Notable Items
On Wednesday evening, two Bakersfield Police Officers were injured in the line of
duty while responding to a disturbance call. Officers Matthew Johnson and Joshua
Deutinger were taken to a local hospital and are in stable condition. We send our
best wishes for a swift recovery for both officers and their families.
After several months in development, the City has launched its Open Budget data
platform available at http://budget.bakersfieldcity.us.
The Open Budget application provides a visual, intuitive means of exploring and
analyzing the City's operating and capital budgets. The charts, graphs and tables
are interactive - allowing users to better understand how the City allocates taxpayer
dollars. The interactive charts and graphs allow users to “dig down” into the budget,
exploring how funds are allocated across City departments, programs and capital
improvement projects. Users can also access the raw budget data that powers the
visualizations, providing another level of transparency.
The data contained with the platform is updated after each accounting period
closes, which generally occurs the first week of each month. Historical revenue and
expenditure data is available for each fiscal year dating back to 2013.
The Open Budget platform continues the City’s commitment to providing open
data to residents, businesses and the community. Thanks are due to Assistant
Finance Director Randy McKeegan and former Assistant Finance Director Sandra
Jimenez for their work to bring this project to completion.

Congratulations to the State Route 178 Widening Project team for another award
winning project! The Southern San Joaquin Chapter of the American Society of Civil
Engineers (ASCE) has informed us that they will be recognizing the project with an
Award of Excellence for Transportation at their annual banquet on September 28th.
We are also honored to learn the project has been further recognized for its merits
and will receive an Outstanding Transportation Project award from ASCE’s Los
Angeles Section. This award will be presented at their annual awards luncheon to
be held at the Dorothy Chandler Pavilion on October 14th. Following the recognition
at the section level, the project advances to ASCE Region 9 for consideration of a
regional award.
The City is currently recruiting for a Committee Member to serve on the Keep
Bakersfield Beautiful Committee (KBBC) due to a current vacancy in Ward 5. The
KBBC recommends programs and activities to improve the ecological and aesthetic
value of Bakersfield through the proper handling of solid waste, litter control and
prevention, beautification, education, and the recruitment of volunteers who make
positive differences in our community. Applications are available at the City Clerk’s
Office (1600 Truxtun Avenue) or on the City’s website (www.bakersfieldcity.us), and
should be returned to the City Clerk’s Office by 5:00 p.m. on September 27th. For

California Water Service Company (Cal Water) representatives recently informed
staff that Cal Water will be filing an advice letter with the California Public Utilities
Commission (CPUC) in the coming weeks to recover the 2016 outstanding balance
related to the Water Revenue Adjustment Mechanism/Modified Cost Balancing
Account (WRAM/MCBA). Put simply, this mechanism allows Cal Water to recover
revenue which was previously approved by the CPUC, but not realized based on
reduced water sales during the time period identified. If approved, the advice letter
will include a $0.0894 per ccf surcharge for 12 months (effective October 1,
2017). Simultaneous with the addition of this 2016 WRAM/MCBA surcharge, the 2015
WRAM/MCBA surcharge ($0.0939 per ccf) will be terminated and removed from Cal
Water’s customer’s monthly bills. The net effect of this previously authorized action is
no change or a very slight reduction to Cal Water customer’s monthly bill. Based
upon the neutral impact of this advice letter, as well as this being a process
previously authorized by the CPUC, this information is simply being provided for the
City Council’s awareness, which Cal Water is required to do under the provisions of
the City’s existing franchise agreement.
The following is a very short synopsis of an August 28th ruling from the California
Supreme Court, which has generated media interest about the number of votes
needed to ballot measures for increased taxes.
The case is entitled California Cannabis Coalition v. City of Upland, and it dealt with
the interplay of the Elections Code and Proposition 218. The case involved a local
voter initiative that proposed to legalize medical marijuana dispensaries in the City

