Curbside trash service is delayed one day due to the holiday. Notable Items  Good news! Earlier this week, the California Transportation Commission approved an $86 million increase to Caltrans’ State Route (SR) 99 Rehabilitation Project for next fiscal year. This project includes improvements to a segment of 24th Street at SR99. The City and Caltrans worked collaboratively to add the section of 24th Street from the Kern River Bridge to SR-99, also known as Segment 1, into the rehab project as this portion of 24th Street is within the Caltrans right-of-way. Segment 1 consists of widening 24th Street to four lanes in the westbound direction, expanding the SR-99 southbound loop on-ramp to two lanes and expanding the northbound SR-99 off- ramp. Caltrans expects this rehab project to bid in about a year. Segment 1 will be one of the first orders of work under this project.  Several months ago, we submitted a grant application under the FASTLANE federal grant program. Since that time, we have been monitoring the status of the grant for the Centennial Corridor Project. The grant criteria was established under the previous administration. However, the current administration has recently decided to change the criteria and has requested applicants resubmit grant applications. The delay is unfortunate but we will plan to resubmit and believe the project will meet the new criteria.  In early March 2017, the State Water Resources Control Board Division of Drinking Water (DDW) issued a Notice of Proposed Rulemaking for a new maximum contaminant level (MCL) for the synthetic organic chemical 1,2,3-trichloropropane (TCP). The anticipated implementation schedule for the new regulation requires utilities to begin sampling for TCP in drinking water during the first quarter of 2018. DDW will require that the City comply with the new regulation within the City’s domestic water system area. General Information June 30, 2017 Page 2 The City currently estimates that the capital costs for this mandatory remediation project will be in the range of $52 to $55 million. While the water enterprise has a modest fund balance that has allowed us to order some of the items with longer lead times, the City enterprise will need to finance the remainder of the project. This borrowing will require a substantial user rate increase to fund the capital costs and cover the increased operating cost for the new wellhead treatment. Staff is currently working with an outside consultant to conduct a rate study and determine the necessary rate increases in order to comply with the new state mandates. Staff is diligently working to bring the proposed rate increase information forward to the Council during the July 19th City Council meeting. Staff will seek Council approval to distribute Proposition 218 notifications to all the affected ratepayers within the City’s domestic water system. The notification will have an upper limit of proposed rate increases along with the reasons why the proposed rate increase is necessary.  Attached is a press release that went out last week regarding the upcoming annual 4th of July Community Celebration at the Park at River Walk. Please note that parking for this event is extremely limited. The vacant lot at the corner of Stockdale Highway and Buena Vista Road, which in years past has been used for overflow parking, will be unavailable this year due to an abundance of kit fox activity. Signage and staff will be directing people not to park in this location. Citizens are encouraged to utilize alternative methods of transportation including walking, biking, public transportation and carpooling to get to the park. Secure bike valet parking will be provided by Bike Bakersfield starting at 6:00 p.m. and utilizing the bike path is a great way to get to the event.  The Wayside Spray Park has reopened after repairs were recently made to a broken pipe.  I will be out of the office next week. The event, produced by the City of Bakersfield and AEG, is made possible by the contributions of generous sponsors, including Pacific Gas & Electric, Adventist Health, Rabobank N.A., Cal Water, E&B Natural Resources, Charter Spectrum, and Alta One Credit Union. The event will get started at 6:00 PM, with music by Foster Campbell & Friends starting at 7:00 PM, and the fireworks scheduled for 9:15 PM. Food and beverage will be available for sale by El Churro Loco, Pita Paradise, Papa John’s and Carney Kettle Corn. There will also be games and activities including bounce houses available for children. Parking for this event is extremely limited. Parking will not be allowed in the commercial district along Stockdale Highway or the vacant lot at the corner of Stockdale and Buena Vista. Attendees are encouraged to walk, bike, carpool, or use public transportation to attend the event. Secure bike valet parking will be provided by Bike Bakersfield starting at 6:00 PM. Designated picnic shelters and areas throughout the Park are available for reservations, though they are not required to attend the event. Reservations must be made in person.
