1. PRIOR TO THE START OF CONSTRUCTION, THE DEVELOPER AND OR
CONTRACTOR SHALL CONTACT KERN COUNTY ENGINEERING & SURVEY
SERVICES AT 862-5100 TO SET UP PRE -CONSTRUCTION MEETING. NO
WORK OF ANY KIND SHALL BE STARTED UNTIL SUCH TIME AS PRE -
CONSTRUCTION MEETING HAS BEEN SET UP AND COMPLETED.
2. THE IRRIGATION LINE BETWEEN THE MAIN AND THE BACKFLOW DEVICE
AND THE ELECTRICAL LINE BETWEEN THE PG&E SERVICE AND THE METER
MUST BE INSPECTED AND APPROVED BY THE KERN COUNTY BUILDING
DEPARTMENT. 862-8650
3. WHEN THE LANDSCAPE AND WALL PLANS ARE SUBMITTED FOR FUTURE
CONSTRUCTION, THE SITE LINE EASEMENT AND RELOCATION OF
IMPROVEMENTS (WALL AND TREES) WILL BE REQUIRED.
4. INSPECTIONS SHALL BE GIVEN 24 HOURS NOTICE PRIOR TO THE START
OF CONSTRUCTION.
5. THE TOTAL SQUARE FOOTAGE OF THIS PROJECT AS MEASURED FROM BACK
OF SIDEWALK TO BACK OF WALL IS 10,800
6. THE MAINTENANCE OF THE LANDSCAPING IS THE RESPONS181LITY OF THE
DEVELOPER/SUBDIVIDER UNTIL SUCH TIME,AS THE MAINTENANCE
ENTITY/CSA HAS ACCEPTED THE LANDSCAPING AND HAS COLLECTED
ADEQUATE FUNDS TO OPERATE AND MAINTAIN THE FACILITIES.
7. THE BENCHMARK USED FOR THIS PROJECT IS:
COPPER POINT IN 6" CONCRETE MONUMENT AT Cl. JENKINS ROAD AND
MEACHAM ROAD WITH RCE 2777 TAG DATED 4-30-41, 14" DEEP.
8. CONTRACTOR IS TO TREAT THE SOIL LOCATED IN THE'BIKE PATH' STRIP,
WITH A SOIL STERILANT, AFTER GRADING. CONTRACTOR SHALL KEEP THE
'BIKE PATH' STRIP WEED -FREE DURING THE MAINTENANCE PERIOD.

LANDSCAPE REQUEST
1. A County Services Area with the proper Zone of Benefit shall be formed prior to the recordation of the finial tract map.
2. The landscaping plans shall be prepared,by a professional with experience in designing landscape systems. Plans shall be designed in accordance with County standards and the County's
Ordinances. And shall b in compliance with state and federal regulations.
3. The landscaping plans shall be prepared on cronar, or similar material, on sheets sized to 24" x 360
.
A. Title sheet shall identify the tract, contain a vicinity map, a key map (scale 1" = 200'), signature blocks for (1) the landscape designer; (2) "Approved for Maintenance;' and (3) " Director of the
Engineering and Survey Services Department,
B. The balance of the drawings shall be drawn at scale not less then 1" = 20'.
C. Where shrubs or trees are to be planted, the attached sight distance lines shall be overlaid on the plans to show that the plants do not interfere with clear zones, as required by the
Transportation Management Department.
D. The pians shall include at least one typical section, which indicated to maximum slopes.
E. The landscaping plans shall detail and dearly identify those improvements to be maintained by the Maintenance Entity.
F. The plans shall clearly show the location of all valves, meters, controllers, sprinkler heads, points of connection to the water system, and other such equipment. These exact locations shall be
indicated to the subdivision section of he Engineering and Survey Services Department.
4. For plan check, three sets of drawings shall be submitted to the subdivision section of the Engineering and Survey Services Department.
5. Maintenance of the complete system is the responsibility of the developer until such time as the County Service Area has collected sufficient service charges to operate and maintain the system
6. Prior to the Maintenance Entity accepting the landscaping and beginning to maintain the system, the sub divider shall readjust all sprinklers, replace all plants, which are not in a thriving
condition, and any materials, which are damaged. A one-year maintenance bond for the landscaping is required prior to recordation of the tract map.
IRRIGATION SYSTEMS
Operation and Maintenance Manuals
Prepare and deliver, prior to completion of construction, two 3 ring, hard cover binders containing the following information:
A. Index sheets stating contractor's addresses and telephone numbers, and list of equipment with name and addresses of local manufacture's representation.
B.. Catalog and part sheets on every material and equipment installed.