of Upland and required that each dispensary pay an annual licensing fee of
$75,000. The proponents of the initiative obtained enough signatures for a special
election, but based on the fact the $75,000 licensing fee was arguably a tax, Upland
officials relied on Proposition 218 and directed the initiative be submitted to the
voters at a general election. The proponents of the initiative filed a lawsuit, and the
case made its way to the California Supreme Court (initiative was eventually
defeated in the general election). The majority opinion is clear that if proponents of
an initiative secure enough signatures for a special election when the initiative
includes a tax, that a city must order a special election.
News outlets have picked up on this case, and are raising the question as to
whether the case stands for the proposition that a special tax can bypass the 2/3rds
Prop 218 requirement through a voter initiative. While legal opinions vary, the City
Attorney’s Office believes this case should be read in a limited fashion and does not
expressly modify or remove the requirement that a general tax requires a majority
vote and a special tax requires a 2/3 vote.
Attached you will find the monthly Thomas Roads Improvement Program (TRIP)
Status Report for the month of September. The report gives a summary of each TRIP
project in construction, in design, and under review. Completion percentages and
pictures of projects are also included.
I will be on vacation beginning Friday, September 1st, and returning Monday,
September 11th. As always, the City Manager’s Office has my contact information,
and I will have periodic access to email. In addition, Chris Huot will be in charge
during my absence. He will fill in for me at the September 6th Council meeting.
Traffic Advisories
Nighttime Road Closure for P Street at State Route 58
Both directions of P Street will be closed tomorrow night between Dobrusky Drive and
Snyder Lane to begin the removal of falsework from the newly widened bridge on State
Route 58. The closure is expected to be in effect between the hours of 9:00 p.m. and
5:00 a.m.
The nighttime P Street closure is expected to continue next week, Tuesday, September
5th, through Thursday, September 7th, also between the hours of 9:00 p.m. and 5:00 a.m.
each night. Motorists will need to use either Chester Avenue or Union Avenue to cross
the freeway while work is underway.
Motorists should also anticipate closures of the two outside lanes in both directions of
State Route 58 between Union Avenue and Cottonwood Road for sound wall
construction on Tuesday through Thursday nights. These closures may be in effect
between the hours of 9:00 p.m. and 5:00 a.m. each night. The eastbound Union Avenue
on-ramp, the eastbound Cottonwood off-ramp, and the westbound Cottonwood on-
ramp may also be closed during this timeframe.

Event calendar for the Rabobank Arena Theater and Convention Center
With record high temperatures predicted for Labor Day weekend, McMurtrey
Aquatic Center will reopen for general swim on Sunday and Monday from 1:00 p.m.
through 4:00 p.m. In addition, lap swimming will be available from 9:00 a.m. through
12:00 noon on Saturday and Monday, September 4th. Finally, the spray parks will
remain open daily from 1:00 p.m. until 6:00 p.m. through Monday, September 4th.
On Saturday, September 9th (check-in from 5:00 p.m. to 7:15 p.m.), the Bakersfield
Police Department will be holding the 16th annual Howlin’ at the Moon Fun Run.
Come run with us in this fun filled night-time run, next to the Kern River, along the
bike path, and to the light of a nearly full moon. All paid participants will receive a
glow necklace, a BBQ sandwich, chips, and refreshments. Activities will be available
for kids. Items provided by various local businesses and organizations will be raffled.

