Objective
The objective of this study is as follows:
1)The purpose of this study is to determine the difference of sewer discharge from
the initially zoned R-1 to a proposed zoning of commercial
2)To determine the downstream effects of any additional sewer discharge to the
existing sewer line on Panama Lane and Stine Road.
Existing Facilities
The site is currently undeveloped and surrounded by undeveloped R-1 zoned land to the
south. Cruz Thru Express Car Wash (to the west), Greenlawn Mortuary (to the east),
and Panama Lane (to the north) are existing proprieties and not a part of these
improvements. A 24” sewer main line runs westerly along Panama Lane towards the
Stine Road Trunk Line on westerly side of Stine Road. This trunk line ultimately
discharges south to the McCutchen Trunk and ultimately to the Wastewater Treatment
Plant #3.
Planned Land Uses
The future commercial, formerly zoned R-1, will be a portion of an overall commercial
future development, 13.00 acres.
Results
The proposed development will tie into the existing 24” sewer, located on the north side
of Panama Lane. The sewer system within the proposed commercial parcel will be
analyzed as part of a separate study.
Based on our calculations in the enclosed spreadsheet, the future commercial is
expected to generate 0.131 cfs (58.815 gpm) of peak sewer flow. The most an R-1
zoned residential would generate is 0.140 cfs (62.960 gpm), assuming 6,000 sq-ft lots.
Thus an additional 42.066 gpm will discharge into the sewer system due to the zone
change.
Sewer monitoring was done at two intersections downstream from the proposed tie-in
point, Panama Lane & Stine Road and Stine Road & McCutchen Road. The analysis
measured the velocity (fps) and level (in) of discahrge in the pipe during a span of
several days. This service was required to determine the existing flow running through
this point in the overall sewer system. Based on this information, the monitor calculated
the average, maximum, and minimum flow (gpm) in each sewer manhole. The first
monitoring location is a sewer manhole located at the northeasterly corner of the
intersection of Panama Lane and Stine Road. Based on City GIS, a 27-in pipe is
tributary to this manhole which peaked at 16.4 inches with a max velocity of 1.23 fps.
The monitor calculated an existing flow of 1415.204 gpm (3.15 cfs) at this manhole. The

next monitoring location is a sewer manhole located north of the intersection of
McCutchen Road and Stine Road. Based on City GIS, a 30-in pipe is tributary to this
manhole which peaked at 16.2 inches with a max velocity of 4.68 fps. The monitor
calculated an existing flow of 5019.429 gpm (11.18 cfs) at this manhole. Calculations
have been provided to illustrate these monitored conditions.
The developed commercial site would increase the flow to 3.28 cfs (1474.019 gpm) for
the 27-in pipe and 11.31 cfs (5078.244 gpm) for the 30-in pipe. The calculations show
the amount of flow each pipe will convey with the proposed site. AS-Builts were not
available thus an assumption of 0.03% (27 inch) and 0.17% (30 inch) was used for the
pipe slope in these calculations. These assumptions were dictated by the measured
velocity through the pipe at peak flow. Another set of calculations shows the amount of
discharge required for the pipe to be flowing full at 8/10ths depth. The capacity flows are
4.29 cfs for the 27-in pipe and 19.50 cfs for the 30-in pipe.

Based on the City GIS, most of the area tributary to the monitored locations are existing
residential/commercial properties or under construction. Thus based on these results
this proposed development should not exceed the 8/10ths depth for both pipes and
adversely affect sewer capacity for future projects.
C.E.Q.A. Compliance
Development of the proposed project will not result in significant impacts to the existing
and proposed sewer collection and treatment facilities. The development will be
serviced by the City of Bakersfield’s Wastewater Treatment Plant No. 3 which currently
has a capacity of 32.0 million gallons per day.
