A RESOLUTION OF LOCAL SUPPORT FOR
REGIONAL SURFACE TRANSPORTATION
PROGRAM PROJECTS
WHEREAS, The City of Bakersfield therein "APPLICANT ") is submitting
applications to the Kern Council of Governments (herein "Kern COG ") for
$5,072,000 in Fiscal Year 2018/2019 and $5,277,000 in Fiscal Year 2019/2020 for a
total of $10,349,000 in funding from the Regional Surface Transportation Program
(herein "RSTP ") for the following projects:
Fiscal Year 2018/2019:
• Pavement Rehabilitation 2019 Phase 1: District Boulevard from Stine Road to
Gosford Road;
• Pavement Rehabilitation 2019 Phase 2: Wible Road from White Lane to Planz
Road.
Fiscal Year 2019/2020:
• Pavement Rehabilitation 2020 Phase 1: Brundage Lane from Washington
Street to Oswell Street;
• Pavement Rehabilitation 2020 Phase 2: South H. Street from Pacheco Road to
White Lane;
therein referred collectively as "PROJECTS "); and
WHEREAS, APPLICANT has the financial capacity to complete, operate and
maintain the PROJECTS; and
WHEREAS, APPLICANT will ensure that funds required from other sources will
be reasonably expected to be available in the time frame needed to carry outthe
PROJECTS; and
WHEREAS, APPLICANT is authorized to execute and file an application for
funding the PROJECTS under the RSTP Program; and

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Bakersfield as follows:
SECTION 1.
APPLICANT will provide $657,131 in Fiscal Year 2018/2019 and $683,691 in
Fiscal Year 2019/2020 for a total of $1,340,822 in local matching funds.
SECTION 2.
APPLICANT understands that the RSTP funding forthe PROJECTS is fixed at the
approved programmed amount, and that any cost increases must be funded by
the APPLICANT from other funds, and that APPLICANT does not expect any cost
increases to be funded with additional RSTP funding.
SECTION 3.
APPLICANT understands the funding deadlines associated with these funds
and will comply with the program implementation procedures described in
Chapter 2 of the Kern COG Project Delivery Policies and Procedures manual.
SECTION 4.
PROJECTS will be implemented as described in the complete application
and in this resolution and, if approved, for the amount programmed in the Federal
Transportation Improvement Program (herein "FTIP" ).
SECTION 5.
APPLICANT and the PROJECTS will comply with the requirements as set forth
in the program.
SECTION 6.
APPLICANT authorizes its City Manager, or designee to execute and file an
application with Kern COG for RSTP funding for the PROJECTS as referenced in this
resolution.
PASSED AND ADOPTED by the City Council of the City of Bakersfield on this
16th day of August, 2017.
