SUBJECT: Downtown Bakersfield High-Speed Rail Station Area Plan Update.

BACKGROUND:
The City of Bakersfield, in coordination with California High Speed Rail Authority, is developing a
strategy for the area around the planned HSR station in Downtown Bakersfield. The plan will
guide the area's physical development, stimulate economic activity, and enhance the
community's sustainability by encouraging infill development and enhancing multimodal
connectivity. The study will build on existing planning efforts to create a vision for the
development and revitalization of Downtown Bakersfield with HSR and the results can be used to
pursue public and private sector funding for implementation, as well as create a baseline
document for future Downtown planning efforts. The City hired the Skidmore Ownings & Merrill
LLP team to prepare the plan and various reports and deliverables. The project has been
organized into 7 project phases through a comprehensive Work Plan.
At the request of Vice Mayor Smith, this workshop is a Staff presentation to update City Council
on the High-Speed Rail Station Area Plan project; what has been completed so far and what is
ahead for 2017.

STAFF RECOMMENDATION:
Staff recommends Council review the attached Highlights and Accomplishments Report for City
Council Goals adopted in 2015.
BACKGROUND:
The City Council Goals and Guiding Principles document provides City staff with direction on
Council priorities. Typically, this document is updated every two years in correspondence with
elections and the City budget. This allows new Councilmembers to have the opportunity to
provide input while considering the City's economic condition.
To begin the process for the 2017 Councils Goals, the following documents are submitted for
Council's review:
• A PowerPoint presentation highlighting accomplishments of the previously adopted Council
Goals
• The City Council Goals, including the Guiding Principles, as most recently adopted by the
City Council on November 9, 2015.
o Included in the document is a brief report noting the accomplishments and progress
made toward the goals that were adopted by Council in 2015. These comments are
identified in blue writing after each goal. This report was prepared with review and
input from Department Heads and staff members involved in the oversight of goal
implementation.
After the accomplishments are presented and staff receives feedback, it would be staff's
intention to return to Council at a future date with a draft revised goals document striking out
those goals that have been accomplished and adding additional goals developed by Council.

police to reduce priority response times.

1. Continue to work to implement the highest priority recommendations provided by
the IACP to reduce response times, improve officer recruitment and retention and
improve overall customer service to the public.

Reduce Part 1 and quality of life crimes through directed policing practices and
strategies that utilize crime analysis to identify crime trends and heavy calls for service
locations. Utilize the resources of the Community Relations Unit and the Schools

Protective Services in a partnership to effectively investigate allegations involving
child victims of physical abuse, sexual abuse, and neglect.

3. Maintain Fire Department deployment, service, and staffing levels through strategic
planning and forecasting. Maintain awareness of service trends via the standards of
