A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD IN SUPPORT OF ASSEMBLY BILL 763
REGARDING INDEPENDENT LIVING CENTER FUNDING.
WHEREAS, the State of California Department of Rehabilitation
(Department) is required to provide various services to individuals with physical
or mental disabilities who are found to be eligible therefore, including
independent living services; and
WHEREAS, existing law provides for the operation of independent living
centers, which are private, nonprofit organizations that provide specified
services to individuals with disabilities, in order to assist those individuals in their
attempts to live fuller and freer lives outside institutions; and
WHEREAS, under existing law, the Department has the responsibility and
authority for the encouragement of the planning, developing and funding of
independent living centers; and
WHEREAS, existing law requires each independent living center, except
those centers that have been both established and maintained using specified
federal funding as a primary base grant, to receive, to the extent funds are
appropriated by the Legislature, at least $235,000 in base grant funds allocated
by the Department; and
WHEREAS, currently, 3 of the 28 independent living centers assisting
thousands of individuals, including the Independent Living Center of Kern
County, do not receive the $235,000 in annual state base funding; and
WHEREAS, Assembly Bill 763 (Salas) would delete the exception regarding
federal funding thereby requiring those centers, including the Independent
Living Center of Kern County, to receive at least $235,000 in base grant funds
allocated by the Department; and
WHEREAS, the City of Bakersfield acknowledges the vital importance of the
programs provided by the Independent Living Center of Kern County to those
they serve as well as the broader community; and
WHEREAS, the City of Bakersfield has supported similar legislation in past
years which also attempted to ensure equal funding to all of the independent
living centers in California.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Bakersfield as follows:
The above recitals are true and correct.
2. The City of Bakersfield supports passage of Assembly Bill 763.
3. That the City Clerk send a copy of this resolution to Assembly
Member Salas and all relevant State Committees hearing this
matter.
I HEREBY CERTIFY that the foregoing Resolution was passed and adopted,
by the Council of the City of Bakersfield at a regular meeting thereof held on
APR 19 2017 by the following vote:
