Dennis previously served as a police officer with the Arvin Police Department and joined the Bakersfield Police Department in 1997. As described by Chief Lyle Martin, “As a police officer and sergeant, Dennis loved this department, this community and police work, but more than anything else, Dennis loved his family.” Our thoughts and prayers remain with his family, friends, and all who loved him.  The City and other local agencies have partnered with California Walks and Berkley SafeTREC to hold an upcoming workshop aimed at building community education and capacity to improve pedestrian and bicycle safety. Local agencies, including City staff, will be joining residents to learn and identify ideas and best practices for making walking and biking safer in the community. General Information August 18, 2017 Page 2 Reports  Streets Division work schedule for the week of August 21st  Parks and Recreation Monthly Report (July 2017)  AT&T U-Verse programming changes Event Notifications  Event calendar for the Rabobank Arena Theater and Convention Center  McMurtrey Aquatic Center remains open for general swim on weekends through Labor Day from 1:00 p.m. to 4:00 p.m. Also, the spray parks remain open daily through Labor Day from 1:00 p.m. to 6:00 p.m.  On Saturday, September 9th (check-in from 5:00 p.m. to 7:15 p.m.), the Bakersfield Police Department will be holding the 16th annual Howlin’ at the Moon Fun Run. Come run with us in this fun filled night-time run, next to the Kern River, along the bike path, and to the light of a nearly full moon. All paid participants will receive a glow necklace, a BBQ sandwich, chips, and refreshments. Activities will be available for kids. Items provided by various local businesses and organizations will be raffled. B A K E R S F I E L D Department of Recreation and Parks Date: August 16, 2017 To: Alan Tandy, City Manager From: Dianne Hoover, Director of Recreation & Parks Subject: 2017 July Monthly Report Total monthly attendance for all programs, reservations and volunteers combined for the month of July totaled 111,465 as compared to last year’s total of 101,099. RECREATION Total Attendance: 111,465 Special Event Reservations: July 9: Central Park, Burrito Project Community Outreach – 300 Guests July 17: Jastro Park, Korean War Veterans 64th Anniversary – 100 Guests  Total Attendance: 25,055 Reservations/Special Events Silver Creek Community Center  Total Attendance: o Overall attendance was 1,307 as compared to last year of 1,138. o There was one (1) rental for the month of July. Saunders Recreational Facility  Total Attendance: o Overall attendance was 502 as compared to last year of 651. o There were no rentals for the month.  Soccer Program: 10 Registered Teams / Total Attendance: 480 Department of Recreation and Parks July 2017 Monthly Report Page 2 We enhance the quality of life through a variety of programs, parks, and partnerships. AQUATICS Total attendance for Aquatics in July was 46,528 compared to 47,384 in 2016. This slight 2% decrease was due to the opening of the spray parks this summer and reinstatement of the $1 admission fee for recreation swim. o Attendance for recreation swim was down this year, however, swim lessons, lap swimming and other programs including Family Fun Night and the City Swim Meet were up. McMurtrey Aquatic Center: Monthly attendance at the McMurtrey Aquatic Center was 26,391 compared to last year’s 26,301. The attendance for all the programs including swim lessons, lap swimming, Family Fun Night, and City Swim Meet increased while recreation swim was slightly down. 100 Mile Club: 100 Mile Club: The 100 Mile Lap Swim Club is currently made up of 400 active members that swam 15,381.35 miles this month. The club has swum a combined total of 172,531 miles. Jefferson Pool: Total attendance at Jefferson Pool for the month of July was 4,628. Due to the reinstatement of the $1admission fee, there were fewer participants at recreation swim. There has also been a significant reduction of incidents and behavior problems this summer, which made a big difference at this pool. Swim lessons also increased from 6,614 compared to 5,736 last year. MLK Pool: Total attendance at Dr. Martin Luther King Jr. Pool for the month of July was 3,668. Last year’s total attendance was 4,330. Swim lessons increased this year compared to last year’s 960. The MLK Spray Park, in addition to the admission fee affected the over-all attendance of recreation swim this year. Swim Lessons/Jr Lifeguard Recreational Swim Swim Teams Trainings Camp Rec Total Attendance 1,148/90 1,351 66 53 960 3,668 Make A Splash Program: Staff conducted a Parent CPR and First Aid Training on July 8th with 6 participants getting their certification. The Make A Splash discounted swim lessons began on July 10th for Session 3 and July 24h for Session 4 with all 525 openings filled to 100% capacity. Discount Days: In celebration of July as Recreation & Parks Month, the City offered $1.00 off discount days at all the City pools on July 5th. This discount reflects the Department’s appreciation to the community for their support. City Championship Swim Meet: The annual City Championship Swim Meet was held on July 22nd at McMurtrey Aquatic Center. The City of Bakersfield Recreational Swim Teams who competed included: 2 McMurtrey teams, 2 Silver Creek teams, 1 Martin Luther King Jr. team, and 1 Jefferson team. Participants received 1st, 2nd, and 3rd placed medals and ribbons for 4th through 16th place. Lifeguard Olympics: Aquatic