Trash and recycling services in Bakersfield will not be impacted due to the holiday. Notable Items  Thanks is due to Public Works staff who worked diligently to respond to several areas of the City that experienced flooding during the storm earlier this week. Several crews successfully worked throughout the morning hours utilizing temporary pumps and clearing storm drains to lower the water.  A groundbreaking was held last Friday for the Truxtun Avenue Operational Improvement Project. The project will ease congestion on Truxtun Avenue from Empire Drive to approximately 100 feet east of Elm Street. The project adds a lane in each direction on Truxtun Avenue, modifies the curve at the Truxtun Avenue/Westwind Drive intersection, and adds a right-turn deceleration lane for westbound traffic turning onto Westwind Drive. The project also lowers Truxtun Avenue beneath the State Route 99 overcrossing to meet current Caltrans vertical clearance standards and extends the Carrier Canal located east of the State Route 99 overcrossing. Construction activities are scheduled to begin in early January and last approximately one year. Approximately 50 percent of the project is funded through the State of California Regional Surface Transportation Program. General Information January 12, 2018 Page 2  Also on Friday last week, the City inducted former Mayor Harvey Hall into the Rabobank Arena Hall of Fame. This honor is a fitting tribute for his devotion to Bakersfield, not only as the longest serving Mayor in the Bakersfield history, but also for his continued dedication to creating opportunities for youth, beautifying our community, and to seeing growth for our City. Photo credit: Hall Ambulance Service, Inc.  Earthwork for the berm on the south side of the Westside Parkway just east of Allen Road and adjacent to Brighton Parks is approximately 95% complete; the remaining 5% will be completed once the new screen wall is constructed on top of the new berm. The berm was constructed by removing soil from the adjacent groundwater recharge basin. Constructing the berm was the first step in the process. Staff has received geotechnical reports for the new berm and is in final design of the new screen wall. Staff anticipates advertising for construction of the screen wall on January 11th with a council award date of March 7th, 2018. Construction of the project is anticipated to begin in May 2018. General Information January 12, 2018 Page 3  The Recreation and Parks Department has begun replanting approximately 2000 trees throughout the city. Work will begin in the northwest, rotate down to the southwest, and then move towards the east. Council Referral  Councilmember Freeman o Bakersfield Fire Department  Councilmember Parlier o Branding at Ming Avenue and SR 99 Traffic Advisories  Nighttime Lane Closures on Truxtun Avenue Construction work on the Truxtun Avenue Operational Improvements Project has begun. This project provides operational improvements along Truxtun Avenue from Empire Drive to approximately 100 feet east of Elm Street. Initial work includes removing the median between the State Route 99 overcrossing and Oak Street. The contractor plans to saw cut around the median on Thursday night, January 11. This will require the closure of the inside lanes in each direction between the hours of 7 p.m. and 5 a.m. One lane will remain open in each direction while work is underway. Night work is scheduled to continue next week. On Monday, January 15 and Tuesday, January 16, the contractor plans to remove the raised median from the roadway. On Thursday, January 18, the contractor plans to install temporary concrete barrier rail and crash cushions. These activities also require the closure of the inside traffic lanes. The closures are expected to be in effect between the hours of 7 p.m. and 5 a.m., with one lane remaining open to traffic in each direction. General Information January 12, 2018 Page 4 Please note: construction work may be postponed and rescheduled due to inclement weather conditions or other unforeseen circumstances without notice. Please stay alert and watch for construction workers and equipment while driving through the construction zone.  Lane and Ramp Closures - Westside Parkway at Calloway Drive Due to the recent storm, the following night work planned for this week has been rescheduled: A full closure of the eastbound Calloway Drive off-ramp is expected to be in place on Thursday, January 11 and Tuesday, January 16, between the hours of 9 p.m. and 5 a.m. The outside lane on southbound Calloway Drive, between Marby Grange Way and the westbound Westside Parkway on-ramp will also be closed during this time period, but the westbound on-ramp will remain open to traffic while work is underway. These closures are needed to complete interchange improvements in advance of the route adoption of the Westside Parkway into the State Route system. The Westside Parkway will become part of State Route 58 in conjunction with the Centennial Corridor project.  