Bakersfield is the most affordable housing market among California’s largest cities,
according to a study released by SmartAsset.
SmartAsset looked at the total cost over five years of closing costs, taxes, insurance
and mortgage payments for the average home in every city in the U.S. with a
population greater than 200,000. Then, that five-year cost was viewed as a
proportion of median household income in each city to determine affordability. The
most affordable cities were those in which total housing costs on an average house
accounted for the smallest proportion of the median income.
Bakersfield was the most affordable among California’s largest cities. The table below shows the state’s ten most affordable large cities relative to
housing. Nationally, Bakersfield ranked 38th.

World Oil Corporation (World Oil), California’s leading recycler of used motor oils and antifreezes as well as the dominant producer of graded paving, roofing and
related asphalt products and appointed master-developer, Trammell Crow Company (TCC), have officially unveiled plans for Bakersfield Commons, a new
pedestrian-oriented, master-planned mixed-use community located in the heart of
Bakersfield. The 260-acre project will include office, retail, residential, recreational
and industrial space, as well as a wellness campus. Construction will begin in 2018,
with the first development pads delivered in late 2018 and anticipated delivery of
Phase I in 2019. The announcement press release is attached.
Since May 2014, the City Attorney’s office has written 139 letters to marijuana
dispensary operators and their respective property owners. Of these locations, 108
have closed and another 8 are scheduled to be closed by the end of the year. This
is a remarkable 83% success rate with only a fraction of these closures being the
result of litigation. This leaves approximately 23 remaining store fronts which will
remain the focus of future efforts to close. Thanks to the civil penalty ordinance
enacted by City Council in April 2017, the City Attorney’s office has collected $6500
to date and is working on collecting the cost of the recent law enforcement
operations.
Firehouse Magazine has announced the winners of its fourth annual Station Design
Awards program, which recognizes outstanding architecture and design from fire
departments nationwide. We are pleased to announce that Bakersfield Fire Station
No. 8 has won a silver award for station renovation. Fire Station 8 was entered for
consideration by the rrm design group. The magazine will be out in November.
The City of Bakersfield has been awarded five (5) new projects from the Kern
Council of Governments, totaling $113,400 for bicycle program and for pedestrian
improvements on Brundage Lane. The attached award letter outlines the new
projects as well as continued funding for the Bakersfield College Bike Lanes Project.
Last week, staff installed the Capital Flag that Congressman Kevin McCarthy presented to Mayor Goh on the flag pole in front of City Hall North. You will notice
that the flag is larger than the flag that is typically flown. Due to the size we are not able to fly the State flag and the City flag. We are planning to fly the capital flag for
a couple of weeks and then purchase a plaque which we can then install in the hallway adjacent to the Mayor’s office.
I will be on vacation from November 1st through the 3rd. Steve Teglia will be in
charge during my absence and will fill in for me at the November 1st Council meeting. As usual the office will have my contact information in the event of an
emergency.

Traffic Advisories
Night work on State Route 58 at Union Avenue next week
Next week, crews will be working on fiber optic lines along eastbound State Route 58 in
the vicinity of Union Avenue. This will require the closure of the two outside travel lanes
and the eastbound Union Avenue on-ramp and off-ramp while work is underway. These
closures are expected to be place Sunday through Thursday, between the hours of 9
p.m. and 5 a.m.
Please stay alert and watch for construction workers and equipment while driving
through the construction zone. The Thomas Roads Improvement Program apologizes for
any inconvenience this work may cause the traveling public. For project information,

WORLD OIL AND TRAMMELL CROW COMPANY UNVEIL BAKERSFIELD COMMONS
--New Lifestyle Center Will Serve as the Gathering Place for Bakersfield--
LOS ANGELES, CA – World Oil Corporation (World Oil), California’s leading recycler of
used motor oils and antifreezes as well as the dominant producer of graded paving,
roofing and related asphalt products and appointed master-developer, Trammell Crow
Company (TCC), have officially unveiled plans for Bakersfield Commons, a new pedestrian-
oriented, master-planned mixed-use community located in the heart of Bakersfield,
California. The 260-acre project will include office, retail, residential, recreational and
industrial space, as well as a wellness campus. Construction will begin in 2018, with the first
development pads delivered in late 2018 and anticipated delivery of Phase I in 2019.
The overall project is the result of years of planning, guided by the long-term vision of
World Oil, who has owned the property at the corner of Coffee Road and Brimhall Road
for nearly 50 years. The community received Bakersfield City Council approval with a
unanimous vote in December of 2016 and has since been underway with design and active
in pre-leasing. The fully-approved entitlements for the Commons include: 400,000 square
feet of office, 300,000 square feet of retail, 280,000 square feet of light industrial, more
than 1,000 residential units, and a 200-bed hospital.
Phase I plans call for 220,000 square feet of retail, 120,000 square feet of Class A office
space, 325 resort style residential units, a 130-key national branded hotel, and 2.2 miles of
walking paths.
Bakersfield Commons best-in-class design features a lifestyle retail center with shops and
restaurants opening onto landscaped patio areas, serving as the new gathering place for
Bakersfield and allowing the community and visitors alike to enjoy a variety of dining and
entertainment options, including national restaurants and, local eateries. The project is
embracing passive retention for storm water management, which utilizes landscape areas
to naturally filter rainfall. Each area of the project is connected by walking paths, flanked by
drought tolerant plants creating a walkable, livable master-planned community.
World Oil Corporation leadership team has played an active role in the shaping of
Bakersfield Commons. The Roth family is dedicated to creating a sustainable project that
will be one of the preeminent communities in Bakersfield to live, work, and play for
decades to come. With street names such as Heritage Avenue and Legacy Drive, brothers
Bob and Steve Roth envisioned a project that will aligns with their core values and serve as

Vincent Roche, Duane Keathley, and Josh Sherley with PACCRA will manage leasing for the

executive oversight and development leadership for the project on behalf of TCC.
