Good News
In accordance with the Brown Act, the City of Bakersfield is pleased to announce that it has reached a settlement in its lawsuit entitled: California Water Service
Company and City of Bakersfield v. The Dow Chemical Company, et al. San Mateo
County Superior Court Case No. CIV 470999.
The case was brought by the City to recover damages as a result of the
contamination of its water from a fumigant manufactured by Dow/Shell Oil which
contained 1,2,3 trichloropropane or TCP. The State of California has recently
adopted a maximum contamination level of 5 parts per trillion (ppt) for this
contaminant.
In order to remove the TCP from city wells, the City has to install vessels containing
granular activated carbon. This has required the City to bond for said capital costs,
resulting in higher water fees to city customers. The gross settlement to the City of
$82 million less legal fees and costs, for a net of approximately $54 million, will allow
for recovery of the capital costs to install the treatment in thirty-five (35) city wells.
Under the settlement terms, the City is also able to preserve future claims against the
Defendants should the need arise to expand the clean-up process.
At the January 10th Council meeting, staff will bring forward an action item for
consideration by the City Council which would call the previously issued bonds in
the amount of $23 million. That process takes notice to bondholders and about 35
days. Following that at the February 21st Council meeting the City staff will also
propose that the two water rate increases previously authorized be voided; one for
13% which would have gone into effect in July of 2018 and another for 7.6% that
would have gone into effect in July of 2019.
A 16% rate increase was previously approved and went into effect in October of 2017. When the capital costs to complete the treatment facilities are fully known
and when practical experience provides a more accurate understanding of ongoing operation and maintenance costs it is possible that a portion of the

previously enacted 16% increase can also be reduced. The City Manager’s Office is
proposing to bring that issue forward to the City Council in conjunction with
consideration of the 2018/19 Fiscal Year Budget.
My compliments and thanks are due to the City Attorney, Barron and Budd, and our
Water Resources Department staff for pursuit of this settlement. We are pleased to
have moderated at least a large portion of the negative impacts on our water
customers.
Note: The rates discussed are for the City owned water system service area, a map
for which is attached.
Attached you will find the monthly Thomas Roads Improvement Program (TRIP) Status Report for the month of January. The report gives a summary of each TRIP
project in construction, in design, and under review. Completion percentages and pictures of projects are also included.

Nighttime Closures for Fiber Optic Work
Lane and ramp closures will be needed in various locations next week to allow for
fiber optic line trenching. In addition to the closures listed below, the eastbound
State Route 58 H Street off-ramp is expected to be closed each night for material
delivery and removal. All closures are scheduled to occur between the hours of 9 p.m. and 5 a.m.

TRIP projects are moving rapidly through the various stages of project development.
This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. If
you have questions, or need additional information, please contact Janet Wheeler at the TRIP office, (661) 326-

MILESTONES
The TRIP team is ringing in the New Year with a new project for west side commuters traveling to and from
downtown Bakersfield. The Truxtun Avenue Operational Improvements Project will ease congestion on
Truxtun Avenue from Empire Drive to approximately 100 feet east of Elm Street. The project adds a lane in
each direction on Truxtun Avenue, modifies the curve at the Truxtun Avenue/Westwind Drive intersection,
and adds a right-turn deceleration lane for westbound traffic turning onto Westwind Drive. The project also
lowers Truxtun Avenue beneath the State Route 99 overcrossing to meet current Caltrans vertical clearance
standards and extends the Carrier Canal located east of the State Route 99 overcrossing. Construction
activities are scheduled to begin in early January.
PROJECT STATUS
Beltway Operational Improvements
Contractor: Security Paving Company
78% complete; anticipated completion: spring 2018
This project includes various improvements along State Route 58, from State Route 99 to Cottonwood Road,
and on State Route 99, from north of Ming Avenue to Wilson Road.
The Storm Water Pumping Plant located on northbound State Route 99 near Ming Avenue is expected to be
energized in early January and function testing will begin. Concrete paving was completed on the southbound
off-ramp from Ming Avenue in December. The contractor is excavating a new drainage basin adjacent to the
southbound State Route 99 on-ramp. This work will continue in January.
Paving operations have been underway in various areas of the project and concrete was placed for the
approach slabs for the widened bridges at Madison Street in December. The contractor has been refreshing lane
striping within the project area and has switched traffic on several ramps to complete project work in these
areas.
Wall construction continues in various areas, but block placement was completed last month along
westbound State Route 58 between Chester Avenue and Union Avenue.
The contractor has been working on the underground drainage system along eastbound State Route 58 in the
vicinity of the new bridge. This work continues in the coming month.
Motorists should anticipate intermittent nighttime lane closures occurring Sunday through Thursday nights
between the hours of 9 p.m. and 5 a.m. on both State Routes 58 and 99 within the project limits.
Kern River Bridge Improvements

Earthwork for the bridge embankment on the north side of Truxtun Avenue was underway during December
and will continue during the month of January.

