BE IT ORDAINED by the Council of the City of Bakersfield
as follows:

15.12.010 of the Bakersfield Municipal

Except as provided in this chapter, that certain building
code known and designated as the Uniform Building Code, 1985
Edition, which code was sponsored and copyrighted by the Inter-
national Conference of Building Officials and 1985 Standards
including the appendix thereto, three copies of which are filed in
the office of the City Clerk of the City for use and examination
by the public, and each portion and provision thereof, is adopted
by reference as modified and amended in this chapter and is
declared to be the building code of the City for the purpose of
regulating the erection, construction, enlargement, alteration,
repair, moving, removal, demolition, conversion, occupancy, use,
height and maintenance of all structures and certain equipment
therein specifically regulated within the incorporated limits of
issuance of permits and the collection of fees therefore.

SECTION 2
Section 15.12.020 of the Bakersfield Municipal Code is
hereby amended to read as follows:
15.12.020 Deletions.
The following sections and chapters of the Uniform Build-
ing Code, 1985 Edition, or appendix thereto, are not adopted as
part of the ordinance codified in this chapter and are deleted:
Section 204, Board of Appeals;
Section 205, Violations;
Section 7006 (g), Issuance; Appendix;
Section 7007, Fees; Appendix;
Section 12, Appendix;
Section 51, Appendix; and
Section 53, Appendix.

Section 15.12.030

15.12.060 Section 304(C) amended - Plan Review Fees.
Section 304(C) is amended by reducing the plan review
fee from sixty-five percent to fifty percent and further amended
by addition thereto ot Exemptions 1, 2 and 3 to read as follows:
Exemptions: 1. Where a plan submitted is substantially
similar, with like soil and terrain characteristics, to a plan on
which a permit has been issued within the preceding sixty (60)
days, the plan review fee shall be one-quarter (1/4) of the appli-
cable building permit fee calculated from Table No. 3-A.
2. A plan review fee shall not be required for alteration
and repairs of a minor nature.
3. A plan review fee shall not be required for any dwelling
or accessory building thereto to Type V construction of less than
two thousand (2,000) square feet in floor area and not more than
two (2) stories in height.

Section 15.12.061 of the Bakersfield Municipal Code is
hereby added to read as follows:
15.12.061 Table No. 3-A, Building Permit Fees - Amended.
Table No. 3-A, Building Permit Fees, is amended by sub-
stituting therefor Table No. 3-A, Building Permit Fees, as found
in the Uniform Building Code, 1979 Edition. Said building permit
fees as specified in Table No. 3-A of the 1979 Edition may be
amended from time to time by the City Council and any such amend-
ment shall be by resolution.

hereby amended to read as follows:

2 Office Buildings and Group R, Division i Occupancies", and
Section 1807 (a) is amended to read as follows:

SPECIAL PROVISIONS FOR HIGH-RISE BUILDINGS
Section 1807 (a) Scope. This section shall apply to all
buildings having floors used for human occupancy located more than
seventy-five (75) feet above the lowest level of fire department
vehicle access. Such buildings shall be provided with an approved
automatic sprinkler system installed in accordance with Section
1807 (c). The Area of Refuge Alternate of Section 1807 (1) shall
not apply.

Section 15.12.170 of the Bakersfield Municipal Code is
hereby amended to read as follows:
15.12.170 Section 2907 (a) "Footings - General" is modified
by adding second and third paragraphs to read:
"All continuous footings constructed of masonry or con-
crete shall be reinforced with a minimum of two (2) No. 4 contin-
uous reinforcing bars for light-weight frame wall construction and
two (2) No. 5 continuous reinforcing bars for concrete or masonry
wall construction. One bar shall be placed 2" from the top and
the other bar 3" from the bottom of the footings. These continu-
ous bars shall be lap spliced at splices, corners and intersec-
tions with a lap of 1'-3" for No. 4 bars and 1'-8" for No. 5 bars.

out all new buildings where the total building area exceeds ten

of this subsection, the exterior wall must be separated by twenty
(20) feet from the exterior wall of another building. Unenclosed
overhangs, balconies, arcades and the like may encroach a maximum
of three (3) feet from each exterior wall or assumed exterior wall
line.

EXCEPTION: Buildings used solely to house family dwell-
ing units as defined by this Code two (2) stories and under.
(h) 2. EXISTING BUILDINGS
A. In buildings where a full automatic sprinkler pro-
tection system exists and where said buildings undergo remodeling
and/or alterations or additions, the automatic sprinkler system
shall be kept in good operable condition and be extended to
include additions, area separation walls notwithstanding.
B. In buildings where an automatic sprinkler system
does not exist, and the floor area is increased fifty (50%) or
more within a twelve (12) month period, and the floor area exceeds
ten thousand (10,000) square feet before or after the addition, an

(g) Exterior Stairways. Exterior stairs shall be non-
combustible or of wood of not ]ess than 2-inch nominal thickness

(h) Fire Escapes, Exit Ladder Devices. 1. Fire esca-
pes may be used as one means of egress, if the pitch does not
exceed 60 degrees, the width is not less than 18 inches, the
treads are not less than 4 inches wide, and they extend to the
ground or are provided with counterbalanced stairs reaching to the
ground. Access shall be by an opening having a minimum dimension
of 29 inches when open. The sill shall be not more than 30 inches
above the floor and landing.

shall conform to U.B.C. Standard No. 33-3 and the following:
A. Serves an occupant load of nine people or less or a
single dwelling unit or hotel room.
B. The building does not exceed three stories in height.
C. The access is adjacent to an opening as specified
for emergency egress or rescue or from a balcony.

D. The device does not pass in front of any building
opening below the unit being served.
E. The availability of activating the ladder device is
accessible only to the opening or balcony served.
F. The device as installed will not cause a person
using it to be within 12 feet of exposed energized high-voltage

(i) Doors and Openings. Exit doors shall meet the
requirements of Sections 3304 (b), (c), (d) and 3305 (n). Doors
shall not reduce the required width of stairway more than 6 inches

(j) Exit Signs. Every exit doorway or change of direc-
tion of a corridor shall be marked with a well-lighted exit sign
having letters at least 5 inches high.
(k) Enclosure of Vertical Openings. Elevators, shafts,
ducts and other vertical openings shall be enclosed as required
for stairways in Subsection (f) or by wired glass set in metal
frames. Doors shall be noncombustible or as regulated in
Subsection (f).

shall be provided as specified in Section 503. Lobbies and public
dining rooms, not including cocktail lounges, shall not require a
separation if the kitchen is so separated from the dining room.
