GENESAL
1. CONTRACTOR WILL FURNISH ALL MATERIALS, TOOLS, LABOR, EQUIPMENT AND SUPERVISION NECESSARY TO COMPLETE
INSTALLATION.
2. IF THE PROJECT IS SUBJECT TO THE PROVISIONS OF THE NATIONAL POLLUTANT DISCHARGE EUMINA11ON SYSTEM
(NPDES), A -NOTICE OF INTENT- (NOI) TO COMPLY NTH THE 11ERMS OF THE GENERAL PERMIT TO DISCHARGE STORM
WATER ASSOCIATED NTH CONSTRUCTION ACTIVITY (SWRCB ORDER NO. 2009-009-DWQ AS AMENDED BY ORDER
2010-0014-DWQ AND ORDER 2012-0006-DWQ) MUST BE FILED NTH STATE WATER RESOURCES CONTROL BOARD IN
SACRAMENTO BEFORE THE BEGINNING OF ANY CONSTRUCT10N ACTIVITY. COMPLIANCE WITH THE GENERAL PERMIT
REQUIRES THAT A STORM WATER POLLUTION PLAN (SWPPP) BE PREPARED CONTINUOUSLY CARRIED OUT, AND
ALWAYS BE AVAILABLE FOR PUBLIC INSPECTION DURING NORMAL CONsTw�TiON HOURS. WASTE DISCHARGE
IDENTIFICATION (WDID) NUMBER 5F15C378611 HAS BEEN ISSUED BY THE STATE WATER RESOURCES CONTROL BOARD
FOR THIS PROJECT.
3. UNDERGROUND SERVICE ALERT (USA) SHALL BE NOTIFIED AT LEAST 2 WORKING DAYS BEFORE CONSTRUCTION.

4. CONTRACTOR TO CALL FOR USA LOCATE AND POTHOLE ALL MARKED UTILITIES THAT CROSS OR ARE WITHIN 5'
HORIZONTAL DISTANCE OF SEWER AND STORM DRAIN LINES. VERTICAL AND HORIZONTAL LOCATION SHALL BE
ASCERTAINED BY THE CONTRACTOR AHEAD OF ANY EXCAVATIONS TO VERIFY THAT THE PROPOSED DESIGN DOES
NOT CONFLICT WITH ANY UTILITIES. IN THE EVENT A CONFLICT EXISTS THE ENGINEER SHALL BE NOTIFIED IN ORDER
TO REDESIGN THE ALIGNMENT. IF RELOCATION OF EXISTING UTILITIES IS DEEMED NECESSARY THE CONTRACTOR
SHALL BE COMPENSATED FOR INSTRUCTED RELOCATION. IF REDESIGN OF THE ALIGNMENT REQUIRES ADD11IONAL
FITTINGS, PIPE OR EXCAVATION THE CONTRACTOR SHALL BE COMPENSATED FOR REVISION. IN THE EVENT A UTILITY
IS DAMAGED THE CONTRACTOR SHALL BE WHOLLY RESPONSIBLE FOR ITS REPAIR.
5. ALL EXIS11NG I MPROVEMENTS (CURB,GUTTER, SID - EWALK, CROSS GUTTER, FENCES, ETC.) THAT ARE REMOVED,
DAMAGED, UNDERCUT AND/OR THAT DO NOT MEET CURRENT STANDARDS SET BY PUBLIC WORKS SHALL BE
REPAIRE& OR REPLACED AS DIRECTED BY THE CITY, ENGINEER.
6. ALL EXISTING PAVING AND SURFACING REMOVED, DAMAGED OR UNDERCUT SHALL BE REPLACED IN ACCORDANCE
NTH THE CITY OF BAKERSFIELD STANDARD DRAWING ST -6, EXCEPT AS NOTED ON PLANS.
7. ALL MANHOLES AND CI EANOUTS WITHIN TRACT, INCLUDING EXISTING MANHOLES, SHALL BE ADJUSTED TO FINISH
GRADE IN ACCORDANCE NTH CITY STANDARDS. EXISTING MANHOLES MAY REQUIRE REMOVAL OF EXISTING CONE,
AND REMOVAL OR "CHANGE OUT" OF BARREL RINGS.
8. ALL IMPROVEMENTS SHALL BE IN ACCORDANCE NTH THE REQUIREMENTS AND SPECIFICATIONS OF THE CITY OF
BAKERSFIELD.