C. Complete operating and maintenance instructions on all major equipment.
D. Controller chart for each controller.
General Design Notes
The landscape system shall be designed to properly function from services pressure without the use of pumps.
The selection of'sprinklers heads shall be such that a minimal amount of over spray is on walls, sidewalks, or pavements.
AS -BUILT$ DRAWNINGS
Provide a complete "As -Built" record set of prints, which shall be corrected daily, and show every change from the original drawings and the exact "As -Built" locations, sizes, and kinds of
equipment. The "As -Built" prints shall be a set of cronar or similar mylar material. All work shall be in waterproof India ink and applied to the mylar by a technical pen made expressly for use on
mylar material in neat and completely legible manner.
The "As-Builts" shall dimension, from two permanent points of reference (i.e., building comers, sidewalks or road intersections, etc.) the location of the following items:
A. Connections to existing water lines and electrical power.
B. Gate valves, remote control valves, quick coupling valves and other related equipment.
C. Routing and/or directional turns of sprinkler pressure lines (dimensions max. 100' along routing) and routing of control wiring.
CONTROLLER CHARTS
Provide two controller charts for each controller supplied: one is to be attached in the controller and other turned over to the County in the operation and maintenance manuals.
The chart shall indicate the area controlled by the automatic controller and shall be the maximum size, which the controller door will allow.
PRODUCTS
Underwriters Laboratories: Electrical wiring, controls, and devices shall be U.L. listed and so labeled. Other approval organizations will be subject to review and approval prior to installation.
Pressure Main Line Piping and Fittings: Sizes of 21/2 inches or larger shall be P.V.C., Class 200, ring file or approved equal.
Pressure Main Line Piping and Fittings: Sizes of 2 inches and smaller shall be Schedule 40 P.V.C.
Non -pressure laterals shall be minimum thickness. Class 200, P.V.C.
P.V.C. nipples shall be Schedule 80 with molded threads.
All pipe and fittings shall conform to specific requirements as follows:
z
A. PVC Pipe: Manufactured from virgin polyvinyl chloride compound in accordance with ASTM D 1784 or ASTM D2241, cell classification 124546; hydrostatic design stress rating not less than
2,000 p.s.l.
B. Fittings (solvent weld or thread): Standard weight, Schedule 40, side gated, injection molded P.V.C., complying with ASTM D 1784, cell classification 13454B, including threads when required.
C. Solvent cement and primer: for P.V.C. solvent -weld pipe and fittings shall be of type and installation method prescribed by the manufacturer.
Electrical (Low Voltage/
All equipment, wire and devices shall be U.L. listed and so labeled. Connections between controller and remote control valves shall be made with direct burial AWG -UF, 600 -volt wire, insulation
thickness 3/64 inch, utilizing low density high molecular weight polyethylene insulation.
Splices, where permitted, shall be waterproofed using Rain Bird, Pen -rite Connectors or approved equal, and housed in a box. Boxes for other irrigation use may be utilized for this purpose.
Wire sizing shall be a minimum of #14, "UF" 600 volt underground wiring. Wiring shall be color coded, with the common wire to be white in color and all others in different colors.
An extra wire will be entrenched with remote control valve wiring from the controller to the last valve box. and looped in each valve box.
All wiring placed under concrete or pavement shall be placed in a sleeve with pull boxes at each end.
GATE VALVES
Three inches and smaller. ASTM B62 brass body,150 pound saturated steam rated, with screwed joints, non -rising stem, screwed bonnet and solid disc. Provide with handwheel. All gate valves
shall be installed in an approved valve box and with Schedule 80 unions to allow easy removal for maintenance and repair.
BACKFLOW PREVENTION UNITS: All backflow prevention units shall be pressure vacuum breakers, approved by the Environmental Health Services Department.
All aboveground piping and fittings shall be wrapped with sufficient insulation to protect said equipment from freezing.
Backflow preventor: Designed to operate on a "reduced pressure" principle, equipped with gate valves and field test cocks.
Atmospheric vacuum breakers: Bronze body, with molded polyethylene check valve poppers, angle type.
Wye strainers at backflow prevention units shall be 125# Class cast brass with 40 mesh monel screen.
Prior to acceptance, the backflow prevention unit must be tested and the test results submitted to, and approved by, the Environmental Health services Department.
AUTOMATIC CONTROLLER
Type: Fully automatic operation, capable of independently operating the number of Stations and type indicated.
1. Wall mount type in a housing with hinged cover.
2. Fuse and chassis ground all controller components.
3. The controller shall be mounted inside a vandal -resistant enclosure with a steel pre -drilled backboard and 117 -volt outlet. The 117 -volt duplex box shall be provided with an onloff switch and
117 -volt receptacle. Metal conduit shall run from the 117 -volt supply to the controller housing. All power within the housing shall be properly phased. The enclosure shall be a Myers MEUG-I-M
285, Le Meur EM 100, or equal.
