A RESOLUTION AUTHORIZING PAYMENT TO SAN
JOAQUIN VALLEY UNIFIED AIR POLLUTION CONTROL
DISTRICT FOR THE IMPLEMENTATION OF THE
VOLUNTARY EMISSIONS REDUCTION AGREEMENT
(VERA) FOR THE CENTENNIAL CORRIDOR PROJECT.
WHEREAS, The City of Bakersfield (CITY) has been cooperatively working
with the State Department of Transportation (CALTRANS) to obtain
environmental clearance and design for the Centennial Corridor Project
(PROJECT; and
WHEREAS, The CITY and CALTRANS entered into cooperative agreements
that establish the responsibilities of each party for these phases of work; and
WHEREAS, Based on these agreements, the CITY is responsible for 100% of
the cost to obtain all necessary studies, technical reports, permits, agreements
and environmental documentation for the PROJECT; and
WHEREAS, As part of this environmental clearance process, CALTRANS
negotiated, on behalf of the CITY, a Voluntary Emissions Reduction Agreement
(VERA) with the Environmental Protection Agency (EPA) and the San Joaquin
Valley Unified Air Pollution Control District (SJVUAPCD) as a mitigation for the
PROJECT; and
WHEREAS, the VERA requires a payment of $1.5 Million dollars to the
SJVUAPCD to implement mitigation measures during the construction of the
Centennial Corridor Project to reduce particulate matter and emissions; and
WHEREAS, the construction activities for the PROJECT will start in August
and the CITY is required to make this payment; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows that:
I . The foregoing recitals are true and correct and incorporated in their
entirety herein by reference.
