ALLOWING FOREIGN VEHICLES TO OPERATE WITHIN THE UNITED

TO MEET SAFETY AND ENVIRONMENTAL STANDARDS IMPOSED
UPON THE CITIZENS OF THE STATE OF CALIFORNIA
WHEREAS, the City of Bakersfield has for several years supported
environmental efforts to help "clean the air" in California, the San Joaquin Valley, and
the City, including the use of clean burning alternative fuel vehicles, and
WHEREAS, the residents of Bakersfield through their individual efforts
and through the Bakersfield Vision 2020 process have clearly stated their desire for
clean air, and

forward in small but important incremental steps, and
WHEREAS, Bakersfield and Kern County face the possibility of federal
sanctions if further steps to clean the air are not met, and

WHEREAS, the negative impact upon the states most closely impacted by
increased air contaminants needs to be fully explored as part of an overall trade
strategy between nations, and
NOW THEREFORE BE IT RESOLVED, by the Council of the City of
Bakersfield that the City Council supports the President's proposal, through Executive
Order, to open the border to foreign trucks, but strongly encourages the President to
require any foreign trucks to meet the safety and environmental standards which are
imposed upon the citizens of the State of California. This resolution shall be forwarded
to President of the United States and Bakersfield Congressional Legislators.
