HomeMy WebLinkAbout08/04/2017AT/ST OFFICE OF THE CITY MANAGER August 4, 2017 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Notable Items The Senate Appropriations Committee recently approved the Fiscal Year 2018 Transportation, Housing and Urban Development, and Related AgenciesAppropriations bill. The bill makes investments in infrastructure, provides funding for economic development projects, and helps to meet the housing needs of thecountry’s most vulnerable individuals and families. The bill disregards much of the proposal to eliminate or underfund key programs, including Transportation Investment Generating Economic Recovery (TIGER), theCommunity Development Block Grant (CDBG), and the Home Investment Partnerships (HOME) programs. Instead of cutting these programs, the bill makesmore than $800 million of other programmatic reductions and eliminations, while continuing to fund infrastructure, housing, and community development programs. The Bakersfield Police Department (BPD) released a public service announcement regarding pedestrian safety. The video can be viewed on BPD’s webpage (www.bakersfieldcity.us/news/displaynews.htm?NewsID=461&TargetID=4) and on social media such as Facebook, Twitter, and YouTube as well. Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status Report for the month of August. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included. I will be on vacation Monday and Tuesday (August 7th and 8th), and will then be back in the office for the balance of the month. As always, the City Manager’s Office has my contact information, and I will have periodic access to email. In addition, Chris Huot will be in charge during my absence. This week the Bakersfield Police Department held National Night Out at The Park at River Walk. National Night Out is a free event that encourages the community to support local anti-crime programs. Hundreds of people came to the event, which General Information August 4, 2017 Page 2 had over 30 vendor and display booths, and three live performances from local groups. Thank you to all who participated in this great event. Silver Creek Pool will close for the season next Friday. Finally, the last day for open swim at McMurtrey Aquatic Center is Sunday, August 13th. Spray parks remain open daily through Labor Day from 1:00 p.m. to 6:00 p.m. The spray park at Beale Park will remain closed for the remainder of the season due to maintenance issues.  On Saturday, August 12th (8:00 a.m. to 10:00 a.m.), the Bakersfield Police Department will be hosting “Coffee with a Cop” at Townplace Suites, located at 8300 Granite Falls Drive. Officers will be in attendance to answer questions and meet members of the community. Please see the attachment for more information.  On August 14th (2:00 p.m. to 4:30 p.m.), the Bakersfield Police Department will offer free child identification cards to the community. If interested, please check in at the front counter of the Bakersfield Police Department. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular project updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES The City of Bakersfield has advertised for construction bids for the Sanitary Sewer Relocation for the Centennial Corridor Project. This project includes abandonment of existing sewer mains, manholes, and laterals that will conflict with the future alignment of the Centennial Corridor Project in the Westpark neighborhood and for the installation of new sewer mains, manholes, and laterals as needed to complete the sewer system based on the new configuration. Bids from pre-qualified contractors are due by 11 a.m. on August 31, 2017. Demolition of City-owned houses on the south side of 24th Street has been completed. One remaining house on the north side of 24th Street is expected to be demolished in August, clearing the right-of-way for construction of the 24th Street Improvement Project. The City plans to advertise for Responsibility Statements and Questionnaires (RSQs) for construction of the sound walls along the north side of 24th Street in mid-August. Contractors must be pre-qualified through the RSQ process to submit construction bids for this project. The City has obtained legal possession of all full parcels necessary for construction of the Centennial Corridor Project. Partial property acquisitions are underway. Concrete has been placed for the bridge deck on the State Route 99 to eastbound State Route 58 Connector. The concrete pour, which began just past midnight due to high summertime temperatures, required 1,000 cubic yards of concrete (more than 100 truckloads). Beltway Operational Improvements Contractor: Security Paving Company 68% complete; anticipated completion: spring 2018 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99, from north of Ming Avenue to Wilson Road. On State Route 99, the contractor has prepared the southbound on-ramp from Ming Avenue for concrete paving in August. Electrical and mechanical work at the Ming Pump Plant, located on northbound State Route 99, will also continue through the coming month. Crews completed the installation of deck steel for the new State Route 99 to eastbound State Route 58 Connector Bridge and concrete was placed for the bridge deck on August 3rd. At the P Street Bridge, the stems and soffit (girders and bottom of bridge) were completed and concrete was placed for the widened eastbound bridge deck. The contractor plans to place concrete for the widened westbound bridge deck in August. August 2017 TRIP Status Report TRIP Status Report August 2017 Page 2 Construction of retaining walls and sound walls continues along State Route 58. Sound