Councilmembers are invited to attend the Employee Incentive Team breakfast Friday, May 12th at Yokuts Park from 6:00 a.m. to 9:00 a.m. This year, in celebration of public service, the Employee Incentive Team is hosting Employee Spirit Week that allows employees to show their City pride. The Council is welcome to participate and join City staff. Please see the attached flyer for additional information.  On Wednesday, May 17th the State Route 178 Widening Project Ribbon Cutting Ceremony will be held at 11:00 a.m. We are grateful to all of our partners that brought this project to fruition. Please see the attachment for additional information.  The State Department of Finance released its new population estimates this week. The new estimated population of the City of Bakersfield as of January 2017 is 383,512 – a growth rate of 1.1 percent (4,302 residents) over the revised estimates for January 2016. Bakersfield remains the 9th largest City within the state. The City’s population makes up 43 percent of the total population within Kern County (895,112). Since 2000, the City’s population has increased 55 percent! More information on the most released data is enclosed. General Information May 5, 2017 Page 2  The Employee Incentive Team held a blanket and toy drive during March and April. The blankets will be used by Police Officers for children and others in need and the toys will be given to children treated at the Burn Center at Memorial Hospital. A special thanks to City staff for their participation. Notable Items  Earlier this year, Councilmember Gonzales, along with City, County, and Caltrans staff, held three community meetings to provide a project update and to gain input from residents in the immediate neighborhoods surrounding the Centennial Corridor alignment. As a result of the open dialogue between residents and staff at these meetings, the City plans to begin installing nearly a mile and a half of privacy fencing in numerous locations along the Centennial Corridor alignment later this month. Notification letters will be sent to affected property owners prior to starting work. The 8-foot high fences will be similar to those currently in place along the north side of 24th Street and will provide for added privacy and will help shield residents from future construction activities. The privacy fencing will remain in place until ultimate project improvements, such as new fencing or sound walls, are in place. A graphic showing the locations of the fence installations is available on the Centennial Corridor page of the TRIP website: www.bakersfieldfreeways.us.  Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status Report for the month of May. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included. General Information May 5, 2017 Page 3 From May 15th -21st, the Bakersfield Police Department will honor police officers who have fallen in the line of duty as part of National Police Week. A special ceremony will be held Thursday, May 18th at 7:00 a.m. in front of the Police Department. The Police Department will also host the County-wide Memorial Ceremony Thursday, May 18th at Noon located at 1415 Truxtun Avenue. Please see the attachment for additional information. This week, Walmart advised staff that the proposed project at Olive and 99 which has been planned for over a decade will officially not take place. On a more positive note, Walmart did advise us that they are reviewing sites for more Walmart Neighborhood Grocery Stores in Bakersfield such as the one that recently opened in Artisan Square near Brimhall and Allen. Earlier this week, State Farm Insurance announced they will be consolidating office locations over the next several years. The attached press release states they plan to exit the Bakersfield location in 2021. Recreation and Parks staff have received calls about rattlesnakes near bike paths and parks. We encourage residents and visitors to be cautious and to report any sightings to the City. A ribbon cutting ceremony for the State Route 178 Widening Project has been scheduled for May 17, 2017 at 11:00 a.m. The ceremony will be held at the Mesa Marin Sports Complex. This project widened a three mile section of highway to provide six travel lanes between Canteria Drive and Masterson Street and four lanes between Masterson Street and Miramonte Drive. The project included a realignment of the State Route 184 connection to State Route 178 and made improvements to the intersections at Masterson Street, Alfred Harrell Highway, and Miramonte Drive. This project completes more than six miles of improvements along State Route 178, including the Fairfax Road Interchange, which began in 2007, and the Morning Drive Interchange. The Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements was completed and opened in April. Crews may be in the area doing punch list work for the next few weeks, but only minor impacts to traffic are anticipated. Caltrans has requested the installation of an additional signal pole, which will soon be installed in the Rosedale Highway median. Just as construction winds up on the State Route 178 Widening and Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements projects, the City has scheduled another groundbreaking. Mark your calendars for June 14th and join us for the Kern River Bridge Improvements Project groundbreaking. This project is the first phase of the Centennial Corridor Project and includes the construction of two new bridges, widens two existing bridges, and makes various improvements to the existing Westside Parkway. May 2017 TRIP Status Report TRIP Status Report May 2017 Page 2 An auction was held on Thursday, April 27 for the 2400-plus square foot house located at 2312 24th Street and a new east/west facing lot on Bay Street. The lot is excess land from two north/south oriented parcels acquired for the widening of 24th Street. Two parties participated in the auction with BB&A Construction offering the high bid of $30,000. The new owner has already started the process required to move the 96-year old home. The house will be moved from its current location within the next two months. Numerous architectural elements will be salvaged from five houses south of 24th Street and donated to Habitat for Humanity’s ReStore. These houses were identified as contributors to the potential