OFFICE OF THE CITY MANAGER
April 28, 2017 TO: Honorable Mayor and City Council
FROM: Alan Tandy, City Manager
SUBJECT: General Information
Notable Items
The 24th Street “Speakeasy” house has been purchased and will remain in downtown
Bakersfield. An auction was held yesterday for the house and a new east/west facing lot
on Bay Street. The lot is excess land from two north/south oriented parcels acquired for
the widening of 24th Street. Two parties participated in the auction with BB&A
Construction offering the high bid of $30,000. Over the next two months, the buyer will
construct a foundation and move the 96-year old home, turning it to face Bay Street.
Although renovations have technically altered the historical integrity of this home, there
has been considerable public interest in saving this piece of our history. We are happy to
report that this unique home will be a part of Bakersfield’s future.
We have received positive feedback from the community on the new 18th and Eye Street
parking garage signs installed last week. The new signs will make it more convenient and
easy for guests and residents to identify parking when visiting downtown Bakersfield. Staff
has identified additional improvements to the parking garage that will be presented at a
future date.

Visit Bakersfield hosted its annual welcome barbecue on Thursday evening for the
National Street Rod Association’s Western Nationals. This is the event’s 31st year in
Bakersfield. Each year, Visit Bakersfield treats registered participants to a barbecue to
kick-off a weekend devoted to cool, colorful, classic cars. The Western Nationals run
Friday through Sunday at the Kern County Fairgrounds and attracts participants from
several states to Bakersfield.
Today marks Director of Information Technology Dave Hecht’s last day with the City.
Dave spent nearly 20 years with the organization, rising through the ranks of the
Information Technology Division to become director of what now is Technology Services
in 2014. During his tenure, Dave led many significant projects that have resulted in
improved services to departments and the public, as well as lower cost to taxpayers.
Dave’s collaborative approach, technical knowledge and positive outlook will be missed.
We wish him all the best in retirement.
Congratulations are due Management Assistant Caleb Blaschke who has accepted a
promotion to the position of Assistant to the City Manager in Flagstaff Arizona. Caleb has
been with us since November 2014. Among other assignments Caleb has overseen the
Council goals updates, headed our ADA program, assisted in budget preparation and
writes the General Information memo. Congratulations and thanks to Caleb!
