HomeMy WebLinkAbout12/22/2017AT OFFICE OF THE CITY MANAGER December 22, 2017 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information MERRY CHRISTMAS City offices will be closed Monday, December 25th, in observance of the Christmas holiday, and Monday, January 1st, in observance of the New Year. Curbside trash service will be delayed by one day for both holidays. Notable Items Citizens Business Bank, one of the last demolitions for the Centennial Corridor Project, is being demolished today. The Centennial Corridor Project will construct a new alignment for State Route 58 from Cottonwood Road on existing State Route 58 (East) to Interstate 5. The project will ultimately provide route continuity and traffic congestion relief along State Route 58 within metropolitan Bakersfield and Kern County from the existing State Route 58 (East) to Interstate 5. General Information December 22, 2017 Page 2 The City recently hired a contractor to evaluate various points on the influent line at Wastewater Treatment Plan No. 3. During this evaluation, the contractor identified a twelve-foot section that displayed a loss of steel thickness of more than 75 percent (allowable industry standard is around 12.5 percent). As a result, the City is conducting emergency work to replace this section of the influent line. An emergency resolution will be placed on the next City Council agenda. Please see the attachment for additional information. Good news! The City-operated parking structure at 18th and Eye Streets is now accessible to hourly parking customers from the Eye Street entrance. Prior to the latest improvements, hourly parking customers could only enter at the 18th Street entrance. The upgrade is intended to provide additional accessibility to off-street parking for visitors to the downtown area. Bakersfield Mobile, the City’s official service reporting smartphone app, launched in July 2014. Since that time, nearly 17,000 reports have been submitted to City staff. Of the 17,000 reports submitted, the most common request is graffiti with nearly 6,000 reports made to date. Water waste, street light issues, illegal dumping, and potholes round out the top five most requested items. More recently, the app was updated to allow users to report several common code enforcement-related items, including overgrown lawn or weeds, junk, trash and/or debris in a yard, abandoned furniture, algae in swimming pools and vehicles parked on a lawn. Bakersfield Mobile has an average app store user review rating of 4.5 stars and won a Kern Council of Governments Regional Award of Merit in 2014. The City continues to identify ways to enhance and expand the app. As always, the app is free to download in Google Play and App Store (iOS) by searching for “Bakersfield Mobile.” During the weeks of Christmas and New Year holidays, trash and recycling service will be delayed by one day. The Mount Vernon Green Waste Facility will be closed on Monday, December 25th, and reopen Tuesday, December 26th, at 7:00 a.m. They will also be closed on Monday, January 1st, and reopen Tuesday, January 2nd. In addition to recycling Christmas trees at the facility or the green waste containers, trees can also be recycle at Bakersfield College, Cal State Bakersfield, and the Fairgrounds. Please see the attached release for more information. I will be on vacation from December 26th through December 29th. Traffic Advisories Nighttime Lane Closures on Westside Parkway The contractor for the Kern River Bridge Improvements project plans to continue nighttime paving operations next week as weather permits. The work is scheduled for each night General Information December 22, 2017 Page 3 between Tuesday, December 26th, and Thursday, December 28th, between the hours of 9:00 p.m. and 5:00 a.m. The paving will be within the existing median, but will require lane closures in the eastbound direction, between Coffee Road and Truxtun Avenue. At least one lane will be open to traffic while the work is underway. Nighttime Striping Operations on State Routes 58 and 99 The contractor for the Beltway Operational Improvements Project plans to refresh lane striping on State Routes 58 and 99, within the project area, during nighttime hours Tuesday, December 26th, through Thursday, December 28th. This work will require alternating lane and ramp closures for both directions of travel on State Route 99, between Ming Avenue and Wilson Road, and on State Route 58 between State Route 99 and Cottonwood Road. This work is expected to take place between the hours of 9:00 p.m. and 5:00 a.m. each night. Shifts to traffic are also planned for the northbound State Route 99 off-ramp, westbound Chester Avenue off-ramp, and the eastbound Cottonwood off-ramp in the coming weeks. Electricians plan to continue the installation of fiber optics along eastbound State Route 58, between Chester Avenue and Cottonwood Road, Tuesday through Thursday nights, between 9:00 p.m. and 5:00 a.m. Motorists should anticipate closures of the outside lanes in the vicinity of this work. At least one freeway lane will remain open to motorists in all areas while work is underway. (606 21st Street). The event hands out essential goodies such as blankets, shoes, hygiene items, clothes, and more to people in need. There will be no pick up on Christmas Day, Monday, December 25, 2017 or New Year’s Day, Monday, January 1, 2018. Monday collections will be one day later on Tuesday, with Tuesday collections on Wednesday and so on, with Friday collections on Saturday. The Mt Vernon Green Waste Facility will be closed on Christmas Day, Monday, December 25, 2017, reopening Tuesday, December 26, at 7am. They will also be closed on Monday January 1, 2018, reopening on Tuesday, January 2, 2018. Christmas trees can be recycled at the Mt. Vernon Green Waste Facility. Please remove all ornaments, bulbs, lights, and plastic or metal stands. The Green Waste Facility is located 2 miles south of Highway 58 on So. Mt Vernon Avenue. Christmas trees can also be recycled at Bakersfield College (south parking lot at the corner of Haley and University), Cal State Bakersfield (southwest parking lot alongside Camino Media), or at the Fairgrounds parking lot (corner of Belle Terrace and P St.) between December 26th and January 12th . Christmas trees may also be placed in your green waste container by cutting the tree down to fit inside the container. The tree must allow the lid to close completely. All ornaments, bulbs, lights, plastic and metal stands must be removed from the tree. Those items may be placed in the tan trash container.
