This full color publication from Visit Bakersfield has more than 60 pages of fun ways to explore California’s ninth largest city. With a cover that features the marquee of the iconic Fox Theater, the new Official Bakersfield Arrival Guide also has suggestions on ways to explore the Bakersfield Sounds (plural), our dynamic arts scene, Museum Trail, downtown public art walking tour, great outdoors, agricultural bounty, and sports and golf possibilities. In addition, the Arrival Guide features Bakersfield’s “Top 10 Snapshot Spots,” designed to give visitors a memorable photo of their stay in Col. Baker’s field. A new section looks at “Bakersfield Bike Adventures” with suggested bicycling routes like the 30 mile Kern River Parkway Trail or the grueling Time Trial Tour from the 2012 Amgen Tour of California held in Bakersfield. Designed and published by Lunar Cow Design, the Official Bakersfield Arrival Guide is the official destination publication for Bakersfield. It soon will be available at more than 80 locations throughout Bakersfield including hotels, the Amtrak station and Visit Bakersfield at 515 Truxtun Avenue. You also can view a digital version online at www.visitbakersfield.com.  A few months ago, Councilmember Smith requested that we plant trees on the Kern River Parkway between the Park at River Walk and Aera Park. Once funding was approved in September, city staff was able to contract for the irrigation and tree planting. The tree planting should be completed by the end of today. General Information December 1, 2017 Page 2  McMurtrey Pool will be closed from December 4th to December 17th for annual maintenance. The office will remain open during regular business hours, Monday- Friday 8 am to 5 pm. Traffic Advisories  Nighttime closure for Westside Parkway-Truxtun Avenue Off-ramp The contractor for the Kern River Bridge Improvements project plans to close the eastbound Westside Parkway off-ramp to Truxtun Avenue on Wednesday night, December 6, between the hours of 9 p.m. and 5 a.m. Eastbound traffic will need to exit at Mohawk Street while this work is underway. The ramp closure is needed to make adjustments to the temporary concrete barrier rail along eastbound Truxtun Avenue near the ramp. The outside lanes on Truxtun Avenue will also be closed in this area while the work is underway, but at least one lane will remain open to traffic. All three lanes are expected to be open to traffic in time for the morning commute. General Information December 1, 2017 Page 3  State Routes 58 and 99 Nighttime Closures for Next Week The following nighttime lane and ramp closures are planned for State Routes 58 and 99 next week, December 3 through December 7. These closures are expected to be in place between the hours of 9 p.m. and 5 a.m. On Sunday and Monday nights, closures will be needed for the eastbound State Route 58 Union Avenue off-ramp and the two outside freeway lanes in this area to install metal beam guard rail. The contractor also plans to work on northbound State Route 99 on Sunday and Monday nights to continue paving operations in this area. This work will require the closure of the Ming Avenue off-ramp and the two outside freeway lanes in this area while work is underway. Paving operations will continue on eastbound State Route 58, Tuesday through Thursday nights, in the area of the State Route 58 Union Avenue off-ramp. The ramp and the two outside lanes adjacent to the ramp will need to be closed for this work. At least one lane will remain open to motorists in all areas while these work items are in progress. Please stay alert and watch for construction workers and equipment while driving through the construction zone. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. Regular project updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  Join us on January 5, 2018 for the Truxtun Avenue Operational Improvements Project groundbreaking. This project provides operational improvements along Truxtun Avenue from Empire Drive to approximately 100 feet east of Elm Street. The ceremony will be held at 1:30 p.m. at Jastro Park.  Congratulations to the TRIP team! The Central California Chapter of the American Public Works Association (APWA) presented the City with two awards at the association’s annual meeting held on November 9th. The City received a Project of the Year Award in the transportation category for the State Route 178 Widening Project and a Project of the Year Award in the environmental category for the Kit Fox Sump Habitat Plan. Bakersfield Public Works Director Nick Fidler, TRIP Co-Manager Kristina Budak, and City Engineer 1 Roani Sandoval were on hand to accept the awards. The State Route 178 Widening Project widened and made other improvements to three miles of State Route 178 and realigned the connection with State Route 184. The project was completed in Spring 2017. The Kit Fox Sump Habitat Plan was developed in coordination with Caltrans, the California Department of Fish & Wildlife, and the U.S. Fish & Wildlife Service to address cumulative potential habitat loss for the San Joaquin kit fox due to transportation projects. Artificial dens were installed last year at various city-owned locations to provide safe habitat and refuge from predators in areas with a known kit fox presence. The APWA awards were established to recognize excellence in management and administration of public works projects between the managing agency, the consultant/architect/engineer, and the contractor. PROJECT STATUS Rain and other inclement weather conditions can impact construction activities and project schedules. Many activities cannot be performed in the rain, when the ground is wet, or when temperatures are too low. In addition, Caltrans does not allow lane and ramp closures during rain or foggy conditions. Construction activities may be canceled and rescheduled without prior notice. TRIP staff appreciates the public’s patience as our contractors make the necessary scheduling adjustments to work around changing weather conditions. Beltway Operational Improvements Contractor: Security Paving Company 