HomeMy WebLinkAboutRES NO 140-17RESOLUTION NO. 14 0- 17 A RESOLUTION AMENDING THE FISCAL YEAR 2017.18 CAPITAL IMPROVEMENT PROGRAM BUDGET AND APPROPRIATING ADDITIONAL CAPITAL IMPROVEMENT PROGRAM PROJECTS TO BE FUNDED BY SENATE BILL 1, THE ROAD REPAIR AND ACCOUNTABILTY ACT, AND AUTHORIZE THE PUBLIC WORKS DIRECTOR TO SUBMIT SAID PROJECT LIST TO THE CALIFORNIA TRANSPORTATION COMMISSION WHEREAS, on April 28, 2017, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the State of California Legislature and signed into law by the Governor in order to address the significant multi -modal transportation funding shortfalls statewide; and WHEREAS, SB 1 established the newly created "Road Maintenance and Rehabilitation Account" (RMRA): and WHEREAS, SB 1 will be funded by increases in per gallon fuel excise taxes, diesel fuel sales taxes, and vehicle registration fees; and WHEREAS, RMRA will provide an estimated $54 billion statewide over the next decade to address deferred maintenance needs on both the state highway system and local road systems: and WHEREAS, RMRA will provide an estimated $1.5 billion annually to cities and counties for maintenance and rehabilitation of local streets and roads; and WHEREAS, this new revenue stream will allow the City of Bakersfield (City) to advance City Council Goal No. 2- "Enhance the City's Transportation Network" and to maintain and improve the quality of existing surface streets and arterials by continuing to enhance the road resurfacing program, including increasing funding for street maintenance; and WHEREAS, the City is anticipated to receive $2.1 million of RMRA funds in Fiscal Year 2017 -18; and WHEREAS, RMRA guidelines require Council approval and budget adoption of projects to be funded with RMRA funds; and WHEREAS, Exhibit A (attached herein by reference) identifies road improvement projects to be appropriated to the Fiscal Year 2017 -18 Capital Improvement Program budget; and > m F U � ORIGINAL Resolution -SB 1 Funding Page 2 of 3 WHEREAS, all road improvement projects identified on Exhibit A currently have a Pavement Condition Index (PCI) of 60 or less; and WHEREAS, project costs identified on Exhibit A are estimated at $2,743,978; and WHEREAS, SB 1 funding will provide an estimated $2.1 Million of funding for the transportation projects identified on Exhibit A with the remainder to be funded with funds currently appropriated for resurfacing projects; and WHEREAS, RMRA guidelines also require that the City electronically submit list of projects to be funded with RMRA revenues in Fiscal Year 2017 -18 by October 16, 2017 to the California Transportation Commission. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The above recitals are true and correct and incorporated herein by reference. 2. The Fiscal Year 2017 -18 Capital Improvement budget is hereby amended to appropriate $2.1 Million of SB 1 funding to complete the Road Maintenance and Rehabilitation projects identified in Exhibit A. 3. The Fiscal Year 2017 -18 Capital Improvement budget is hereby amended to transfer $643,978 of funds currently budgeted for "Street Resurfacing - Various Locations" in order to provide full funding of all projects identified in Exhibit A. 4. The City Council authorizes the Public Works Director to submit list of projects as identified in Exhibit A to the California Transportation Commission.
