purchase and install two emergency generators. They will be permanently located at two stormwater pump stations that serve the downtown area. The emergency generators will help prevent flooding in these drainage basins if experiencing electrical failures at the stormwater pump stations during heavy rain events. Furthermore, they will automatically switch on if experiencing electrical failures, which also saves City resources by not having to immediately respond with City staff to setup temporary generators. Attached you will find a map that displays the drainage basins that will be served by the emergency generators. A resolution authorizing the acceptance of this grant award is scheduled to be on the Council agenda on April 19, 2017.  A follow up to positive news we shared last week, the active countywide rig count, which is an important business barometer for the oil industry and its suppliers, increased from 4 to 6 active rigs this week. This represents the first week-over-week increase in the countywide active rig count in over two years. For comparative purposes, at the height of the oil prices in 2014, there were routinely 25-30 active rigs within Kern County during a given week. The price per barrel of local oil has remained in the $45-$50 range for several months now, which may be providing some much- needed stability for producers to begin to drill again. The other intermediate stops are Portland, Sacramento, and Los Angeles. The City and community have developed a vision and strategy to ensure Downtown Bakersfield is ready for High-Speed Rail. The meeting will present the new Vision for Downtown, recognize the Stakeholder Committee for their volunteer efforts, and give the public an opportunity to provide input and ideas. For more information, please see the enclosed attachment.  A section of the Kern River Multi-Use path remains temporarily closed through the first week in April to allow the Kern County Water Agency to make emergency repairs to an existing berm from Allen Road to approximately one mile west. Those with tickets for the original March 18th or initial rescheduled April 22nd dates are asked to please keep your original tickets, as they will be valid on May 6th. If you cannot attend the May 6th performance, ticket-holders can receive a refund at the point of purchase by no later than April 3rd.  The CSU Bakersfield’s men’s basketball team advanced to the semifinals of the National Invitational Tournament earlier this week. The team will play Georgia Tech next Tuesday evening, with the winner moving on to the championship game on Thursday. Congratulations to the Roadrunners and the best of luck in New York City! Traffic Advisories  Nighttime Lane and Ramp Closures Southbound State Route 99 and Rosedale Highway Off-ramp Nighttime closures are planned for the two outside lanes along southbound State Route 99, between Gilmore Avenue and Rosedale Highway and for the Rosedale Highway off-ramp tomorrow, Thursday, March 23. Crews will be working along the roadway from Gilmore Avenue to Rosedale Highway between the hours of 9 p.m. and 5 a.m. These lane and ramp closures will also be needed next Wednesday and Thursday nights, March 29-30 to allow for the installation of vehicle detection loops and for striping. Southbound State Route 99 motorists who want to access Rosedale Highway or 24th Street while this work is underway will need to continue southbound, exit at California Avenue and then return via northbound State Route 99 to the Rosedale Highway/24th Street exit.  32 Hour Closure of P Street at State Route 58 for Roadway Reconstruction Nighttime Closures on State Routes 58 and 99 Roadway reconstruction will require the full closure of P Street at State Route 58 (between Dobrusky Lane and Snyder Lane) beginning Sunday night at 9 p.m. and continuing through Tuesday at 5 a.m. Motorists will need to follow detour signs and cross the freeway at either Chester Avenue or Union General Information March 24, 2017 Page 3 Avenue during this time period. On Sunday night, the northbound and southbound State Route 99 to eastbound State Route 58 Connector Ramps will be closed intermittently between the hours of 9 p.m. and 5 a.m. to allow the contractor to move large equipment. Detour signs will direct traffic to alternate routes during these intermittent closures. Nighttime ramp closures have been scheduled for the eastbound H Street off-ramp and the eastbound Chester Avenue on-ramp from Monday through Thursday between 9 p.m. and 5 a.m. There will also be nighttime lane closures for the two outside eastbound lanes on State Route 58, between Union Avenue and Cottonwood Road, during this period. On Wednesday and Thursday nights, nighttime lane closures have been scheduled for the two outside lanes of northbound and southbound State Route 99, between Ming Avenue and Wilson Road. These closures will also be in effect between the hours of 9 p.m. and 5 a.m.  Roadway paving continues on State Route 178 The contractor for the State Route 178 Widening Project plans to complete the final lift of pavement along State Route 178 between Canteria Drive and Valley Street on Monday and Tuesday, March 27-28, between 8 a.m. and 4 p.m. All directions of traffic will be stopped intermittently at the State Route 178 and Canteria Drive intersection to tie intersection paving in with mainline paving. Traffic will not be stopped for longer than 10 minutes. Cone-separated lanes will allow for two-way traffic along the highway while paving operations are underway. Crews are scheduled to install traffic detection loops at the State Route 178 and Alfred Harrell Highway intersection and complete final striping along the highway from Alfred Harrell Highway to Miramonte Drive, Monday through Wednesday, March 27-29, between 8 a.m. and 4 p.m. Traffic is not expected to be significantly delayed, but shifts to traffic lanes will be necessary during the operation and motorists should remain alert while driving through this area. On Wednesday and Thursday, March 29-30, crews will install traffic detection loops on the north side of the Masterson Street and Canteria Drive intersections between 8 a.m. and 4 p.m. Final highway striping for the segment between Canteria Drive and Valley Street is anticipated to take place on Thursday and Friday, March 30-31, between 8 a.m. and 4 p.m. There will be no lane closures or traffic control on Friday due to the Cesar Chavez holiday.