MILESTONES
Congratulations to the State Route 178 Widening Project Team! The local chapter of the American Society of
Civil Engineers (ASCE) has informed us that they will recognize the State Route 178 Widening Project with an
Award of Excellence at their annual dinner in late September.
In addition, the project will be recognized at the ASCE section level and will receive an Outstanding
Transportation Project award at the ASCE Los Angeles Section Annual Meeting and Awards Luncheon in
October. With the project’s win at the section level, it will now be forwarded to ASCE Region 9 for
consideration of a regional award.
Bids were opened on August 31, 2017 for the Sanitary Sewer Relocation Project for Centennial Corridor. A
contract is expected to be submitted to City Council for their approval at the regular meeting on September
20th. Construction is expected to begin in October 2017.
Demolition of all City-owned houses along 24th Street is complete. The City is currently advertising for
construction bids for sound walls on the north side of 24th Street within the residential area. The deadline to
submit Responsibility Statements and Questionnaires (RSQs) to bid on this project was August 31st. Bids are
due from pre-qualified contractors by September 26, 2017. The engineer’s estimate for this project is $1.4
million. Construction is expected to begin after the New Year.
The City has advertised for RSQs for the Truxtun Avenue Operational Improvements Project and plans to
advertise for construction bids in September. Contractors interested in bidding on this project must submit
their RSQs by September 14th. This project widens Truxtun Avenue from a 4-lane collector to a 6-lane arterial
from Empire Drive to approximately 100 feet east of Elm Street. Most of the widening along Truxtun Avenue
will occur on the south side of the roadway. Construction is expected to begin in early 2018.
The City plans to advertise for improvements to ramps at the Calloway Drive and Westside Parkway
Interchange in September. These improvements include adding right-turn lanes and signal modifications to
accommodate future traffic increases. Construction is expected to begin in November 2017.
Additional RSQs and bid requests are expected to be advertised this fall for local street improvements and
sound wall packages for the Centennial Corridor Project. These work items will follow consecutively behind
the sanitary sewer relocations.

PROJECTS UNDER CONSTRUCTION
Beltway Operational Improvements
Contractor: Security Paving Company
70% complete; anticipated completion: spring 2018
This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road,
and on State Route 99, from north of Ming Avenue to Wilson Road.
On State Route 99, the contractor completed a concrete barrier, continued asphalt paving, and installed curb
and gutter at the southbound on-ramp from Ming Avenue in August. Drainage work will begin along the
southbound on-ramp in September and motorists should anticipate shifts to traffic in this area. Work at the
Ming Pump Plant, located on northbound State Route 99, continues.
Concrete was placed for the new State Route 99 to eastbound State Route 58 Connector Bridge deck in early
August. The bridge decks for the widening of the P Street Bridge are also in place in both the eastbound and
westbound directions. The decks for the Madison Street Bridge widening will be placed following the completion
of adjacent sound wall and barrier construction, which is currently underway.
Construction of retaining walls and sound walls continues along other areas of State Route 58. This work
includes the wall and barrier rail construction at various on- and off-ramps at Chester Avenue, H Street, and
Union Avenue. Sound wall and barrier rail construction also continues near P Street.
The contractor has removed temporary concrete barrier rail from various locations along State Route 58
between Union Avenue and Cottonwood Road following the completion of walls in these areas. Shoring has
been removed from the Union Avenue retaining wall; roadway and drainage work is underway at this location.
Motorists should anticipate the potential of nighttime lane closures occurring Sunday through Thursday nights
between the hours of 9 p.m. and 5 a.m., on both State Routes 58 and 99 within the project limits.
Kern River Bridge Improvements
Contractor: Security Paving Company
1% complete; anticipated completion: summer 2019
The contractor installed construction area signs, re-striped the roadway and placed temporary concrete
barrier rail along the Westside Parkway between Mohawk Street and the Kern River. Earthwork is expected to
begin within the roadway median in this area in September.
The drainage system at the Truxtun Avenue off-ramp has been installed and embankment construction
continues on the south side of Truxtun Avenue.
Construction began for a retaining wall north of the Westside Parkway near Mohawk Street in August and this
work will continue in the coming month.
Also on the September schedule are plans to begin installation of cast-in-drilled-hole (CIDH) piles on the north
side of the Westside Parkway near the canal, and the contractor will start working on the Kern River diversion to
allow for bridge work.
Sanitary Sewer Relocation for Centennial Corridor
Contractor: Pending
0% complete; anticipated construction start: October 2017
This project will abandon existing sewer mains, manholes, and laterals that conflict with the future alignment of
the Centennial Corridor Project in the Westpark neighborhood and will install new sewer mains, manholes, and
laterals as needed to complete the sewer system based on the new configuration.
The City opened construction bids on August 31st. A contract is expected to be submitted to City Council for
consideration of approval on September 20th.

