HomeMy WebLinkAbout03.10.2011 WB Agenda Packet Special MtgJ-e�� 0 ""111111111ft E A K E R S F I E L D De, elopmten4 Services Depsrtnent- Plamiig Ci. -inim ... 5N 6mrwC 1y zw NOTICE OF SCOPING MEETING NOTICE IS NEARBY GIVEN that comments from the public and agencies will be taken at a scoping meeting to begin at 5:30 p.m. or soon thereafter, as the matter may be heard on THURSDAY, MARCH 10, 2011 in the Council Chambers of City Hall, 1501 Truxtun Avenue, Bakersfield, CA, to consider the following: Item to be considered: Meeting to provide the public and regulatory agencies an opportunity to comment on the scope and content of the City's Draft Environmental Impact Report (EIR) for the Kern River Flow and Municipal Water Program ( KRFMWP). The KRFMWP is multi- objective program with the primary goals of retaining water in the Kern River that was formerly diverted out of the River and satisfying the City's municipal water demand through increased groundwater recharge. Water sources to support the increased river flows will be derived from water accruing to the City's pre -1914 appropriative Kern River water rights, and additional unappropriated surplus Kern River water. The KRFMWP provides river flows necessary to implement and enhance the goals and policies of the City's previous river plans and programs, including the 1985 Kern River Plan Element and the 1988 Kern River Parkway EIR, and water policies confirmed and readopted in 2001. Additional benefits of the program include increasing groundwater recharge, sustaining municipal water resources, enhancing riverine ecology and habitats, improving water quality, providing more recreational opportunities, and improving the aesthetic quality of the river parkway. 2. Project location: Increased river flows and recharge will occur along the Kern River corridor, generally from the western entrance of Hart Park to the intersection to Interstate -5. Other municipal water use aspects of the Program are citywide. 3. Project applicant: City of Bakersfield, 1600 Truxtun Ave., Bakersfield, CA 93301 4. Purpose of the meeting: You are invited to submit comments regarding the scope and content of the environmental information to be addressed in the EIR. (In the future, you will be sent additional notices for public hearings regarding this project.)
