A RESOLUTION AUTHORIZING THE BAKERSFIELD
POLICE DEPARTMENT TO APPLY FOR GRANT
FUNDING FROM THE U.S. DEPARTMENT OF JUSTICE
EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE
GRANTPROGRAM.
WHEREAS, the United States Congress has authorized the Edward Byrne Memorial justice
Assistance Grant per statute: "Omnibus Crime Control and Safe Streets Act of 1968, as amended,
Title l; 42 U.S.C. 3751 (a); Crime Control Act of 1990, Public Law 101 -647`, and
WHEREAS, the Bureau of Justice Assistance of the U.S. Department of Justice administers
the Edward Byrne Memorial Justice Assistance Grant Program to provide funds to units of local
government to underwrite projects to reduce crime and improve public safety; and
WHEREAS, the City of Bakersfield is eligible to receive $136,611 from the 2017 Edward
Byrne Memorial Justice Assistance Grant Program; and
WHEREAS, the Bakersfield Police Department will apply to the Department of Justice for
the use of grant funds to supplement its budget to enhance officer skills, abilities and resources to
further the goal of building public trust and legitimacy through community policing, as described in
Exhibit "A" attached herein.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Bakersfield as follows:
The above recitals are true and correct and incorporated herein by reference.
2. The Council of the City of Bakersfield authorizes the City Manager, or his /her designee, to
apply for the Edward Byrne Memorial Justice Assistance Grant.
3. The Police Department is hereby authorized and empowered to execute in the name of the
City of Bakersfield, all necessary, contracts, payment requests, agreements and amendments
thereto for the purpose of securing grant funds, implementing and carrying out the purposes
specified in the grant application, and drawing down grant funds as necessary.

Bakersfield Police Department
2017 fag / Byrne Grant Proposal
The Bakersfield Police Department requests approval to apply for the 2017 JAG / Byrne Grant for
the amount of $136,611.00, to improve officer wellness and safety by providing learning
opportunities to foster healthier lifestyle choices for nutrition, physical fitness, and mental and
physical health; provide officers with tactical and mental safety training to build resilience, and
equip each officer with personal safety equipment. The proposed grant budget is described in the
budget narrative below:
Pursuing a culture of Wellness
BUDGET NARRATIVE
Travel - Funding for training in the amount of $50,000 is requested. Costs for each training
event vary by class and location. Since class availability is not presently known, rather than
presuming certain costs, the BPD will endeavor to use awarded grant funds to provide the
greatest quality and amount of training in the most cost effective manner. The BPD will
send officers to train - the - trainer events, as much as possible, to maximize officer wellness
training throughout the department.
Training topics in law enforcement wellness may include: officer safety, wellness, VALOR
Essentials, VALOR Train -the Trainer, officer resilience, emotional survival, stress
management, peer support, first responder trauma care, emotional intelligence, and
effective communication and conflict resolution.
Equipment - Funding in the amount of $5,000.00 is requested to purchase and install a
refrigerator case at the BPD headquarters building. The case will be used to preserve and
dispense healthy ready -made meals and other healthy food choices. Providing a healthy
food dispensary at the BPD will support officer nutrition and provide convenient
alternatives to fast food. No food will be purchased with grant funds.
Supplies - Funding in the amount of $25,000.00 is requested to purchase Tactical First Aid
Kits for all field personnel. Police personnel often encounter situations that require medical
aid. Having the training and supplies to reduce the loss of both officer and civilian lives due
to blood loss, is a critical component of officer safety.
Consultants /Contracts - Funding in the amount of $56,611 is requested to engage
contracted services for the following:
• Nutritionist and Physical Trainer to provide quarterly learning opportunities on various
topics, including individual meal planning and personal physical fitness consultations.
Physical fitness learning opportunities will also include group training sessions to foster
wellness as a cultural value, and to provide examples of correct techniques and different
approaches to sustainable exercise programs.
• Kevin Gilmartin, PhD to present "Emotional Survival for Law Enforcement: A Guide for
Officers and Their Families" to all BPD personnel. This seminar gives Law Enforcement
Officers and organizations strategies to reduce the impact of stress, get more out of their
careers and relationships, and how to avoid the dynamics that can change Law Enforcement
personnel into negative, cynical and angry individuals.

• Missy O'Lynn to present "Use of Force, Report Writing & Litigation Preparation" to sworn
personnel. This seminar gives Law Enforcement Officers the knowledge to build confidence
and understanding of how the law applies to the relationship between use of force decisions
in the field, the documentation of the force used, and the presentation of these elements in a
court of law.
• Missy O'Lynn to present training that focuses on "Mentally 111" report writing of contact with
mentally ill, response and litigation preparation. This seminar provides law enforcement
officers with current litigation and governing case law and an understanding of how the law
applies to situations involving the mentally ill.
