CONTRACTOR SHALL VERIFY VERTICAL CLEARANCE BASED ON THE FIELD CUT STAKES ANO NOTIFY THE ENGINEER OF ANY CONFLICTS SO THAT THE LOCATIONS OF THE SIGNAL STANDARDS MAY BE REVISED IF NECESSARY PRIOR TO INSTALLATION OF STANDARDS. SECTION 7-2 - TRAFFIC SIGNALS AND LIGHTING CONSTRUCTION 7-2.01 FOUNDATIONS. Foundations shall conform to the provisions in Section 86-2.03, foundations", of the Standard Specifications and these special provisions. The Contractor shad furnish the nuts and washers to be used for new foundations and shall furnish the appropriate nuts and washers for existing foundations to be reused. When foundations are to be abandoned as shown an the plans the last paragraph of Section 86-2.03, 'Foundations'. shall be amended to read: When a foundation is to be abandoned, the toopp of foundation, anchor bolts, and conduits shall be removed to a depth of not less than three (33) feet below surface of sidewalk or u%proved ground. The resulting hole shall be bockfilled with material equivalent to the surrounding material. All pull boxes and signal standard foundations where the signal standard is to be installed in on un -improved area shall be provided with a concrete pad having a minimum of 6" clearance from the edge of the pull box and CIDH foundation. 7-2.02 CONDUIT. Conduit shall conform to the provisions in Section 86-2.05, 'Conduit', of the Standard Specifications and these special provisions. Conduits may be installed byy� either ' dkin /01'�ng or open trench methods unless otherwise shown on the Iplans. Installation using jacking or drilling shall conform to Sed19 86— Inst a�Totion ; of the Standard Specifications. Open trench installation In pavement shalt conform to the following specifications: a. Conduit shall be 601d non—metallic type. Conduit shall be placed under existing vement in trench not to exceed six (6) inches ck in width. Trench shall be cut using a rosaw and all loose uncompacted mate0sshall be removed from the bottom of the trench 1�ior to placement of conduit. The top of the installed conduit shall be a minimum of eighteen to twenty—one (18-21) inches below irnished grade. b. The conduit shall beaced in the bottom of the trench and the trench shall be backfilled with a two (2) sack slurry cement backfill. Slurry cement Mill shall be placed to within 0.20 feet of the pavement or apen c,Found surface. The top 0.20 feet shall be backfilled with asphalt concrete produced from commercial quality paving asphalt and aggrexTates. Post top slip -fitters and terminal compartments shall be cast bronze or hot -dip galvanized ductile iron. 7-2.07A LIGHT EMITTING DIODE SIGNAL MODULES This specification is for the purchase of light emitting diode (LED) Traffic Signal Modules (herein referred to as modules) in the following configurations: the 300 mm circular sections, the 200 mm circular sections, the 300 mm arrow sections, bicycle sections, programmable visibility sections, and lane control sections. All devices must meet the general specifications of the Transportation Electrical Equipment Specifications (TEES), Chapter 1 - General Specifications, as well as the following specification. In case of conflict, this specification shall govern over the FEES, Chapter 1. 7-2.07A.1 General 1.1 Each module shall consist of an assembly that utilizes LEDs as the light source in lieu of an incandescent LED for use in traffic signal sections. 1.2 The LEDs utilized in the modules shall be AIInGoP technologyfor red, amber and yellow indications, or GoN for green indications, and shall be the ultra bright type rated for 100,000 hours of continuous operation from -40 C to +74° F. 1.3 The modules shall be rated for a minimum useful life of 48 months. All modules shall meet all parameters of this specification during this period. 1.4 The individual LEDs shall be wired such that a catastrophic loss or the failure of one or more LED will not result in the loss of the entire module. 1.5 Electrical U., 1.5.1 Power Consumption 1.5.1.1 Maximum power consumption requirements for the modules are as shown in Table 2-1 (in Watts): 1.5.1.2 LED modules will have EPA Energy Star compliance ratings, if applicable to that shape, size and color. 1.5.2 Operation Voltage 1.5.2.1 The modules shall operate from a 60 HZ 1<3 HZ AC line over a voltage ranging from 95 volts to 135 volts. The fluctuations of line voltage shall have no visible effect on the luminous intensity of the indications. 1.5.2.2 Operating voltage of the modules shall be 120 VAC. All parameters shall be measured at this voltage. 1.5.3 Power Factor The LED signal module shall have a power factor of 0.90 or greater. 1.5.4 THD Total harmonic distortion (current and voltage) induced into an AC power line by an LED signal module shall not exceed 20 percent. 1.5.5 Surge Suppression The signal module onboard circuitry shall include voltage surge _protection to withstand high repetition noise transients as stated in Section 2.1.6 of NEMA Stondard -2, 1992. 1.5.6The LED circuitry shall prevent perceptible flicker to the unaided eye over the voltage range specified above. 