IFO REGULAR MEETING - 3:30 p.m.
NOTE: A separate meeting will be called to order at 3:30 p.m., followed by Public Statements that will
encourage comments pertaining only to Closed Session matters. The Council will then recess into
Closed Session. Upon conclusion of the Closed Session, we will announce any Closed Session action
and adjourn the meeting. At 5:15, the Regular Meeting will then be called to order to address the
remainder of the agenda items.
CLOSED SESSION
There will be a conference with legal counsel regarding one matter of existing litigation, one matter
of potential litigation and one matter pertaining to the City Attorney's Performance Evaluation.

WORKSHOPS
Item 6a. Overview of Proposed Design for 24th Street Improvement Proiect, including Preliminary
Ideas, Landscaping and Aesthetics. Thomas Roads Improvement Program (TRIP) staff and consultants
will provide the Council an overview of the proposed street design, sounds walls and landscape
options for the 24 Street Improvement Project. On February 4, 2015, a community meeting will be held
to receive input from the residents regarding the proposed design.
REPORTS
Item 11 a. Mid -year budget update. Staff will provide a mid -year budget presentation, which includes
the proposed addition of four positions within the Public Works and Community Development
Departments, as well as a proposed unbudgeted capital improvement project to install additional
streetlights along Scarlet Oak Boulevard in Ward 5.
DEFERRED BUSINESS
Item 12a. NATCO Guidelines. As requested by Councilmember Maxwell, staff will provide a
presentation on NATCO guidelines before Council's consideration of this item. NACTO, a non - profit
association that represents large cities on transportation issues of local, regional and national
significance, has developed two documents: "Urban Street Design Guide" and "Urban Bikeway
Design Guide." The documents provide guidance and solutions that help create complete streets
that are safe and enjoyable for bicyclists and pedestrians. Additionally, both documents have been
endorsed by CalTrans, which allows the City to utilize the applications without being in conflict with
previously established State standards. Staff is requesting the Council approve the first reading of the
ordinance, which would ultimately recognize each document as approved City standard manuals. If
approved, the guidelines would be evaluated by staff for use on a project -by- project basis.
