Citing reduced production volume, the Nestle Dryer’s Ice Cream Bakersfield Facility will have a temporary layoff of employees, starting with 440 employees on December 8th, 92 employees on December 10th, and 3 employees on December 17th, lasting until January 20th, 2018. The entire facility will not be closed and there is anticipation that some employees may be called back for equipment testing or other reasons. The notice provided to Mayor Goh is attached.  Over the past several years, Public Works staff has been replacing several high- pressure sodium street light fixtures with more energy efficient LED fixtures. The LED fixtures significantly reduce energy consumption, last longer and emit a brighter, crisper light than the high-pressure sodium units. Most recently, staff completed a retrofit of over 700 fixtures in the downtown and Old Town Kern areas. Staff is continuing the retrofit program in the Westchester area, as well as within an area generally east of Q Street and north of Truxtun Avenue. This work is anticipated to be complete by early 2018. Simultaneously, staff is analyzing options to retrofit all 16,000 remaining streetlights to the LED technology. Retrofitting these fixtures is anticipated to result in savings both in energy costs and staff time, as the LED fixture requires less frequent replacement. A map is enclosed to provide a visual of the downtown/Old Town Kern retrofit project phases.  The Community Development Department is proud to announce that 7 brand-new Creekview Villas Condominiums are officially on the market! A total of 84 car seats were checked, corrected and installed for those who attended. General Information September 29, 2017 Page 3  Acting on an idea by the City’s Youth Commission, the Police Department Community Relations team held their first “Lunch with a Cop” at South High School last Friday. City Youth Commission chairman Luke Garcia was present and helped to promote the event to the student body. The event was well attended and considered a great success! Students pose with an attending officer Students view an equipment display Traffic Advisory Nighttime lane closures planned for Westside Parkway The contractor for the Kern River Bridge Improvements plans to install additional temporary concrete barrier rail along the Westside Parkway next week, October 3-5. This work will require nighttime closures of the inside eastbound lane, between Coffee Road and Truxtun Avenue. Motorists should anticipate that the lane closure will be in effect between the hours of 9 p.m. and 5 a.m. each night. At least one lane will remain open at all times and all lanes should be open prior to the morning commute. The Kern River Bridge Improvements project is the first phase of the Centennial Corridor project; it constructs bridges and makes the necessary improvements for the future freeway’s connection to the Westside Parkway. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public. Nighttime lane and ramp closures for State Routes 58 and 99 Paving work will require nighttime lane and ramp closures on State Routes 58 and 99 next week. Motorists should anticipate the following closures will be in place on Sunday and Monday nights, October 1-2, between the hours of 9 p.m. and 5 a.m. • The two outside lanes on westbound State Route 58 between Chester Avenue and Union Avenue, and the westbound Chester Avenue off-ramp will need to be closed for this work. Motorists will need to exit the freeway at Union Avenue and use Brundage Lane to access Chester Avenue while this work is underway. General Information September 29, 2017 Page 4 • The contractor also plans to pave a section of northbound State Route 99, between Ming Avenue and Wilson Road, during this period. This will require the closure of the two outside lanes in this area while the work is underway. The eastbound Union Avenue off-ramp is expected to be closed Sunday night between the hours of 9 p.m. and 5 a.m. to allow for the placement of temporary concrete barrier rail. Eastbound motorists will need to exit the freeway at Chester Avenue or Cottonwood Road during this closure. The contractor also plans to excavate and remove dirt from the work area on the south side of State Route 58, east of H Street, between 9 p.m. and 5 a.m., on Tuesday, Wednesday and Thursday nights. Trucks will travel to the site from H Street, turning west onto Terrace Way and then north on Stephens Drive to access the work site. Trucks will exit the site at the eastbound State Route 58/H Street off-ramp. Motorists should stay alert to trucks entering and leaving the work site in this area during this period. Please stay alert and watch for construction workers and equipment while driving through the construction zone. This is in addition to the temporary reduction of 63 employees on November 26, 2017 through January 20, 2018, which was the subject of the Company’s earlier notice to you. The impacted employees will be placed on this layoff because of a reduction in production volume. This action is expected to be temporary and impacts only a portion of the facility. The entire facility will not be closed. We anticipate that some employees may be called back to work early for equipment testing or for other reasons. No impacted employee may bump any remaining workers during the period of the temporary layoff. None of the employees being placed on temporary layoff is represented by a labor union.
