A RESOLUTION OF LOCAL SUPPORT OF CONGESTION MITIGATION AND AIR QUALITY (CMAQ) PROJECTS FOR FEDERAL FISCAL YEARS 2018/2019 AND 2019/2020 WHEREAS, the City of Bakersfield (herein "APPLICANT ") is submitting applications to the Kern Council of Governments (herein "KernCOG ") for $4,179,766 in Fiscal Year 2018/2019 and $2,731,354 in Fiscal Year 2019/2020 for a total of $6,911,120 in potential funding from the Congestion Mitigation and Air Quality Program (herein "CMAQ ") for the following projects: Fiscal Year 2018/2019: • Roundabout at Enos Lane and Stockdale Highway • Traffic Signal Interconnect along Rosedale Highway between Verdugo Lane and Jet Way • Traffic Signal Interconnect along Brimhall Road between Calloway Drive and Jewetta Avenue • Traffic Signal Interconnect along Buena Vista between Stockdale Highway and White Lane • Traffic Signal Interconnect along Allen Road between Westside Parkway (WSP) West Bound Ramp and Stockdale Highway • Traffic Signal Interconnect along Calloway Drive between Brimhall Road and Stockdale Highway Fiscal Year 2019 /2020: • Operational Improvements at Ming Avenue and Stine Road • Traffic Signal and Interconnect Improvements on Ming Avenue at Allen Road and Grand Island Avenue • Traffic Signal Interconnect along Akers Road between Panama Lane and Hosking Avenue • Traffic Signal and Interconnect Improvements on Brimhall Road at Renfro Road and Jenkins Road • Traffic Signal Interconnect along Hosking Avenue between Stine Road and H Street • Traffic Signal Interconnect along Brundage Lane between H street and P Street • Upgrade to Traffic Operations Center Software. (herein referred collectively as "PROJECTS "); and WHEREAS, APPLICANT has the financial capacity to complete, operate and maintain the PROJECTS; and WHEREAS, APPLICANT will ensure that funds required from other sources e&,., T - Page 1 of 3 Pages - 6 ORIGINAL be reasonably expected to be available in the time frame needed to carry out the PROJECTS; and WHEREAS, APPLICANT is authorized to execute and file an application for funding the PROJECTS under the CMAQ Program; and NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Bakersfield as follows: SECTION 1. APPLICANT will provide $541,533 in Fiscal Year 2018/2019 and $353,876 in Fiscal Year 2019/2020 for a total of $895,409 in local matching funds contingent upon which projects are chosen by KernCOG. SECTION 2. APPLICANT understands that the CMAQ funding for the PROJECTS is fixed at the approved programmed amount, and that any cost increases must be funded by the APPLICANT from other funds, and that APPLICANT does not expect any cost increases to be funded with additional CMAQ funding. SECTION 3. APPLICANT understands the funding deadlines associated with these funds and will comply with the program implementation procedures described in Chapter 2 of the Kern COG Project Delivery Policies and Procedures manual. SECTION 4. PROJECTS will be implemented as described in the complete application and in this resolution and, if approved, for the amount programmed in the Congestion Mitigation and Air Quality Program (herein "CMAQ "). SECTION 5. APPLICANT and the PROJECTS will comply with the requirements as set forth in the program. SECTION 6.