Nighttime Closures Scheduled for State Route 58 and State Route 99 Nighttime lane and ramp closures will be needed in various locations next week to allow for electrical and fiber optic line trenching and boring. Electrical crews are expected to be in the area working on the installation of these lines, during nighttime hours, for the next three weeks. The work will take place in the locations listed below. Nighttime closures may be in effect at these locations Tuesday, January 16 through Thursday, January 18, and Sunday through Thursday nights during the following weeks. Hartley, Deputy Chief DATE: January 2, 2018 SUBJECT: CPSM Operational and Administrative Analysis of Kern County Fire After reviewing the CPSM report, I am pleased to inform you that the City of Bakersfield and the Bakersfield Fire Department have been extremely proactive regarding the majority of the kern-related issues. Either we have addressed each item in its entirety, or we have established plans to address items when budget allows. This memorandum focuses specifically on the “Top Ten Recommendations of the CPSM Report.” 1. Reduce or eliminate special pay for higher levels of education. The BFD does have educational pay identified in the MOU, (Article 1.07)  2.5% for a fire science/fire management certificate (+8 years of employment)  5% for an Associate’s degree – inclusive of the 2.5% certificate (+5 years of employment)  5% for a Bachelor of Arts/Science (+ 5 years of employment)  5% for a Certified Chief Fire Officer certificate (+5 years of employment) The maximum amount of educational incentive pay is 10%. 2. Eliminate special pay firefighters receive for meeting basic level physical fitness - $1.6 million savings. The BFD does NOT have a physical fitness incentive pay. Although, the BPF has proposed the concept. 3. Eliminate the provision that allows firefighters to count their sick leave, vacation, holiday, and disability time off toward their overtime calculation. According to the CPSM document, “FLSA only requires overtime compensation when the actual hours worked are in excess of the designated workweek.” “The FLSA 7(k) exemption allows municipal firefighters to work up to 53 hours each week before an overtime premium is required.” BAKERSFIELD FIRE DEPARTMENT HEADQUARTERS ● 2101 H STREET ● BAKERSFIELD, CA. 93301 ● 661-326-3911 THIS MEMO FORMAT IS INTENDED FOR INTERNAL FIRE DEPARTMENT USE ONLY – NOT FOR EXTERNAL USE The COB is unaware of any legal or MOU issue that would preclude us from making the suggested change. The past practice of including sick/vacation in the FLSA calculations is just that - past practice. 4. Eliminate the process by which the county averages firefighters’ biweekly pay, and pay employees for actual hours worked. The BFD does average biweekly pay in an effort to maintain consistent paychecks for firefighters. This practice does not seem to create a financial issue for the COB. 5. Pay out holiday time in cash rather than offering a time-off option. The BFD does pay cash rather than offer time-off. Our firefighters are paid in salary – as suggested by the report. 6. Reduce the number of employees allowed to take vacation in any one day. The BFD does reduce the number of employees allowed to take vacation in any one day. Department Policy #306 limits the number of employees off to eight (8). 7. Stop buying expensive custom fire apparatus and other eccentric equipment. The BFD utilizes an efficient and economical bid process to purchase apparatus and equipment. We strive to get the best product at the best price. 8. Make county airports pay a fee to receive fire protection services from the fire department. N/A – Several years ago, I did conduct some cursory research regarding the ability to attain fire protection funds for the Bakersfield Airpark. I do not believe there was any federal/state funding available. 