LOCATION OF REQUIRED TESTS SHALL BE DETERMINED BY THE CITY ENGINEER.
26. AN OPEN STREET PERMIT SHALL BE OBTAINED FROM THE CITY OF BAKERSFIELD PUBLIC WORKS DEPT. FOR ANY
WORK PERFORMED WITHIN EXISTING ACCEPTED STREET RIGHT-OF-WAY.
27. UNLESS SECURED BY A SUBDIVISION AGREEMENT, SECURITY BASED ON AN APPROVED ENGINEER'S ESTIMATE FOR
THE WORK PERFORMED WITHIN THE RIGHT-OF-WAY AND INSURANCE SHALL BE POSTED PRIOR TO ISSUANCE OF
THE PERMIT.
28. AGGREGATE BASE: AGGREGATE BASE MATERIAL FOR ALL ROADWAYS SHAH MEET THE SPECIFICATIONS FOR CLASS 2
AGGREGATE BASE (CL 2 AB) -CONFORMING TO SEC11ON 26 OF THE STATE STANDARD SPECIFICATIONS, LATEST
EDITION.
29. AGGREGATE BASE SHALL BE FURNISHED AND'PLACED IN ACCORDANCE WITH THE CONTRACT PLANS, THE STANDARD
SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION AND THESE DETAILED SPECIFICATIONS. AGGREGATE BASE
SHALL BE GRADED TO WITHIN THE CITY TOLERANCES AND COMPACTED TO 9570 OF THE MAXIMUM DRY DENSITY IN
ACCORDANCE WITH ASTM D-1557.
30. NO PUBLIC WORKS INSPECTION WILL BE GIVEN FOR THE WORK IN THE UNDEDICATED ROADWAYS IN THIS PROPERTY
UNTIL A SUBDIVISION PERMIT HAS BEEN OBTAINED.

32. INSTALL BLUE MARKERS IN THE STREET AT THE FIRE HYDRANTS PER THE FIRE

33. ANY ITEMS IN PUBLIC RIGHT-OF-WAY THAT ARE DAMAGED OR DO NOT MEET

SHALL BE 4:1. EXCEPT FOR TWO FEET BEHIND THE SIDEWALK WERE THE MAXIMUM
SLOPE SHALL BE 2X ALTERNATIVELY, THE CITY ENGINEER MAY APPROVE CURBING
BEHIND THE SIDEWALK OR OTHER METHOD TO PREVENT EROSION ONTO THE
SIDEWALK.
35. PRIOR TO PAVING, THE DESIGN ENGINEER FOR THE PROJECT SHALL VERIFY THAT
CONDITIONS REMAIN THE SAME AS SHOWN IN THE APPROVED PLANS. SHOULD
CONDITIONS BE CHANGED, A REVISED PLAN SHALL -BE SUBMITTED TO THE CITY FOR
APPROVAL 10 DAYS PRIOR TO PAVING
36. DUST CONTROL
CONTRACTOR SHALL OBTAIN A COPY OF THE DUST CONTROL PLAN (DCP) FOR THIS
PROJECT FROM THE DEVELOPER, AND SHALL KEEP A COPY ON SITE AT ALL TIMES.
FOR THE DURATION OF CONTRACTOR'S OCCUPANCY OF THE SITE, CONTRACTOR IS
REQUIRED TO COMPLY WITH THE PROVISIONS OF SAID PLAN.
37. STORM WATER POLLUTION PREVENTION
CONTRACTOR SHALL OBTAIN A COPY OF THE STORM WATER POLLUTION PREVENTION
PLAN (SWPPP) FOR THIS PROJECT FROM THE DEVELOPER, AND SHAH KEEP A
COPY ON SITE AT ALL TIMES. FOR THE DURATION OF CONTRACTOR'S OCCUPANCY
OF THE SITE, CONTRACTOR IS REQUIRED TO COMPLY WITH THE PROVISIONS OF SAID
PLAN.
38. CONSTRUCTION OPERATIONS SHALL BE ACTIVELY IN PROGRESS ONLY BETWEEN THE HOURS OF
&30 A.M. - 4:00 P.M., MONDAY THROUGH FRIDAY, EXCEPT LEGAL HOLIDAYS. WHERE
CONSTRUCTION OPERATIONS ARE ACTIVELY IN PROGRESS, A MINIMUM OF ONE TRAFFIC LANE� NOT
LESS THAN TWELVE FEET IN WIDTH, SHALL BE OPEN FOR USE BY PUBLIC TRAFFIC. WHERE

WHERE ORDERED BY THE ENGINEER, THE CONTRACTOR SHALL, AT HIS OWN EXPENSE, FURNISH,
INSTALL, AND MAINTAIN CONSTRUCTION AREA SIGNS, LIGHTS, FLARES, TEMPORARY RAILING (TYPE
K), BARRICADES, AND OTHER FACILITIES FOR THE SOLE CONVENIENCE AND DIREC11ON OF PUBLIC
TRAFFIC. ALSO, WHERE DIRECTED BY THE ENGINEER, THE CONTRACTOR SHALL FURNISH COMPETENT
FLAGMEN WHOSE SOLE DUTIES SHALL CONSIST OF DIRECTING THE MOVEMENT OF PUBLIC TRAFFIC
THROUGH OR AROUND THE WORK.
39. TRAFFIC STRIPES AND PAVEMENT MARKINGS TO BE REMOVED WILL BE AS SHOWN ON PLANS AND
AS DESIGNATED BY THE ENGINEER.
TRAFFIC STRIPES AND PAVEMENT MARKINGS SHALL BE REMOVED TO THE FULLEST EXTENT
POSSIBLE FROM THE PAVEMENT BY ANY METHOD THAT DOES NOT MATERIALLY DAMAGE THE
SURFACE OR TEXTURE OF THE PAVEMENT OR SURFACING. WERE BLAST CLEANING IS USED FOR
THE REMOVAL OF PAINTED TRAFFIC STRIPES AND PAVEMENT MARKINGS, THE AREA SHALL BE
SHIELDED SO THAT NO MATERIAL FROM THE BLASTING OPERATION IS ALLOWED TO ENTER THE
AREA THAT IS OPEN TO THE PUBLIC TRAFFIC. SAND OR OTHER MATERIAL DEPOSITED ON THE
PAVEMENT AS A RESULT OF REMOVING TRAFFIC STRIPES AND MARKINGS SHALL BE REMOVED AS
THE WORK PROGRESSES. ACCUMULATIONS OF SAND OR OTHER MATERIAL WHICH MIGHT
INTERFERE WITH DRAINAGE OR MIGHT CONSTITUTE A HAZARD TO TRAFFIC WILL, NOT BE PERMITTED.
TRAFFIC STRIPES SHALL BE REMOVED BEFORE ANY CHANGE IS MADE IN THE TRAFFIC PATTERN.
BLAST CLEANING FOR REMOVAL OF TRAFFIC STRIPES SHALL BE FEATHERED OUT TO IRREGULAR
AND VARYING WIDTHS. PAVEMENT MARKINGS SHALL BE REMOVED BY BLAST CLEANING A
RECTANGULAR AREA, RATHER THAN JUST LETTERING OR MARKINGS, SO THE OLD MESSAGE
CANNOT BE IDENTIFIED.
AFTER REMOVAL OF TRAFFIC STRIPES AND PAVEMENT MARKINGS, A FOG SEAL COAT SHALL BE
APPLIED IN CONFORMANCE WITH THE PROVISIONS IN SECTION 37, BITUMINOUS SEALS", OF THE
STANDARD SPECIFICATIONS AND THE FOLLOWING:
IN TRAFFIC STRIPE REMOVAL AREAS, THE FOG SEAL COAT SHALL BE APPLIED OVER THE TRAFFIC
STRIPE REMOVAL AREA AND TO IRREGULAR AND VARYING WIDTHS WITH AN AVERAGE WIDTH OF 2
FEET ON EACH SIDE OF THE BLAST CLEANED TRAFFIC STRIPE REMOVAL AREA.
IN PAVEMENT MARKING REMOVAL AREAS, THE FOG SEAL COAT SHALL BE APPLIED TO THE BLAST
CLEANED RECTANGULAR AREA.
FULL COMPENSATION FOR FURNISHING AND APPLYING FOG SEAL AS SPECIFIED HEREIN SHALL BE

5. AT LEAST 14 DAYS PRIOR TO THE START OF WORK, THE CONTRACTOR SHALL SUBMIT THE FOLLOWING FOR THE CITY

A. A LIST OF AGGREGATE AND ASPHALT SOURCES.
B. DOCUMENTATION VERIFYING THAT THE AGGREGATES TO BE INCORPORATED IN THE WORK CONFORM TO THE REQUIREMENTS
OF SECTION39-2.02, "AGGREGATE,- OF THE STANDARD SPECIFICATIONS AND THESE SPECIAL PROVISIONS. MATERIAL SIEVE
ANALYSIS AND SAND EQUIVALENT TEST RESULTS SHOULD NOT BE OLDER THAN SIX (6) MONTHS. ALL OTHER TEST
RESULTS SHALL BE NO OLDER THAN ONE (1) YEAR.
C. AN ASPHALT CONCRETE MIX DESIGN DETERMINED IN ACCORDANCE WITH CALIFORNIA, TEST 367. LABORATORY TEST RESULTS
ON WHICH THE DESIGN IS BASED SHALL BE SUBMITTED WITH THE MIX DESIGN ALONG WITH THE THEORETICAL MAXIMUM

