BE IT ORDAINED by the Council of the City of Bakersfield as follows: SECTION 1. The sewer user charges, surcharges and fees set forth in Exhibit "A", attached hereto and incorporated herein by this reference, are hereby established pursuant to Section 14.12.380 of the Bakersfield Municipal Code for fiscal year 1986-87. SECTION 2. This ordinance shall be posted in accordance with the City charter provisions and shall become effective thirty (30) days from and after the date of its passage. .......... o0o .......... Schedule A - Commercial and Industrial This schedule shall apply to the commercial and light industrial users with BOD and SS concentrations less than 400 Mg/1 and flow greater than 0.16 million gallons/year. The surcharge for excess flow shall be $496 per million gallons/year. II. Schedule B - Commercial and Industrial This schedule shall apply to the commercial and light industrial users with BOD and SS concentrations greater than 400 Mg/1 and flow greater than 0.16 mil ion gallons/year. The surcharge for the excesses shall Ill. be as follows BOD greater than 595 lb/yeara: SS greater than 534 lb/year: $54.50/1000 lb. $53.20/1000 lb. Flow greater than 0.16 Million Gallons per year $330.80 per Million Gallons/Year. aBased on maximum month value. Schedule E - Monitored Users This schedule shall apply to Monitored Users (commercial and industrial dischargers) as defined in "Revenue Program Guidelines for Wastewater Agencies," published by the State Water Resources Control Board - Division of Water Quality. The following rates or charges shall be applied to Monitored Users based upon total annual BOD and SS concen- trations and flow: BOD: $48/1000 lb. SS: $51/1000 lb. Flow: $334/Million Gallons lO IV. Schecdule D - Septage Dischargers Tile rate per load, 2000 gallons or less, shall be $25/load. Loads in excess of 2000 gallons shall pay a proportionate share based upon a rate of $25/2000 Schedule E - Connection Charge All new connections or new fixture units connected to the City sewer system will require payment of a sewer connection charge. Any individual, firm, company or corporation making such connection shall pay the following charge at the time the building permit is issued: l) Single Family Dwellings and Mobilehomes on Permanent Foundations: 2) Multiple Family Dwellings: 3) Commercial & Industrial: $662.50/tJnJt. $4SO/Unit. $30 per fixture Unit multiplied by an Equivalency Factora aEquivalency Factor shall be l.O for all uses excepting markets, mortuaries, restaurants/coffee shops, food service shops and bakeries which uses shall have an Equlvalency Factor of 2.0.