9. Change the way fire fees are charged to cities that contract with the fire department. N/A 10. Implement a fire impact fee on residential, commercial and industrial property to properly fund the operation of the FD. Example: $500-$700 new revenue per single family home. The single function district is designed to assist with the costs associated with public safety. Unfortunately, large development has slowed, and the CFD concept has been on standby. Kitchen, Community Development Director M E M O R A N D U M TO: Alan Tandy, City Manager FROM: Jacquelyn Kitchen, Community Development Director DATE: January 12, 2018 SUBJECT: Branding at Ming Avenue and State Route 99 Council Referral No. CRMS #787 (Ward 7) Councilmember Parlier referred Community Development staff to meet with Mr. Paul Dasai regarding branding around Ming Avenue and State Route 99. On December 19, 2017, Staff from the Community Development Department, the City Manager’s Office, the Public Works Department, and Visit Bakersfield met with Mr. Dasai regarding the above subject. Staff discussed the attached materials provided by Mr. Dasai, as well as the following requests: 1. Request to install additional signage for his Hotel on adjacent property at the Valley Plaza Mall. Staff advised Mr. Dasai to contact the Mall ownership regarding signage since the Mall is subject to a Comprehensive Sign Plan. Staff also provided Mr. Dasai with information on other advertising opportunities via Visit Bakersfield. 2. Request to install additional landscaping along Wible Road, south of Ming Avenue. Staff noted that additional landscaping could potentially be achieved via formation of a Maintenance District, which would include the participation of other surrounding property owners. Staff advised Mr. Dasai to contact adjacent property owners regarding interest. 3. Request to install additional signage along Highway 99. Staff noted that this area is within the Caltrans Right-of-Way and noted that the Public Works Department would contact Caltrans regarding this issue. 4. Inquiry regarding area security. Staff explained available BPD resources and provided Mr. Dasai with information on the group of hoteliers that meets with the BPD on regular basis. Staff is waiting for the rubberized surfacing to be patched. Project will be completed in January of 2018. PARKS UPDATES Jefferson Park  Champion Hardware Company installed new partitions in men’s and women’s restrooms on 12/19/17 and 12/20/17. Mesa Marin  Contractor, San Joaquin Fence Co., installed a new chain link enclosure for clay in field mix material staging. MLK Park  Area 2 staff performed mass cleanup at the recreation center storage room on 12/4/17 through 12/8/17. Tree Maintenance  Delivered 4 mobile bleachers for the Christmas parade.  Removed tumbleweeds along the East side of Windsong Street between Brimhall and Thistlewood along the temporary fencing for new development.  Trimmed all trees along the bike path from Stockdale Hwy to Highway 99 so that the paving machine had clearance to repave.  Tree staff assisted with mass pruning projects.  Staff spent 4 days removing 38 encampments along the Kern River.  Removed 46 loads of greenwaste from the sports village. Trimming:  Trees Trimmed: 28 Clearance: 187 Removals: 3 RECREATION Total monthly attendance for all programs, reservations and volunteers combined for the month of December totaled 14,234 as compared to last year’s total of 23,203. Aquatics/Attendance: 1,067 1,067 compared to 366 in 2016 due to closure in 2016 for slide replacement at McMurtrey. Each December, McMurtrey closes for 2 week maintenance. McMurtrey Aquatic Center:  Bakersfield Swim Academy scheduled practices for their teen and college swimmers for a week.  100 Mile Club has 399 active members that swam 14,898 miles through the month of December. Silver Creek Pool:  Students were instructed in specialized workouts in preparation for the upcoming high school swim season. Total attendance in the high school conditioning class was 296. Aquatic Grant Activities:  First 5 Kern Grant Make A Splash - A free Parent CPR/AED and First Aid class was held at McMurtrey. Staff completed the grant milestone of 60 participants receiving free CPR/AED and First Aid certifications.  USA Swimming Make A Splash Grant- Submitted final report for this which served 80 income-eligible youth ages 3 to 17 with discounted $5 swim lessons. Athletics/Attendance: 0 Ended Adult Softball season in November so 0 attendance to report. Unusual fall season with no rainouts to reschedule. Adaptive Programming/Basketball  Staff is currently working on the Adaptive Basketball program recruiting teams and officials. Dr. Martin Luther King, Jr. Community Center/Attendance: 3,889  Attendance was up 5% over December 2016 due to more participants attending Kwanzaa.  Santa’s Winter Wonderland – Very successful event with over 370 attending. Over 400 gifts donated from The Bakersfield Police Department, Toys for Tots, Teddy Bear Toss and various individual donations.  Kwanzaa – Annual event on December 27th with approximately 400 in attendance and tremendous news coverage.  Donations: $4,405.50 Saunders Recreational Facility/Attendance: 750  Hockey Program: 30 Participants/ Total Attendance: 120  Soccer Program: 10 Registered Teams / Total Attendance: 480  There were three (3) rentals for the month.
