HomeMy WebLinkAbout06/23/2017AT OFFICE OF THE CITY MANAGER June 23, 2017 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Notable Items Friday of last week, City staff from the Departments of Public Works, Recreation and Parks, Community Development and City Manager’s Office toured various Community Development Block Grant and HOME Investment Partnerships-funded project sites with staff from Congressman Kevin McCarthy’s office. The tour provided an opportunity to showcase the positive impact these federal funds continue to have within the community. City staff fielded several questions and will remain available should the Congressman’s office have further inquiries. There has been considerable misinformation regarding the safety of Isabella Dam. Attached you will find a memorandum from Water Resources Manager Art Chianello clarifying various points. Saturday of last week, City staff from the Bakersfield Police Department, Community Relations Unit, along with Explorers and Citizen Volunteers were at The Park at River Walk passing out ice cold bottle waters encouraging all community members who were there taking advantage of the bike trail to remember to stay hydrated duringthe summer heat. They passed out approximately 350 bottled waters. General Information June 23, 2017 Page 2  The Highway Fire has burned over 1,500 acres within the Sequoia National Forest. As part of the Bakersfield Fire Department’s mutual aid, they have deployed a total of eight employees, including one Medical Unit Leader, one Ordering Manager, two Fireline Paramedics, two Fireline EMTs, and two members in the Rapid Extraction Module (i.e., pre-staged rescue team to ensure firefighter safety).  The Wayside Spray Park is closed until further notice due to an underground broken pipe. Repairs are currently underway; since it is under the concrete, it may take a while to repair. The next closest spray park is located at Planz Park. Traffic Advisories  Sewer Pipe Installation on Coffee Road (Meany Avenue to Downing Avenue) Beginning Sunday, June 25th, the commercial development on the southeast corner of Downing Avenue and Coffee Road will begin the installation of a sewer pipe in the number one (inside) lane of Coffee Road between Meany Avenue and Downing Avenue. As a result of this construction operation, north bound traffic on Coffee Road will be limited to one lane during the hours of 9:00 p.m. to 6:00 a.m. North bound traffic will be restored to two lanes during daytime hours. Additionally, east and west bound traffic on Meany Avenue will be impacted during the installation of pipe at this intersection. All work on this project is scheduled to be completed in early August 2017. Chianello, P.E. ● Water Resources Manager June 23, 2017 TO: ALAN TANDY, CITY MANAGER FROM: ART CHIANELLO, WATER RESOURCES MANAGER SUBJECT: LAKE ISABELLA DAM AND SAFETY ISSUES There has been considerable misinformation about safety issues at Isabella Dam. Below are some clarifying points. In 2006 after seepage and seismic concerns were discovered at Isabella dam, the Army Corps of Engineers (Army Corps) approved a reduced temporary target reservoir level that is approximately 64% of design capacity, or a reduction from 568,100 acre-feet to 361,250 acre-feet. Operationally to comply with this storage target, a great deal of coordination and water planning occurs including adjustments to daily operations. The limit was exceeded in 2011 for 9-days (the last previous wet year) and agreed to with the Army Corps because our operational efforts and water projections showed that we had control of the river. The protocols in place to keep the water storage behind the dam at or below the prescribed levels occur on a coordinated daily basis between the City of Bakersfield's Hydrographic/Dispatch office, the Army Corps, and the Kern River Watermaster. Some of the responsibilities of the City's Hydrographic/Dispatch office are the following:  track the amount of inflow water and storage levels,  based on forecasted snow melt quantities, projects what the storage levels will be months into the future,  receives daily water orders from the various Kern River water rights holders,  places a water order to the Army Corps for the amount of outflow from the dam,  routes that flow through Bakersfield adjusting water flow rates in the river and in the various canals, Water Resources Department ● 1000 Buena Vista Road ● Bakersfield ● California 93311 (661) 326-3715 ● Fax (661) 852-2127 ● E-Mail: water@bakersfieldcity.us The Kern River Watermaster has the overall responsibility to ensure that the Army Corps is satisfied with inflow/outflow operations and storage levels and coordinates with the City and other Kern River interests to ensure storage levels and water flow rates are safe and reasonable. The water storage projections, water inflows and outflows are known months in advance and updated as the snow melt season progresses. Because of the wet year that is occurring (253% above average), the Kern River interests have been meeting weekly with the Kern River Watermaster to specifically discusses water projections to ensure that water operations will stay at or below the prescribed storage level. This information is then coordinated with the Army Corps. To ensure that the 361,250 af storage is not exceeded, the Kern River Interests started very early this winter in aggressively running water for recharge in the Kern River channel and all the available water banking recharge areas. River Operations protocol and sound engineered levees ensure safety for higher Kern River flows through town. In wetter years or when snowmelt runoff is at a higher rate or as needed for an emergency flood flows, the Kern River through town can be adjusted to accommodate flows much higher than the current flows. The levees have been recently recertified by FEMA for a very high flow rate of 10,200 cubic feet per second (almost twice the current river flows) and a computer hydraulic model shows that all water will be contained within the river channel and routed through town safely. For high river flows, “sand plugs” at the various river weirs can be removed in accordance with an operations plan contained with the Kern River Channel Maintenance Environmental Impact Report thus enabling these higher flood flows to pass through the river channel safely. In summary, the inflow/outflow and storage levels at Isabella dam are known and coordinated with the Army Corps on a daily basis and projected months in advance. The City, Kern River Watermaster, and other Kern River interests constantly work together. The levees have been designed to contain much higher flood flows and the river through town can be operated in this manner if required while keeping the citizens safe. The snowmelt is almost over for 2017, but it has been quite a success on what is turning out to be the sixth wettest year of record since 1894. All the Kern River interests were able to work together to manage the forecasted river flows in coordination with the Kern River Watermaster and the Army Corps. This successfully led to maintaining local control of the river and keeping all the Kern River water within Kern County.