76% complete; anticipated completion: spring 2018 This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road, and on State Route 99, from north of Ming Avenue to Wilson Road. December 2017 TRIP Status Report TRIP Status Report December 2017 Page 2 Crews are completing the mechanical and electrical work on the Storm Water Pumping Plant located on northbound State Route 99 near Ming Avenue. The pump plant is expected to be energized in early January, completing this piece of the project. Work continues on the drainage system along the southbound State Route 99 on-ramp. This drainage work will continue during December, along with work on a drainage basin in this area. On eastbound State Route 58, work continues on various retaining walls and sound walls. Paving activities were also underway on both eastbound and westbound State Route 58 between Chester Avenue and Union Avenue last month. Crews are working on drainage systems near the new State Route 99 to eastbound State Route 58 Connector Bridge. These activities will continue through December. A concrete closure pour was held for the bridge widening at Madison Street and P Street was reconstructed in the vicinity of State Route 58 in November. Motorists should anticipate intermittent nighttime lane closures occurring Sunday through Thursday nights between the hours of 9 p.m. and 5 a.m. on both State Routes 58 and 99 within the project limits. Kern River Bridge Improvements Contractor: Security Paving Company 18% complete; anticipated completion: summer 2019 The contractor has been constructing embankments for the future bridge abutments on the north and south sides of Truxtun Avenue and on the north side of the Kern River. Crews formed the footing and placed reinforcing steel for the Kern River Bridge Widening abutment on the north side of the river in November. Work on the bridge abutments will continue into December. Drilling for the Cast-In-Drilled Hole (CIDH) Piles, as well as pile driving, for bridge columns was ongoing throughout November and these activities will continue through December. Some of the drilled holes are 10 feet in diameter and extend more than 130 feet below the surface. Temporary concrete barrier rail has been placed along the Westside Parkway to allow for work within the existing median. In December, the contractor plans to begin grading the eastbound direction in preparation of placing new pavement in this area. The eastbound Westside Parkway off-ramp to Truxtun Avenue has been temporarily reduced to one lane. The contractor plans to place temporary concrete barrier rail on the off-ramp in December to allow for the removal of the metal beam guard rail, which will be replaced with concrete barrier rail as part of this project. Truxtun Avenue Operational Improvements Contractor: Granite Construction 0% complete; anticipated construction start: early 2018 This project provides operational improvements along Truxtun Avenue from Empire Drive to approximately 100 feet east of Elm Street. City Council awarded the construction contract to Granite Construction at the November 1st meeting and construction will begin in early January 2018. A groundbreaking ceremony is planned for January 5, 2018 at 1:30 p.m. The event will be held at Jastro Park. 24th Street Improvement Project Designer: TYLin International Design 98% complete; Right-of-Way 100% complete for full acquisitions The project designer anticipates submitting the 100% plans by the end of the year. The streetscape design and remaining right-of-way activities for partial acquisitions are nearing completion. Last month, Council voted to remove the existing crosswalk at 24th Street and A/Alder Street and directed the project team to submit a concept for a new crosswalk in a safer location. The project team will present a proposed location for a new crosswalk at the regular City Council meeting on December 13th. The meeting will begin at 5:15 p.m. in Council Chambers at 1501 Truxtun Avenue, Bakersfield. TRIP Status Report December 2017 Page 3 Sound wall construction on the north side of 24th Street within the residential section is scheduled to begin after the New Year. Centennial Corridor Designer: Parsons Design: 95% complete Staff is pursuing potential State-sponsored funding opportunities for the project phase that would replace the Belle Terrace Bridge over State Route 99. Final design plans for various parts of the project are at or nearing completion; these include: • 100% Westpark Sounds Walls and 100% Local Street Improvements packages • 100% Local Roads and Bike Path plans • 100% PS&E package for the La Mirada and Marella Way structures • 100% Roadway plans • 100% plans for structures in Zones 1 and 2 were submitted in November (Zone 1 includes the roadways and structures from the Kern River Bridge Improvements through the California Avenue Bridge; Zone 2 includes the Marella Way and La Mirada bridges to facilitate neighborhood circulation across the future freeway) • The design team is working toward a 100% submittal structures associated with the State Routes 58 and 99 Interchange through the Stockdale Highway Bridge (Zone 3) by the end of the year. • Various environmental revalidations have been drafted due to design development and have been approved or are under review. The City has obtained legal possession of all full parcels necessary for construction of the project, and the acquisition of the necessary partial parcels is underway. To date, 221 structures have been cleared from the alignment. The relocation of the City-owned sanitary sewer in the Westpark neighborhood is underway. Construction bids were submitted on November 21st for the local streets package; a contract is expected to be placed on the December 13th City Council agenda for approval. Construction will follow behind the City’s sanitary sewer relocation project. Hageman Flyover Designer: Caltrans Design 98% complete Caltrans Design and Structures teams are working on the final Plans, Specifications, and Estimate (PS&E) package. Caltrans anticipates submitting the final package to the City by the end of 2017.