1.5.7AI1 wiring and terminal blocks shall meet the requirements of Section 13.02 of the ITE Publication: Equipment and Material Standards Chapter 2 (Vehicle Traffic Control Signal Heads). 1.5.8 Compatibility The modules shall be operationally compatible with currently used controller assemblies (solid state load switches, flashers, and conflict monitors). Review TEES Chapters 3 and 6 for specifications on these devices. 1.5.8.1 When a current of 20 mA AC (or less) is applied to the unit, the voltage read across the two leads shall be 15 VAC or less. 1.5.9The modules and associated onboard circuitry must meet Class A emission limits referred in Federal Communications Commission (FCC) Title 47, Subpart B, Section 15 regulations concerning the emission of electronic noise. 1.6 Photometric Requirements 1.6.1 The minimum initial luminous intensity values for the modules shall be as stated in Table 2-2 and/or Table 2-4 at 25°C. - 1.6.1.1 The modules (excluding yellow) shall meet or exceed the illumination values as shown in Table 2-3 and/or Table 2-5, throughout the useful life based on normal use in a traffic signal operation over the operating temperature range. 1.6.1.2 Yellow modules shall meet or exceed the illumination values as shown in Table 2-3 and/or Table 2-5, throughout the useful life based on normal use in a traffic signal operation at 25°C. 1.6.2The measured chromaticity coordinates of the modules shall conform to the chromaticity requirements of Table 2-6, throughout the useful life over the operating temperature range. 1.7 Physical and Mechanical Requirements LED traffic signal modules shall be designed as retrofit replacements for existing optical units of signal indications and shall not require special tools for installation. See appropriate sections for Type 1 and Type 2 modules. 1.8 Environmental Requirements 1.8.1 The LED signal module shall be rated for use in the operating temperature range of -40 C( -40°F) to +74°C (+1657). The modules shall meet all specifications throughout this range. 1.8.2The LED signal module shall be protected against dust and moisture intrusion per the requirements of u NEMA Standard 250-199 1 for Type 4 enclosures to protect all internal components. 1.9 Construction 1.9.1 The LED signal module shall be a single, self contained device, not requiring onsite assembly for installation into an existing traffic signal housing. The power supply for the module shall be integral to the unit. 1.9.2The circuit board and power supply shall be contained inside the module. Circuit boards shall conform to Chapter 1, Section 6 of the 'Transportation Electrical Equipment Specifications". 1.9.3The assembly and manufacturing process for the LED signal assembly shall besigned to assure all internal components are adequately supported to withstand mechanical shock and vibration from high winds and other sources. 1.10 Materials 1.10.1 Material used for the lens and signal module construction shall conform to ASTM specifications for the materials. 1.10.2 Enclosures containing either the power supply or electronic components of the signal module shall be mode of UL94VO flame retardant materials. The lens of the signal module is excluded from this requirement. 1.11 Module Identification 1,11.1 Each module shall have the manufacturer's name, trademark, model number, serial number, date of manufacture (month -year), and lot number as identification permanently marked on the back of the module. _ 1.11.2 The followingg operating characteristics shall be permanently marked on the back of the module: rated voltage and rafed power in Watts and Volt -Ampere. 1.11.3 Each module shall have a symbol of the type of module (i.e. circle, arrow, etc.) in the color of the module. The symbol shall be one inch (25.4 mm) in diameter. Additionally, the color shall be written out in %" letters next to the symbol. 1.11.4 If a specific mounting orientation is required, each module shall have prominent and permanent marking(s) for correct indexing and orientation within o signal. housing. The markings shall consist of an up arrow, or the word `UP' or `TOP" 7-2.07A.2 Type 1 Traffic Signal Module The following specification requirements apply to the Type 1 module only. All general specifications apply unless specifically superceded in this section. 2.1 Type 1 modules can be manufactured under this specification for the following faces: 2.1.1 300 mm circular 2.1.2200 mm circular 2.1.3 300 mm arrow 2.1.4Bicycle indication (future) 2.1.5Lane Control (future) 2.2 Physical and Mechanical Requirements 2.2.1 The module shall fit into existing traffic signal section housings built to the specifications detailed in ITE Publication: Equipment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads). 2.2.2 Each Type 1 module shall be designed to be installed in the doorfrome of a standard traffic signal housin The Type 1 module shall be sealed in the doorframe with a one-piece EPDM (ethylene propylene rubber gasket. 2,2.3 The maximum weight of a Type 1 module shall be a 1.8 kg (4 lbs.). 