historic district south of 24th Street and offered for relocation earlier this year. Since none of the houses were purchased, the City has advertised for a demolition contractor who will salvage these items for Habitat for Humanity’s ReStore prior to demolishing the structures. PROJECTS UNDER CONSTRUCTION Beltway Operational Improvements Contractor: Security Paving Company 61% complete; anticipated completion: spring 2018 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99, from north of Ming Avenue to Wilson Road. Work on the pump plant on northbound State Route 99 near Ming Avenue continues. The walls and top deck were completed in April. Backfill will continue in May and work on the upper level control room is expected to be underway. Installation will also begin on the structural steel for the discharge pipe supports and interior stairs, ladders and scaffolding system. Falsework for the new State Route 99 to eastbound State Route 58 Connector Bridge was completed and iron workers began installing steel for the bridge stems and soffit (girders and bridge bottom) last month. The first of two concrete pours for the stems and soffit will be held in May. Work to widen the bridges at P Street, Bakersfield Corral Overhead (railroad bridge), and Madison Street continues. Falsework has been completed at P Street, workers are installing the bridge steel, and concrete pours are anticipated in May for both eastbound and westbound bridge widenings. At the Bakersfield Corral Overhead the deck has been placed and the forms are being stripped in preparation of barrier rails and approach slabs. The deck drain has been installed, along with the off-site drainage system. Soundwalls will be the last item of work at this location. A 125-foot pre-cast girder was installed on the eastbound Madison Street Bridge in April. A second 125-foot girder is onsite for the westbound bridge and is expected to be set in place in May. Construction of retaining walls and sound walls continues along State Route 58 on both sides of the freeway. Crews are working both day and night shifts. Motorists should anticipate the potential of nighttime lane closures from Sunday through Thursday nights between the hours of 9 p.m. and 5 a.m. State Route 178 Widening Contractor: Granite Construction 95% complete; completion: May 2017 Paving of State Route 178 was completed in April, and the contractor began working on final pavement delineation. Signal poles and loop detectors were installed on State Route 178 at the new State Route 184 alignment and the Masterson Street intersections. The State Route 178/184 intersection opened on April 4th. The old State Route 178/184 intersection has been closed to allow the contractor to complete work in this area. The contractor completed final drainage work, as well as roadway excavation and the placement of Class 2 aggregate base on this section of roadway in April. Motorists can access the east side of the gas station/mini TRIP Status Report May 2017 Page 3 mart and the mini storage via the new State Route 184 alignment and Kern Canyon Road while this work is completed. When this intersection re-opens in May, traffic will be able to turn right in and right out only. Installation of permanent signage throughout the project area is underway and final electrical work is being completed. A ribbon cutting ceremony for the State Route 178 Widening Project has been scheduled for May 17, 2017 at 11:00 a.m. The ceremony will be held at the Mesa Marin Sports Complex. Construction crews will remain in the area for a few more weeks completing final detail work, but traffic is not expected to be impacted by this work. Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements Contractor: Security Paving Company Contract work completed April 2017 The Southbound State Route 99 Auxiliary Lane/Rosedale Highway Off-ramp Improvements Project was completed and the new lane and ramp improvements were fully opened to traffic in April. PROJECTS IN DESIGN AND RIGHT-OF-WAY 24th Street Improvement Project Designer: TYLin International Design 65% complete; Right-of-Way 100% complete (full acquisitions) Design on all phases of the project is underway The project designer is working to complete the sound wall construction plans. Sound walls for properties on the north side of 24th Street is expected to be advertised for construction in summer 2017 Right-of-way activities for partial acquisitions are progressing Demolition work is underway on the north side of 24th Street. Eight houses have been removed; five houses are scheduled for demolition in May Bids for the demolition of five houses on the south side of south side of 24th Street will be opened in May. The demolition contractor will salvage various architectural elements prior to demolition for donation to Habitat for Humanity’s ReStore The City held an auction for the house located at 2312 24th Street on April 27th. Bakersfield Police Department will also host the County-wide Memorial Ceremony in honor of National Police Week on Thursday, May 18th. The ceremony will commence at noon at the Kern County Peace Officers’ Memorial located at 1415 Truxtun Avenue. Mayor Goh will attend and present proclamations in recognition of National Police Week, and I would like to extend an invitation to City Council members, and all City staff who would like to join us as we honor law enforcement officers who have made the ultimate sacrifice while serving their community. The work from these facilities will move to the company’s headquarters in Bloomington, Ill., its offices in Atlanta, Dallas, and Phoenix, as well as a number of existing locations across the U.S. These changes will affect approximately 4,200 of the company’s nearly 70,000 employees. These employees will continue to have job opportunities in other State Farm locations. “We understand the decision to exit these facilities directly affects our employees and their communities. While the exits will begin in 2018 and continue over several years, we are announcing this decision now in order to give employees time to make personal and professional decisions. The company will continue to have a strong local presence in these communities through our agents and local claims employees,” said Mary Schmidt, executive vice president and chief administrative officer.