4. Controller shall be Rainbird ESP -MC or approved equal; each valve shall be controlled by a separate station.
5. The electrical meter may be installed in a separate and approved vandal -resistant enclosure.
REMOTE CONTROL VALVES
Valve type: Spring-loaded, packless diaphragm activated, normally closed type with plastic body, equipped with adjustable flow control and bleeder valve to permit operation in the field without
power at the controller.
Valve solenoid: 24 -volt a.c. 45 -watt maximum, 500 -milli -amp maximum surge, corrosion -proof, stainless steel construction, epoxy encapsulated to form a single integral unit.
All control valves shall he numbered, placed within an approved valve box with locking lid, and installed with Schedule 80 unions to allow for easy maintenance.
SMALL LAWN SPRIiNKLER HEADS
Heads shall have screw adjustments. Nozzle shall be pop-up type and rise a minimum of six inches. Installation shall be on a double swing joint riser.
ROTARY SPRINKLER HEADS
Type: Gear driven, with minimum six-inch pop-up sprinkler heads. Part circle heads shall have variable arc setting capability. Installation shall be on a double swing -joint riser.
SMALL SHRUBBERY SI'RINKLER HEADS
Twelve -inch minimum pop-up type body shall be used. Heads shall be fully adjustable. Installation shall be on a double swing joint riser.
VALVE BOXES
Valve boxes shall be fabricated from a durable plastic material, resistent to weather, sunlight and chemical action of soils. Gate valve boxes shall be round plastic boxes with flex lock covers,
CARSON, or approved equal. Remote control valve boxes shall be rectangular plastic boxes, CARSON, or approved equal, with hinged covers and flex lock.
Identification tags shall be attached to each remote control valve, showing the number that corresponds with the controller sequence. Tag shall be stainless steel or aluminum with the station
number stamped with 112 -inch letters.
INSTALLATION
General
1. All plastic fittings shall be installed in complete accord with manufactures instructions for same.
2. Line Clearance: All lines shall have a minimum clearence of 6 inches from each other and from lines of other trades. Parallel lines shall not be installed directly over one another.
3. Pressure lines shall have a metallic detector tape placed above them in accordance with manufacturer recommendation.
4. Provide minimum coverage as follows:
A. Pressure supply lines (2-1/ 2 inches and smaller). 18 inches
B. Pressure supply lines (3 inches and larger): 30 inches
C. Non -pressure lines: 12 inches
D. Control wire: 18 inches
E. All wires pipes under concrete or paving shall be at least 30 inches. deep.
5. All lines placed under paving or concrete, including control wire, shall be contained in a schedule 40 PVC sleeve. The size of the sleeve shall be the minimum size, which will allow the pipe or
control to be freely removed and replaced. Pull boxes shall be placed at each end of the sleeve.
6. All aboveground piping and equipment shall be wrapped with sufficient insulation to protect the irrigation system against freeze damage.
Field Quality Control
Adjustment of System-
1. The contractor shall adjust all sprinkler heads and valves for optimum performance and to prevent, as much as possible, any overspray onto wall, walks and roadways.
Testing of Irrigation System:
1. Test all pressure lines under hydrostatic pressure of 150 pounds per square inch for not less than two hours, and prove watertight prior to installation of electric control valves, quick couplers, or
any other equipment that might prevent a proper test from being performed. All piping under paved areas shall be tested under hydrostatic pressure of 150 pounds per square inch acid proved
water tight. Prior to paving. If leaks develop, replace joints and repeat test until entire system is proven watertight.
2. Furnish necessary force pump and all other test equipment.
Plant Material
Soil:
Engineer shall submit to the County for approval a soil nutrient report This requirement may be waived if the County has on file acceptable information to
indicate that it is not warranted. The report shall contain recommendations of soil amendments, fertilizers, as well as an indication of soil's suitability for the
proven purpose intended.
Plants:
Small patches of turf or irregular design (slope), which will not lend themselves to maintenance with riding or standard width mowers, will not be acceptable
particularly narrow strips which will be costly to maintain. Encouraged is the use of ground cover plants with a few shrubs; the use of trees will be allowed
where the trees or their overhang does not interfere with the sight distance at intersections.
Trees shall not be of a type which have a lot of surface roots, drop fruit, or are a maintenance problem. Trees, when planted near concrete or paving, shall be
planted with root guards. All plants shall be tolerant of, and readily adaptable of the climatic area in which they are to be planted in. Any trees to be planted in
the right-of-way must be approved by the Transportation Management Department.