2.2.4 Each Type 1 module shall be a sealed unit to include all parts necessary for operation (a printed circuit board, power supply, a lens and gasket, etc.), and shall be weather proof after installation and connection. 2.2.5 Conductors Two secured, color coded, 600 V, 20 AWG minimum, jacketed wires, conforming to the National Electric Code, rated for service at +105° C, are to be provided for electrical connection for each Type 1 LED signal module. Conductors for Type 1 modules shall be 1M in length, with quick disconnect terminals attached and shall conform to Section 86-4. OIC, 'Electrical Components', of the Standard Specifications. 2.2.6 If specified in the purchase order, the module will be equipped with an adapter that will screw into the medium base, LED socket. The adapter shall be able to accept the quick disconnect terminals at the end of the conductors for the module. The electrical contacts of the adapter shall be made of brass, 2.3 Lens 2.3.1 The lens of the Type 1 module shall be integral to the unit, shall be convex with a smooth outer surface and made of plastic or of glass. 2.3.2 The lens may be tinted or may use transparent film or materials with similar characteristics to enhance ON/OFF contrasts. 3.3.2.1 The use of tinting or other materials to enhance ON/OFF contrasts shall not affect chromaticity and shall be uniform across the face of the lens. 2.3.3 The LED signal module lens shall be W stabilized and shall be capable of withstanding ultraviolet (direct sunlight) exposure for a minimum period of 60 months without exhibiting evidence of deterioration. 2.3.4 If a polymeric lens is used, a surface coating or chemical surface treatment shall be used to provide front surface abrasion resistance. 7-2.07A.3 Type 2 Traffic Signal Module The following specification requirements apply to the Type 2 module only. All general specifications apply unless specifically superceded in this section. 3.1 Type 2 modules can be manufactured under this specification for the following faces: 3.1.1300 mm circular 3.1.2200 circular 3.1.3300 mm arrow 3.1.41Progrommed Visibility (red, yellow, green) 3.2 Physical and Mechanical Requirements 3.2.1 The module shall fit into existing traffic signal section housings built to the specifications detailed in the ITE Publication: Equipment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads), with the existing lens, reflector and LED socket remaining, in place, and without modification to the housing. 3.2.2 Each Type 2 module shall be designed to mount in the standard LED socket normally used with an incandescent LED. 3.2.3 The maximum weight of a Type 2 module shall be 1.4 kg (albs). 3.2.4 Type 2 modules shall be a sealed unit containing all components necessary for operation. 3.3 The installation of a Type 2 module shall not require any removal of, or modification to the standard LED socket or reflector. The installation of a Type 2 module shall not require special tools. 7-2.07A.4 300 mm Arrow The following specification requirements apply to the 300 mm arrow module only. All general specifications apply unless specifically superceded in this section. 4.1 The arrow module shall meet specifications stated in Section 9.01 of the ITE Publication: Eui ment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads) for arrow indications. 4,2 The LEDs shall be spread evenly across the illuminated portion of the arrow area. 7-2.07A.5 300 mm Bicycle The followin specification requirements apply to the 300 mm bicycle module only. All general specifications apply unless Sped ically superceded in this section. 5.1 The bicycle module shall approximate shape and size specifications as shown in Figure 6-1 for bicycle signal face. Caltrans shall make the final determination as to the conformance to the intent of the specification. 5.2 The LEDs shall be spread evenly across the illuminated portion of the bicycle area. 7-2.07A.6 300 mm Programmed Visibility (PV) The following specification requirements apply to the 300 mm PV module only. All general specifications apply unless specifically superceded in this section, 6.1 The module shall be a type 2 module designed and constructed to be installed in a programmed visibility (PV) signal housing without modification to the housing. 6.2 The LEDs shall be spread evenly across the module. 7-2.07A.7 300 mm Lone Control The following specification requirements apply to the 300 mm Ione control module only. The lane control module is a single, combination module with both a red X and green arrow. All generol specifications apply unless specifically superceded in this section. 7.1 The lane control module shall approximate shape and size specifications as shown in Figures 8-1 and 8-2 for lane control modules. Caltrans shall make the final determination as to the conformance to the intent of the specification. 