Drilling and pile driving for bridge columns continued through December, and the contractor placed footings
and concrete for several columns. Additional columns will be set and poured in the coming weeks.
The vertical portion of the Kern River Bridge widening abutment has been formed and a concrete pour is
planned for January. This bridge abutment is located on the north side of the Kern River.
The contractor finished grading the median on the Westside Parkway and placed base concrete. Concrete
placement will continue in January; crews will be working during daytime hours.
Truxtun Avenue Operational Improvements
Contractor: Granite Construction
0% complete; construction start: January 2018
This project provides operational improvements along Truxtun Avenue from Empire Drive to approximately
100 feet east of Elm Street.
A groundbreaking ceremony was held on January 5, 2018 at 1:30 p.m. at Jastro Park.
Construction is scheduled to begin in early January. Initial activities include the installation of storm water
control measures, followed by median demolition and temporary paving and striping to shift lanes and make
room for construction. Additional activities include tree removal and clearing the area under State Route 99 and
along Truxtun Avenue.
24th Street Improvement Project

Design 98% complete; Right-of-Way 100% complete for full acquisitions
Sound wall construction on the north side of 24th Street within the residential section begins this month.
The project designer anticipates submitting the 100% plans in early January. The streetscape design is nearing
completion. Remaining right-of-way activities are expected to be completed by spring.
City Council approved a HAWK-signalized pedestrian crossing at Pine Street to replace the pre-existing
crosswalk at A/Alder Street at the regular meeting on December 13th. The signalized crosswalk will provide
connectivity between the residential neighborhoods and amenities located to the north and south of 24th Street
at a safer location.
Centennial Corridor
Designer: Parsons
Design: 95% complete
Staff is pursuing potential State-sponsored funding opportunities for the project phase that would replace the
Belle Terrace Bridge over State Route 99. Staff is pursuing additional State and Federal grants for other project
phases.
Final design plans for various parts of the project are at or nearing completion; these include:
• 100% Westpark Sounds Walls and 100% Local Street Improvements packages
• 100% Local Roads and Bike Path plans
• 100% PS&E package for the La Mirada and Marella Way structures
• 100% Roadway plans
• 100% plans for structures in Zones 1 and 2 (Zone 1 includes the roadways and structures from the
Kern River Bridge Improvements through the California Avenue Bridge; Zone 2 includes the Marella
Way and La Mirada bridges to facilitate neighborhood circulation across the future freeway)
• 100% submittal for structures associated with the State Route 58/99 Interchange through the
Stockdale Highway Bridge (Zone 3).
• Various environmental revalidations have been drafted due to design development and have been
approved or are under review.

The City has obtained legal possession of all full parcels necessary for construction of the project, and the
acquisition of the necessary partial parcels is underway. To date, 224 structures have been cleared from the
alignment.
The relocation of the City-owned sanitary sewer in the Westpark neighborhood is underway. A construction
contract for the Westpark local streets package was approved by City Council on December 13th. Construction
will follow behind the sanitary sewer relocations. A Westpark soundwall construction package is expected to be
advertised in February 2018; construction would begin following the sanitary sewer relocations and Westpark
local streets packages.

Caltrans Design will be submitting the final Plans, Specifications, and Estimate (PS&E) package to the City this
month.
Please Note: Rain and other inclement weather conditions can impact construction activities and project
schedules. Many activities cannot be performed in the rain, when the ground is wet, or when temperatures are
too low. In addition, Caltrans does not allow lane and ramp closures during rain or foggy conditions. Construction
activities may be canceled and rescheduled without prior notice. TRIP staff appreciates the public’s patience as
our contractors make the necessary scheduling adjustments to work around changing weather conditions.

Over the past three years, the Recreation and Parks Department has contracted with a
private security company for various city parks. Current contractor, Trans West Security,
duties include providing security at the Dr. Martin Luther King Community Center during
the after school and summer program hours, checking various park facilities during park
closing hours and securing restrooms after 10:00PM.
The current schedule is attached, and is periodically adjusted based on the amount of
vandalism and complaints in the various parks and areas. Trans West Security provides
daily reports on findings, graffiti, maintenance issues, vandalism and encounters with
after hours individuals. Park security does not have the authority to cite or arrest; they
call police when serious violations occur.
An increase in park patrols would require additional funding and expansion of the
current contract capacity.
Councilmember Parlier referred City staff to explore expanding park security services
to additional parks.