walls between Union Avenue and Cottonwood Road are complete. The walls at the Union Avenue off-ramp are complete, but wall and barrier rail construction continues for other on- and off-ramps at Chester Avenue, H Street, and Union Avenue. Work on the roadway and drainage began last month along State Route 58 near Union Avenue. This work will continue in August. Crews occasionally need to work during nighttime hours and motorists should anticipate the potential of nighttime lane closures, Sunday through Thursday nights between the hours of 9 p.m. and 5 a.m., on State Routes 58 and 99 within the project limits. Kern River Bridge Improvements Contractor: Security Paving Company 0% complete; anticipated completion: summer 2019 The contractor has been exporting dirt from the Beltway Improvement Project to the Kern River Bridge Improvements construction site. Additional earthwork activities will ramp up in mid-August on both the north and south sides of Truxtun Avenue. Impacts to Truxtun Avenue or Westside Parkway traffic are not anticipated at this time. PROJECTS IN DESIGN AND RIGHT-OF-WAY 24th Street Improvement Project Designer: TYLin International Design 95% complete; Right-of-Way 100% complete for full acquisitions 95% roadway plans are under review by the City and Caltrans The project designer and right-of-way team are coordinating with Caltrans to include the construction of Segment 1—from State Right 99 to the west end of the Kern River Bridge—into an upcoming State Route 99 rehabilitation project. This segment of the project is located within Caltrans’ existing right-of-way. The City plans to advertise for Responsibility Statements and Questionnaires (RSQs) for construction of the sound walls along the north side of 24th Street in mid-August. Contractors must be pre-qualified through the RSQ process to submit construction bids, which will be advertised in late August. Landscape plans for the project are underway Right-of-way activities for partial acquisitions continue Demolition of the five City-owned houses on the south side of 24th Street is complete. The final City-owned house on the north side of 24th will be demolished in August. Hageman Flyover Designer: Caltrans Design 98% complete Caltrans Design and Structures are working on the final Plan, Specification, and Estimate (PS&E) package. The City is working with San Joaquin Valley Railroad on a Construction and Maintenance Agreement and the California Public Utilities Commission permit application; a first draft has been submitted. Truxtun/Oak Intersection Operational Improvements Designer: Dokken Engineering Design 100% complete; Right-of-Way 100% complete Right-of-Way certification has been obtained The City has submitted the authorization to proceed with construction (E-76) to Caltrans TRIP Status Report August 2017 Page 3 Centennial Corridor Designer: Parsons Design: 95% complete Staff is pursuing potential State-sponsored funding opportunities for the project phase that would replace the Belle Terrace Bridge over State Route 99. A set of criteria and guidelines will need to be examined. Caltrans has reviewed the La Mirada and Marella Way structures from the local Westpark neighborhood work element. Minimal comments were received and the roadway sheets are being finalized. Sewer, local streets, and sound wall packages are planned for early construction. • The City has advertised for construction bids for the Centennial Corridor Project Sanitary Sewer Relocation. Eligible bidders were pre-qualified through an RSQ process. Bids are due by 11 a.m. on August 31, 2017. • RSQs for the sound wall and local streets packages will be issued later this year following the sewer relocations. Various environmental revalidations have been drafted due to design development and have been submitted for review or are being prepared as design nears completion The City has installed approximately 1.5 miles of protective privacy and security fencing in various locations along the Centennial Corridor alignment. The 8-foot high fences provide added privacy and help protect properties from future construction activities. Additional privacy fencing is being installed as remaining structures are removed. Gonzales Over the past several week’s staff from the City Manager’s Office, Technology Services and Recreation and Parks have been reviewing the opportunity to implement an online park reservation system. As part of this process, staff met with the City’s existing recreation registration vendor to review potential opportunities to develop an online park reservation system. After review of the available options, staff is moving forward with the implementation of a pilot online park reservation platform. The pilot program will allow the public to reserve picnic and small group rental areas at seven parks throughout the City. The City parks included in the pilot program are: Lowell Park Centennial Park Siemon Park Windsor Park Pin Oak Park Grissom Park Wilson Park The pilot program is currently on schedule to launch in early September. Staff will provide further updates in the weekly General Information memorandum on the exact date in which the system will go live. Upon completion of the pilot program, staff will report to the Council as to staff’s recommendation whether to fully implement an online reservation system for the remainder of the applicable park sites. Online Park Reservation System August 2, 2017 Page 2 Special types of reservations, such as special events or those requiring alcohol permits will continue to be facilitated in person. This practice is consistent with other cities that provide online park reservations.