7.2 Three secured, color coded, 600 V, 20 AWG minimum, jacketed wires, conforming to the National Electric Code, rated for service at +105'C, are to be provided for electrical connection for each lane control LED signal module. Conductors for this module shall be 1M in length, with quick disconnect terminals attached and shall conform to Section 86-4. OIC, 'Electrical Components', of the Sfandard Specifications. The color code is as follows: Function _ Color neutral white red X red green arrow brown 7.3 The LEDs shall be spread evenly across the illuminated portions of this module. 7-2.07A.8 Quality Assurance 8.1 The modules shall be manufactured in accordance with a manufacturer quality assurance (QA) program. The QA program shall include two types of quality assurance: (1) design quality assurance and (2) production 12 1",3 14 ' quali y assurance. The production quality assurance shall include statistically controlled routine tests to ensure minimum performance levels of LED signal modules to meet this specification, and a documented process of how Droblems are to be resolved. 8.2 QA process and test results documentation shall be kept on file for a minimum period of seven years. 8.3 LED signal module designs not satisfying design qualification testing and the production quality assurance testing performance requirements described below shall not be labeled, advertised, or sold as conforming to this Specification. 8.4 Design Qualification Testing 8.4.1esiggn Qualification Testing shall be performed by the manufacturer or an independent testing lab hired y tF�e manufacturer on new LED module designs, and when a major design change has been implemented n an existing design. A major design change is defined as a design change (electrical or physical) which hongges any of the performance characteristics of the module, results in a different circuit configuration or the power supply, or changes the layout of the individual LEDs in the module. 8.4.2 A quantity of two units for each design shall be submitted for Design Qualification Testing. .4.2.1 Test Units shall be submitted to Caltrans Translab, Electrical Testing Branch after the manufacturer's testing is complete. 4.2.2 Manufacturer's testing data shall be submitted with test units for Caltrans verification of Design Qualification Testing data. 8.4.3 Burn In. The sample modules shall be energized for ❑ minimum of 24 hours, at 100 percent on-time duty cycle, at a temperature of +74°C (+165° F), before performing any design qualification testing. 8.4.4 Any failure of the module, which renders the unit non-compliant with the specification after burn in, hall be cause for rejection. 8.4.5 For Design Qualification Testing, all specifications will be measured including, but not limited to: .4.5.1 Rated Initial Luminous Intensity, measured at +25'C. 1. 4.5.2 Chromaticity (Color), measured at +25° C. 8.4.5.3 Electrical All specified parameters shall be measured and used for quality comparison of production quality assurance on production modules (rated power, etc). 4.5.4 Equipment Compatibility. Modules shall be tested for compatibility with the controller unit, conflict monitor, and load switch. Each signal module shall be connected to the output of a standard load switch in the "off'pposition. The AC voltage developed across each LED signal module so connected shall not exceed 10 V rms as the input AC voltage is varied from 95 V rms to 135 V rms, .4.5.5 Mechanical vibration testing shall be as per MIL -STD -883, Test Method 2007, using 3 four minute cycles along each x,y and z axis, at a force of 2.5 Gs, with a frequency sweep from 2 HZ to 120 HZ The loosening o the lens, or of any internal components, or other physical damage shall be cause for rejection. .4.5.6 Temperature cycling shall be performed as per MIL -STD -883, Test method 1010. The temperature range shall be per 'Environmental Requirements'. A minimum of 20 cycles shall be performed with a 30 minute transfer time between temperature extremes and a 30 minute dwell time at each temperature. Module(s) being tested shall be energized and functioning throughout the duration of the test. Failure off a module to function properly or any evidence of cracking of the module lens or housing after temperature cycling shall be cause for rejection. 7-2.07A.9 Production Quality Control Testing. 9.1.1 Tie followin Production Quality Assurance tests shall be performed on each new module prior to s ipment. Failure to meet requirements of any of these tests shall be cause for rejection. Three extra modules of each size and type that are furnished for this project shall be delivered to the Engineer for use as replacements for modules that may fail. 7-2.07A.12 GUARANTEE. LED signal modules shall be guaranteed by the Contractor by supplying the City with the original manufacturers warranty after the project is accepted by the Engineer. The warranty duration shall be as outlined under the following warranty section. 7-2.07A.13 WARRANTY. The manufacturer shall provide a written warranty against defects in materials and workmanship for the LED signal modules for a period of 36 months after installation of the modules. Replacement modules shall be provided promptly after receipt of modules that have failed at no cost to the City except cost of shipping of the failed modules.