24th Street Sound Walls North Side Soundwalls
Contractor: Pending
0% complete; anticipated construction start: early 2018
This project will construct the project’s sound walls on the north side of 24th Street within the residential area,
between Beech Street and Bay Street.
RSQs were due on August 31st.
The City is currently advertising for construction bids. Bids are due from pre-qualified contractors by

PROJECTS IN DESIGN AND RIGHT-OF-WAY
24th Street Improvement Project

Design 95% complete; Right-of-Way 100% complete for full acquisitions
The final City-owned house was removed in August and demolition of all City-owned houses is complete.
The City is moving forward with the construction of sound walls on the north side of 24th Street in the
residential area. Progress on this phase of the project will henceforth be tracked in the “Projects Under
Construction” section of this report.
95% roadway plans are under review by the City and Caltrans.
The project designer and right-of-way team are coordinating with Caltrans and providing documents for
Segment 1 (State Right 99 to the west end of the Kern River Bridge), which will be constructed with Caltrans’
upcoming State Route 99 Rehabilitation Project. This segment of the project is located within Caltrans’
existing right-of-way.
Landscape plans are underway.
Right-of-way activities for partial acquisitions continue.

Hageman Flyover

Design 98% complete
Caltrans Design and Structures teams are working on the final Plans, Specifications, and Estimate (PS&E)
package. Caltrans anticipates finalizing plans and submitting the package to the City this fall.
The City is working with San Joaquin Valley Railroad on a Construction and Maintenance Agreement and the
California Public Utilities Commission permit application. A first draft has been submitted for Caltrans’
comments.
Centennial Corridor
Designer: Parsons
Design: 95% complete
Staff is pursuing potential State-sponsored funding opportunities for the project phase that would replace
the Belle Terrace Bridge over State Route 99. A new set of criteria and guidelines has been included and
incorporated into the design package.
Caltrans has reviewed the La Mirada and Marella Way structures from the local Westpark neighborhood
work element. Minimal comments were received and the roadway sheets are being finalized.
Bids were opened for the sanitary sewer relocation project on August 31st. The contract is expected to be
submitted to City Council for approval on September 20th. Construction is expected to begin in October 2017
and will now be tracked in the “Projects Under Construction” section of this report.

fall with construction start dates following consecutively behind sanitary sewer relocations.

Various environmental revalidations have been drafted due to design development and have been
submitted for review or are being prepared as design nears completion.
Final design plans for various parts of the project are at or nearing completion; these include:
• 100% Westpark Sounds Walls and 100% Local Street Improvements packages submitted in August
• 95% plans for the structures associated with the State Routes 58 and 99 Interchange through the
Stockdale Highway Bridge (Zone 3), submitted in August
• 100% plans for structures in Zones 1 and 2 are expected to be submitted in November (Zone 1
includes the roadways and structures from the Kern River Bridge Improvements through the
California Avenue Bridge; Zone 2 includes the Marella Way and La Mirada bridges, which facilitate
neighborhood circulation across the future freeway)
• 100% Local Roads and Bike Path plans are scheduled to be submitted in September
• 100% Roadway plans are on target to be submitted in October
• 100% Belle Terrace plans have been approved by Caltrans and Kern County; final approval is
expected shortly from the City
Right-of-Way
• The City has obtained legal possession of all full parcels necessary for construction of the project
• Acquisition of partial parcels is underway
• City Council approved demolition contracts for six properties, including the mini storage facility
located at Real Road near the State Route 58 and 99 on-ramps, at the August 16th Council meeting
• 216 structures have been demolished

a nearly full moon. All paid participants will receive a glow-necklace, a BBQ sandwich, chips and refreshments.
Activities will be available for kids. Items provided by various local businesses and organizations will be raffled.
