AGENDA HIGHLIGHTS
JANUARY 10, 2018 COUNCIL MEETING
REGULAR MEETING – 3:30 p.m.
NOTE: A separate meeting will be called to order at 3:30 p.m., followed by public statements
that will encourage comments pertaining to closed session matters only. The Council will recess
into closed session. Upon conclusion of the closed session, any closed session action will be
announced prior to adjournment of the meeting. At 5:15 p.m., the regular meeting will be called
to order to address the remainder of the agenda items.
CLOSED SESSION
There will be a conference with the labor negotiator as well as a conference with legal counsel
regarding one item of potential litigation.

CONSENT CALENDAR
Resolutions
Emergency Repair of Influent Line at Wastewater Treatment Plant No. 3. The City
Item 8f.
recently hired a contractor to evaluate various points on the influent line at Wastewater
Treatment Plan No. 3. During this evaluation, the contractor identified a twelve-foot section that
displayed a loss of steel thickness of more than 75 percent (allowable industry standard is
around 12.5 percent). As a result, the City is conducting emergency work to replace this section
of the influent line in an amount not to exceed $158,000. As previously mentioned in General
Information, this item would be placed on this City Council agenda.
Kern River Flow and Municipal Water Program. In July 2015, the Tulare County
Item 8h.
Superior Court ruled the City’s 2012 Environmental Impact Report (EIR) for the Kern River Flow
and Municipal Water Program was deficient; particularly, that more of a description was
needed in the Project Description to clarify the role and function of the Program EIR and
address the City’s subsequent actions. After a series of steps to recertify the EIR (Resolution No.
179-16), City staff is requesting approval of an amended resolution, which fills in the chronology
since the recent judgment and follows the Court’s instruction by eliminating the exhibits from
said resolution. The amended resolution does not change or impact the prior certification of the
Program EIR.
Agreements
Emergency Solutions Grants (ESG) Agreements. In an ongoing effort to provide

services to individuals and families who are homeless in Bakersfield, City staff is recommending
approval of various agreements with shelter providers using Emergency Shelter Grant (ESG)
Program funds awarded from the U.S. Department of Housing and Urban Development (HUD).
These funds total approximately $270,000. The City Council has previously approved the
allocation of these funds by approving the Fiscal Year 2017-18 HUD Action Plan on May 10,
2017. This item only relates to approval of the agreements.
Miscellaneous
TCP Litigation Settlement Proceeds. As was recently announced, the City has

received net settlement proceeds of approximately $53 million regarding the longstanding TCP
litigation. City staff is recommending the City Council authorize a bond call to eliminate the
outstanding debt associated with the September 2017 issuance of $23,075,000 in Domestic
Water Revenue Bonds. These bonds were originally issued to fund a portion of the capital
expenditures necessary to provide 1,2,3-Trichloropropane (TCP) treatment for various water
wells within the City’s domestic water system. In addition to eliminating the current bond debt,
this action will allow the City the ability to forego future rate increases that were previously
approved to support the debt issuance.
HEARINGS
Master Fee Schedule Adjustments. Every two years, City staff conducts a full

review of the City’s master fee schedule to identify new fees or adjustments necessary to
recover costs associated with existing services. City staff completed this full review in the
second quarter of 2017. A workshop was conducted with the City Council in May of 2017 and
the master fee schedule was approved in June of 2017. Since that time, staff has identified
some additional changes or “clean ups” that need to be made. A public hearing is required
when such changes are requested and that is the purpose of this hearing item. Additional
information related to the specific areas of adjustment can be found in the administrative
report for this item.
REPORTS
Police Department Updates. Members of the Police Department Command
Item 11a.
Staff, including the Chief of Police, will be providing information on several police related efforts.
The first area includes an agreement that has been developed with the Bakersfield City School
District to provide funding for School Resource Officer services under a pilot program that will
run from February 1, 2018 through June 30, 2018. The second item includes a presentation and
several action items relating to the Police Departments use of ShotSpotter gunshot detection
technology, utilizing recently awarded federal grant revenues. This two-year pilot program was
developed through discussions with the City Council’s Safe Neighborhoods Committee and is
designed to assist the Police Department in detecting and ultimately combating gun violence
in a specific geographic area of the City. The final item includes a presentation by the Chief of
Police regarding departmental efforts and trainings associated with 21 Century Policing

principals, including a focus on de-escalation training.
