Introduction
Project Location
The proposed project is located in the city of Bakersfield, county of Kern, state of California. The site is
bordered by Mount Vernon Avenue to the east, commercial development to the north, empty lot to the
west, and residential to the south. The proposed project is the second phase for the existing
undeveloped lot.

Proposed Project
The proposed project consists of renovating the existing Sizzler parking lot, connection to Phase 1
project, construction of two new buildings, parking lot, and trash enclosures (see civil improvement
plans).

Drainage Calculations
Rational Method Inputs
The Rational Method will be utilized to calculate the anticipated runoff for the proposed development.
Inputs for the rational method equation include the following:
The runoff coefficient “C” is determined by the City of Bakersfield Standard D‐2, Rational Method Urban
Runoff Coefficients (included). The value used for this calculation is 0.90 which corresponds to
commercial development.
The total site area tributary to the storm drain system has been measured at 5.75 acres. This includes
the Phase 1 and Phase 2 project along with the tributary parking lot to the north. See attached Drainage
Area Map.
The rainfall intensity is determined from a figure (included) provided by the NOAA Hydrometeorological
Design Studies Center, Atlas 14 Point Precipitation Frequency Estimates: CA. The value used for this
calculation is for a 10 year 24 hour storm. This value is 1.74 inches.
Proposed Site Runoff
The proposed site runoff is collected via concrete curb and gutter and v‐gutter improvements. It is then
directed to an existing storm drain system that discharges into Rollo Ravine to the north.

Pipe Analysis
Using Mannings Equation, each of the pipes maximum flowrates were calculated to make sure they can
handle the design flowrates. The maximum flowrates each pipe can handle are:
Proposed 4” PVC SDR 35 @ 1.0% min = 0.11 cfs
Proposed 6” PVC SDR 35 @ 1.0% min = 0.73 cfs
Proposed 8” PVC SDR 35 @ 1.0% min = 1.58 cfs
Proposed 12” HDPE Double Wall @ 0.5% = 3.27 cfs
Proposed 18” HDPE Double Wall @ 0.5% = 9.66 cfs
Catch Basin Analysis
Since Area “B” has the highest flowrate of stormwater runoff, it will be analyzed to make sure the Mid
State Concrete Go Curb Inlet (see attached) can handle the design storm. To include a safety factor, the
catch basins were analyzed assuming they were 50% clogged with debris. Autodesk Storm and Sanitary
Analysis 2015 was used for the calculations. See below:
