MINUTES OF THE SPECIAL MEETING
OF THE
WATER BOARD - CITY OF BAKERSFIELD
Wednesday, February 8, 2017 - 2:00 p.m.

CALL TO ORDER
Chairman Smith called the meeting to order at 2:00 p.m.

3. MINUTES
A. Minutes of the Regular Meeting of November 9, 2016 for approval
Motion by Sullivan to approve the Minutes of the Regular Water Board
Meeting of November 9, 2016. APPROVED ALL AYES

5. REPORTS
A. Kern River & Isabella Reservoir Operations Report
Art Chianello, Water Resources Manager, introduced Heather Williams,
Hydrographic Supervisor,
Heather Williams, Hydrographic Supervisor, reviewed the first graph which
showed the trends for, the Kern River Natural Flow, Regulated Flow and
Isabella Reservoir Storage. Ms. Williams stated at the start of the year, the
natural flow was tracking about 50% normal. The first storm of the season
was in mid - December and the natural flow peaked around 2,000 cubic
feet per second. The next series of storms in January generated a peak
inflow of 18,749 cubic feet per second, As of today, the natural flow into
the reservoir is approximately 9,000 cubic feet per second, Current
storage at Lake Isabella is approximately 251,749 acre feet,

5. REPORTS continued
A. Snowpack Accumulation chart, as of February 1St, we have an average
30,1 inches of water content per snowpack. Our normal snowpack water
content for February 1 st is 16.5 inches,
B. Update on Water Usage in the City's Domestic Water Service Area for
December 2016.
Jason Meadors, Water Resources Director, provided the monthly water
usage for the month of December 2016 for our domestic water service
area. Back in June 2016, we set a conservation target of 9% for our service
area, so our residents within our domestic service area had to reduce
usage in the area by 91/o or greater from 2013 levels, Last summer in
June /July water conservation ranged from 16% to 24 1/o. The cumulative
savings through December 2016 is 16.8 %,

A. Emergency Use of Canals:
Agreement between City and North Kern Water Storage District
( NKWSD) for discharge of Storm Water into NKWSD Canal System
(not to exceed $2,500 per year; 4 year term),
2. Agreement between City and Arvin - Edison Water Storage District
(AEWSD) for discharge of Storm Water into Arvin - Edison Intake
Canal (not to exceed $2,500 per year; 1 year term).
Water Resources Manager Chianello made staff comments
Motion by Weir to approve the Agreements and recommend the
Agreements to be Department Agreements. Approved all ayes.
B. Proposed 1.77% rate increase to O &M Agreement No. 92 -250 with
California Water Service Co., increasing annual costs by an estimated
$119,000,
Water Resources Manager Chianello made staff comments.
Motion by Sullivan to approval of proposed rate increase. APPROVED ALL
AYES

10. MISCELLANEOUS
A. Proposed 2017 Water Board Meeting Calendar
Motion Weir to approve of the 2017 Water Board Meeting Calendar as
amended. The 2017 Water Board meeting dates are as follows: April 5,
May 17, June 14, July 12, August 9, October 18, and November 8.
APPROVED ALL AYES
11. WATER BOARD STATEMENTS
Water Board Chairman Smith stated thank goodness for the rain.
