HomeMy WebLinkAbout07/02/1976 MINUTES CCBakersfield, California, July 2, 1976 Minutes of a recessed meeting of the Council of the City of Bakersfield, California, held in the Council Chambers of City Hall at 12:00 Noon, July 2, 1976. The meeting was called to order by Mayor Hart. The City Clerk called the roll as follows: Present: Mayor Hart. Councilmen Sceales, Strong, Barton, Bleecker, Medders, Rogers Absent: Councilman Christensen Executive Session. Upon a motion by Councilman Rogers, the Council recessed to an Executive Session to discuss litigation matters in regards to the acquisition of the Kern River Water. New Business. Approval of Agreement by and between the City of Bakersfield and Rosedale Rio-Bravo Water Storage District amending the Kern River Water Service Agreement dated August 31. 1961, to provide for the long-term sale and delivery of Kern River Water. Upon a motion by Councilman Rogers, Agreement by and between the City of Bakersfield and Rosedale Rio-Bravo Water Storage District amending the Kern River Water Service Agreement, dated August 31, 1961, to provide for the long-term sale and delivery of Kern River Water, was approved and the Mayor was authorized to execute same. Reports. Councilman Rogers, member of the Legislative Committee, read Legislative Report No. 6-76, as follows: "Unemployment Compensation Act Amendments" The City has been notified by Congressman Ketchum of certain "Unemployment Compensation Act Amendments" which have passed the House Ways and Means Committee. HR 10210 proposes to increase the amount of employer contribution towards unemployment insurance from 5% to 7% on wages of employees up to $8,000. The bill also blankets in states and local governments. The City has never paid into the unemployment fund money for unemployment compensation. HR 10210, if enacted into law, would create a Bakers£ield, California, July 2, 1976 - Page 2 165 financial obligation on the City of around $400,000 annually. This is based upon 700 employees plus part-time and temporary help. The amount would continue to rise whenever additional employees are added to the work force. The amount the County would pay would be approximately $3,350,000 annually. Other local government entities would likewise have to pay into the fund. The amount of local taxes which will have to be raised in order to meet the requirements of HR 10210 is considerable. HR 10210 is scheduled for debate on the floor any time after July 19, 1976. Congressman Ketchum will at that time introduce amendments seeking to delete from HR 10210 those provisions relating to state and local governments. The Legislative Committee recommends vigorous opposition to HR 10210 and also support for Congressman Ketchum's amendments to the bill. Upon a motion by Councilman Rogers, Legislative Report No. 6-76 regarding "Unemployment Compensation Act Amendments," was approved and the Mayor was requested to prepare the necessary communications expressing the Council's vigorous opposition to HR ]0210 and also support Congressman Ketchum's amendments to the bill. Executive Session. The Council recessed to an Executive Session for the purpose of meeting with Mr. Nicholas Counter, City's Labor Negotiator to discuss labor negotiations. Adjournment. There being no further business to come before the Council, upon a motion by Councilman Bleecker, the meeting was adjourned at 1:25 P.M. ~~sfield, Calif.
