SUBJECT: General Information
City offices will be closed Thursday and Friday, November 23rd and 24th, in observance
of Thanksgiving. Curbside trash service will be delayed one day.
Notable Items
The formal announcement of Bass Pro and the Gateway shopping complex coming
was a major highlight this week. Staff and Council efforts on that project go back
some eleven years. While the Hosking’s interchange was needed for traffic
congestion relief it also always carried an economic development benefit which is
now in the process of being realized. Bass is a special kind of attraction that will bring
in regional business as well as pulling passing traffic off Highway 99. Special thanks
are due Steve Coslik of the Woodmont Corporation for their persistence in sticking
with the effort over that timeframe.
Senate Bill 1 is the controversial transportation funding bill passed by the California
Legislature this past year. It happens, coincidentally, that the status of the TRIP
program at the time of passage has placed Bakersfield in an extremely
advantageous position in terms of getting funding for enhancements to our
highways from that source. We happen to have shovel-ready projects due to TRIP
work done in the past years. We happen to have match money for SB 1 hand for
the same reason. Few other jurisdictions have that set of benefits available to
them. A memo is attached which shows the potential for about $300,000,000 in
funding for our roads which we believe are likely to be available from that source.

Late last week, the High Speed Rail Authority (HSRA) and the Federal Railroad Administration (FRA) released the long awaited Draft Supplemental Environmental
Impact Report/Environmental Impact Statement (Draft Supplemental EIR/EIS) for the Fresno to Bakersfield section of the High Speed Rail Project (press release provided).
This document supplements the 2014 Final EIR/EIS, with a focus on the alignment
between Poplar Avenue in Shafter and the proposed station location in Bakersfield.
You may recall that in May of 2016, the HSRA Board identified the Locally
Generated Alternative as the Preliminary Preferred Alternative to be identified in the
Draft Supplemental EIR/EIS. Consistent with that action, the Draft Supplemental
EIR/EIS identifies the Fresno to Bakersfield Locally Generated Alternative (F-B LGA) as
the Preferred Alternative. The release of the document begins a 60-day comment
period which will conclude on January 16, 2018. A public hearing to receive
comment on the Draft Supplemental EIR/EIS is scheduled for December 19th and will
be held at the Marriott Hotel in Bakersfield.
Staff is planning to provide the City Council with an update presentation on the
ongoing Station Area Planning effort during the December 13th City Council
Meeting. As part of that presentation, staff will also provide the Council with a
resolution supporting the selection of the F-B LGA as the Preferred Alternative, which
will be submitted to HSRA during the 60-day comment period.
On Thursday, November 9, 2017 fourteen new officers graduated from a rigorous 24 week academy. These fourteen officers dedicated themselves to a grueling six
months of training in order to serve our community. These officers are currently attending a three week mini-academy and are scheduled to begin patrol with their
Field Training Officers the first week of December. Congratulations to the graduates!

Also on Thursday, members from the Bakersfield Police Department’s Military Liaison Unit, along with BPD Command Staff, organized and served breakfast to City of
Bakersfield employees in honor of Veteran’s Day. This breakfast was held from 6am to 9am and will be an annual event to show appreciation for those who chose to
serve in our military before coming to work for the City of Bakersfield.
This will be another busy weekend for local hotels and restaurants as the largest
softball tournament ever held in Bakersfield gets underway on Saturday, November
18. The National Softball Association’s Youth Girls Fast Pitch Tournament will bring 54
teams from across California and the Las Vegas area. This is the last of six NSA
tournaments facilitated by Visit Bakersfield this year. Due to the size of this
tournament, games will be held throughout Bakersfield, including Tarina Homes
Sports Complex at Mesa Marin, Beach Park, East Bakersfield High School, and
Highland High School. Traffic Advisory
Nighttime closures for State Routes 58 and 99
Lane and ramp closures will be needed on State Routes 58 and 99 on Sunday and
Monday night next week. These closures are needed to allow the contractor for the
Beltway Operational Improvements Project to continue paving operations and for
material delivery. All of the following closures are scheduled to be in place between the hours of 9 p.m. and 5 a.m.
On Sunday, November 19, the two outside lanes on westbound State Route 58 in the
vicinity of Union Avenue and Chester Avenue will be closed for paving. The westbound

State Route 58 Union Avenue on-ramp and the Chester Avenue off-ramp will also be closed during this time period.
Paving operations will also be underway on State Route 99 on Sunday night. These
operations will require the closure of the southbound State Route 99 Ming Avenue on-
ramp and the southbound outside lane in this area. There will also be a closure of the
two outside lanes on northbound State Route 99 and the northbound State Route 99
Ming Avenue off-ramp during these hours.
On Monday, November 20, the two outside eastbound lanes on State Route 58 in the
vicinity of Chester Avenue and Union Avenue will be closed for paving operations.
The eastbound State Route 58 off-ramp to H Street will be closed on both nights for
material delivery.
There are no scheduled lane closures for the remainder of the week due to the
Thanksgiving holiday weekend.
Please stay alert and watch for construction workers and equipment while driving
through the construction zone. The Thomas Roads Improvement Program apologizes for
any inconvenience this work may cause the traveling public. For project information,

