RESOLUTION NO.
A RESOLUTION DETERMINING THAT A PRE-
FABRICATED PEDESTRIAN BRIDGE FOR PHASE II
OF THE MESA MARIN PROJECT CANNOT BE
REASONABLY OBTAINED THROUGH THE USUAL
BIDDING PROCEDURES AND AUTHORIZING THE
FINANCE DIRECTOR TO DISPENSE WITH
BIDDING THEREFOR AND PURCHASE SAID
BRIDGE FROM PARAGON BRIDGE WORKS, IN
AN AMOUNT NOT TO EXCEED $110,000.
WHEREAS, construction of Phase II of the Mesa Morin Project and recent
expansion of the southern parking lot will create additional pedestrian traffic with
the need to access Phase II amenities; and
WHEREAS, a pre- fabricated pedestrian bridge will provide the public with
faster access to Phase II amenities, such as the playground, restrooms, picnic area,
and softball fields; and
WHEREAS, a pre- fabricated pedestrian bridge can only be reasonably
obtained through one vendor due to the design compatibility and limited
availability of the bridge and the need to successfully integrate such bridge over
the drainage channel to provide public access to Phase II amenities; and
WHEREAS, Paragon Bridge Works fabricates and installs pre- fabricated bridge
systems.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
The above recitals are true and correct and incorporated herein by
reference.
2. The work, supplies, equipment or materials can only be reasonably
obtained from one vendor because of restricted availability of such work, supplies,
equipment, or materials, and the need to integrate a pre- fabricated bridge into
Phase II of the Mesa Martin Project.
3. The Finance Director is authorized to dispense with bidding in
accordance with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said work, supplies, equipment or material
shall not exceed One Hundred Thousand Dollars ($110,000.