IF THE DATA SUBMITTED SHOWS THAT THE MATERIALS ARE SUBSTANTIALLY THE SAME AS WHEN THE DESIGN WAS
PREPARED, THE DESIGN MAY BE UP TO THREE (3) YEARS OLD. THE CONTRACTOR SHALL BEAR ALL COSTS ASSOCIATED
WITH THE ASPHALT CONCRETE MIX DESIGN.
6. WHERE NEW ASPHALT CONCRETE PAVEMENT IS TO CONFORM TO EXISTING PAVED SURFACES, THE DOSTING PAVEMENT SHALL BE
SAW CUT IN A NEAT STRAIGHT LINE, EITHER PARALLEL OR PERPENDICULAR TO THE CENTERLINE OF THE STREET, AND AT A
MINIMUM DISTANCE OF ONE (1) FOOT FROM THE EXISTING EDGE OF PAVEMENT.
7. A PRIME COAT WILL NOT BE REQUIRED ON NON -PAVED AREAS TO BE SURFACED PRIOR TO THE PLACEMENT OF ASPHALT
CONCRETE. HOWEVER, ALL OTHER REQUIREMENTS OF SECTION 39-4.01, -SUBGRADE,- OF THE STANDARD SPECIFICATIONS SHALL
BE MET.
8. THE AREA TO WHICH PAINT BINDER HAS BEEN APPLIED SHALL BE CLOSED TO PUBLIC TRAFFIC. CARE SHALL BE TAKEN TO
AVOID TRACKING BINDER MATERIAL ONTO THE EXISTING PAVEMENT SURFACE BEYOND THE LIMITS OF CONSTRUCTION.
9. PAVING SEAMS SHALL BE LOCATED TO MATCH DESIGNED TRAFFIC LANE STRIPE LOCATIONS UNLESS OTHERWISE PERMITTED BY THE
CITY ENGINEER.
10. INTERSECTIONS AND TAPERED SHOULDERS SHALL BE SURFACED AS DIRECTED BY THE CITY ENGINEER. ADDITIONAL ASPHALT
CONCRETE SHALL BE PLACED AT ROAD CONNECTIONS AND PRIVATE DRIVES WHERE SHOWN ON THE PLANS AND AS DIRECTED BY
THE CITY ENGINEER AND SHALL BE HAND RAKED, IF NECESSARY, AND COMPACTED TO FORM SMOOTH, TAPERED CONNECTIONS.
11. WHERE THE COMPACTED THICKNESS OF A LAYER OF ASPHALT CONCRETE IS 0.15 FOOT OR LESS, PAVING OPERATIONS SHALL BE
CONDUCTED IN SUCH A MANNER THAT, AT THE END OF EACH WORK SHIFT, THE LENGTH OF PAVEMENT ALONG THE LONGITUDINAL
DROP-OFF BETWEEN ADJACENT LANES IS NOT GREATER THAN THAT WHICH CAN BE SURFACED DURING THE FOLLOWING SHIFT OF
NORMAL PAVING OPERATIONS. ADDITIONAL ASPHALT CONCRETE SHALL BE PLACED ALONG THE TRANSVERSE DROP-OFFS ON EACH
LANE. SUCH ADDITIONAL ASPHALT CONCRETE SHALL BE HAND RAKED AND COMPACTED TO FORM TEMPORARY CONFORMS BEFORE
THE LANES ARE OPENED TO PUBLIC TRAFFIC. KRAFT PAPER, OR OTHER APPROVED BOND BREAKER, MAY BE PLACED CONFORMS

12. WHERE THE COMPACTED THICKNESS OF A LAYER OF ASPHALT CONCRETE IS MORE THAN 0.15 FOOT, PAVING OPERATIONS SHALL
BE CONDUCTED IN SUCH A MANNER THAT THE LAYER OF ASPHALT CONCRETE IS PLACED ON ALL CONTIGUOUS LANES OF THE
TRAVELED WAY BEFORE THE LANES ARE OPENED TO PUBLIC TRAFFIC. AT THE END OF EACH WORK SHIFT, THE DISTANCE
BETWEEN THE ENDS OF A LAYER OF ASPHALT CONCRETE ON ADJACENT LANES SHALL NOT BE GREATER THAN 10 FEET.