State Route 99 Lane and On-Ramp Closures This Weekend in Bakersfield
The Department of Transportation (Caltrans) announces a daytime closure on State
Route 99 this weekend in Bakersfield for landscape maintenance and drainage clean-
up. Written notice is attached.
The following closures will be in effect, weather permitting: · The Southbound State Route 99 connector from Real Road will be closed on
Saturday, November 18, and Sunday, November 19, from 5:30 a.m. to 3:00 p.m. each day. This closure will include the #4 (right) lane between State
Route 58 and the Ming Avenue off-ramp.
Closures may continue for longer periods of time if necessary, due to delays caused by weather or uncontrollable events that may occur during construction procedures.
Caltrans would like to thank residents and commuters for their patience during these
maintenance operations and remember to please “Slow for the Cone Zone.”

Long-Term Closure of Equestrian Trail East of Mohawk Street A long-term closure will be required for the equestrian trail that runs along the north side
of the Kern River. This closure is needed to maintain horse and rider safety during the
construction of the Kern River Bridge Improvements Project.
The area of the closure is between Mohawk Street and the rail line. This section of the
trail will be closed immediately and will remain closed while the project is under
construction. Any disturbances to the trail caused by construction will be restored prior
to re-opening.
The Kern River Bridge Improvements Project is the first phase of the Centennial Corridor
project; it constructs bridges and makes the necessary improvements for the future
freeway’s connection to the Westside Parkway. The Thomas Roads Improvement
Program apologizes for any inconvenience to local equestrians.

SUBJECT: Senate Bill 1 – City of Bakersfield
At a point in time when the TRIP team has a number of key projects shovel ready for
construction SB 1 was coincidentally approved. Specific project packages are now
being released by the CTC and Cal Trans for “pockets” of SB 1 money. Having these
projects to the shovel ready stage and having a local match already available, places
Bakersfield in a uniquely advantageous situation to access very large sums of road
money in the short term future.
Here is an update:
Basic maintenance allocation for the City $86 million over the next ten years - certain as
long as the legislation stays in place
State Transportation Improvement money STIPP $54 to $64 million over the next few years – The Council of Government’s top priority is the Centennial Corridor - certain if
the legislation stays in place. This can assist the City in completing the Corridor without bonding if the federal Infra Grant is received or in reducing bonding if not.
SHOPP program of Cal Trans - About $90 million already programmed for repaving of 99 and 58 – This is outside the TRIP program or City direct issues. - Nearly certain if the
legislation stays in place.
SHOPP $31 million for Belle Terrace - which is a carve out of the Centennial Corridor and
which also reduces future bonding. Approved for inclusion in the SB1 SHOPP program up through Cal Trans headquarters - will be submitted to CTC in December for review
and voted on by the CTC in March 2018. Nearly certain to be received.
Newly announced SB 1 pockets of money which is for construction only – meaning
shovel ready – competitive but generally jurisdictions are not shovel ready and have
the local match that is required and, we believe, are likely:
Congestion relief – $16 million to offset local costs for 24th Street. Savings may allow us
to fund property acquisition on the Hageman Flyover so a $54 million project could be
shovel ready in a year.
Trade Corridor – Another Centennial Corridor carve out for a loop ramp and widening
of 58 near 99. Potentially $11 million.
Local – Partnership of congestion relief – Up to $8 million for Rosedale Highway widening from Calloway to Allen, which is shovel ready.
Probable to Potential total: $296 to $306 million - Hageman not included.

California High-Speed Rail Releases Draft Supplemental
Environmental Document for Fresno to Bakersfield Project Section
SACRAMENTO, Calif. – The California High-Speed Rail Authority (Authority) and the Federal Railroad
Administration (FRA) today released for public review and comment, a Draft Supplemental Environmental
Impact Report/Environmental Impact Statement (Draft Supplemental EIR/EIS) for the Fresno to Bakersfield
Project Section of the California High-Speed Rail System.
This document supplements the 2014 Final EIR/EIS for the Fresno to Bakersfield Project Section and is focused
on the southern portion of the alignment between Poplar Avenue in Shafter and a station location in Bakersfield.
The 2014 Final EIR/EIS evaluated alignments that generally followed the existing BNSF tracks from Shafter
into Bakersfield. Since then, a new alignment was developed, known as the Locally Generated Alternative,
extending from Shafter east towards State Route 99 and the existing Union Pacific tracks, then southward into
Bakersfield.
The Draft Supplemental EIR/EIS provides a detailed analysis of the Locally Generated Alternative and
compares that alignment to the Preferred Alternative identified in the 2014 Final EIR/EIS for the same
geographic area between Shafter and Bakersfield.
Recognizing that the comment period includes the holiday season, the Authority has lengthened the public
comment period to 60 days from the required minimum of 45 days. The official comment period begins
Thursday, November 9, 2017 and ends Tuesday, January 16, 2018.