staff participated in Lifeguard Olympics on July 5th and 6th at McMurtrey Aquatic Center. McMurtrey had 4 teams, Silver Creek had 2 teams, and Jefferson and MLK each had 1 team as they competed against each other in various life-saving skills. After 2 days and 8 events including a fierce Manager Gauntlet Challenge, MLK team came in first place. Winners received a pizza party to celebrate their victory. USA Swimming Foundation Make A Splash Grant: Through additional money the USA Swimming Foundation received this year, they were able to fund our grant. This grant provides 80 eligible children 3 to 17 years old discounted $5 swim lessons. To accommodate this grant, a Session 5 was added with swim lessons being held at McMurtrey Aquatic Center starting on Monday, August 14th through the 24th. Registration began on Monday, July 31st and 80 spots were filled in two hours. Family Fun Night &Wacky Fridays: Family Fun Night was held on Friday, July 21st at the McMurtrey Aquatic Center from 6:00 to 9:00 pm with a “Surf’s Up” theme. There were 665 people who enjoyed the slides, played games, competed in the cannon ball contest, and won prizes at the “Rethink Your Drink” and Water Safety Booths. Wacky Fridays with a “Hawaiian Luau” theme were also held during recreation swim at Silver Creek on July 28th, Jefferson on July 14th, and MLK Pool on July7th. Parent & Me Pool Time: On July 21st from 10:00 to 11:30 am parents and their young children had the opportunity to enjoy the spray features of the McMurtrey Activity Pool. There were 52 participants who took advantage of this special water playtime. Cries of joy and laughter could be heard as parents played with their child. Donations: $278.00 ATHLETICS Monthly attendance increased during the month of July as compared to the same time last year. Total attendance for July was 32,166; last July’s attendance was 23,114. The increase in attendance is attributed to an increase in the number of teams participating in the Summer Softball League as compared to the previous summer. Athletic Programming/Adult Softball: o There are 144 teams in the Summer League with 90 Men’s, 54 Coed. The new format of four (4) games per night has been very well received. Pee Wee Camp & Sports o Pee Wee Camp was held for one week this month at Silver Creek Park. The focus of the camp was to introduce 3-5 year olds to the fun and excitement of sports. o Pee Wee Sports was held on Saturday’s at Silver Creek Park this month. The program introduced kids to sports such as soccer, basketball, t- ball, kickball, track & field, and circle games. Dr. Martin Luther King, Jr. Community Center  Total Attendance: o Overall attendance for the month was 5,907 as opposed to last year’s total of 5,694. o Camp King – ran exceptionally well this summer. A talent show was held for family and friends with over 200 in attendance. o United States Tennis Association – Free tennis lessons were held for participants 5 to 18 years of age. A total of twenty-five participants were involved. ADMINISTRATION Wall Repairs: In Progress: 1. Ming Ave & East of Old River (south wall) 2. NW corner of Buffalo Peaks Dr. and Reliance Dr. 3. El Portal @ Calle Las Manzanos & Calle De Solano (Las Palmas) missing the letter “M” – wall signage repair Completed: 1. NE corner of McKee Rd & Granite Canyon Dr. 2. Gosford Rd between Harris & Panama Ln Aquatic Maintenance:  Repair of 6” water discharge line for Wayside Spray Park was repaired.  Staff looking into costs to re-plaster sister-cities fountain.  Flow sensors were replaced for the McMurtrey water slide.  Kugal fountain renovation agreement completed. PARKS Baker Street  Staff removed tree arbor guards on east and west sides between Truxtun Avenue and Niles Street. Bakersfield Sports Village  Staff removed hundreds of weeds and tumbleweeds. Garces Circle  The Sewer Department made repairs to a collapsed sewer line in planter west of Fr. Garces statue on 7/13/17. Garden Park  Staff did necessary repairs to remount park sign on its stand which was damaged by a private vehicle accident. Jefferson Park  Staff temporarily shut off the irrigation along the north end of the park on 7/13/17 due to new sidewalk installation by the Streets department. Relocation of the irrigation system will be determined after the new sidewalk installation is complete. Maxicom  7/19/2017 staff changed all “Flow Watch” times to 8am- 10pm during Non- Irrigation hours and “Flow Manage” with “SEEF” and “Lock Out” to operate during Irrigation water window.  Steps are being taken to protect the modems from constant high temperatures. Persimmon Sump  Staff cleaned up the Persimmon St. easement on July 1st due to accumulation of dry grass. San Miguel Grove Rest Stop  Staff trimmed all trees at the rest stop. Streetscapes  Calloway & Balvanera  Six posts and twelve rails have been removed and replaced. TPRW  Staff cleaned the edge of the lakes for the 4th of July event.  Staff delivered and setup three (3) mobile restrooms for the fireworks show held at the park.  Staff has installed 32 of 45 new trashcans. The remaining trashcans will be installed in the month of August. Weston Park  Illegal dumping removed. Westside Parkway  BHC removed tumbleweeds on the Westside Parkway on the following days:  7/12/17, 7/19/17 & 7/26/17 Trimming:  Trees Trimmed: 47 Clearance: 68 Removals: 6  Service Tickets: Received: 216 Completed: 154 UPCOMING/ONGOING EVENTS:  Pickleball League (NEW!) – The City of Bakersfield is offering our First Pickleball League.
