RESOLUTION DISPENSING WITH BIDDING
PROCEDURES DUE TO EMERGENCY REPAIRS
FOR THE INFLUENT LINE AT WASTEWATER
TREATMENT PLANT NO. 3 AND AUTHORIZING
HJ3 INFRASTRUCTURE GROUP, I.I.C. TO
PROVIDE SERVICES AND MATERIALS
NECESSARY TO REPAIR THE INFLUENT LINE,
NOT TO EXCEED $158,000.
WHEREAS, on December 5, 2017, HJ3 Infrastructure Group, LLC (1-1J3)
conducted an ultrasonic thickness inspection of the influent line at Wastewater
Treatment Plant No. 3 (W WTP 3) which revealed a more than 75% steel loss along
a 12 foot section; and
WHEREAS, the integrity of the influent line is critical to the continued
treatment of wastewater for the City; and
WHEREAS, after assessing the situation, the Public Works Director declared
the repair of the influent line to be an emergency requiring services and
materials urgently necessary for the preservation of life, health, and property;
and
WHEREAS, HJ3 has proposed and is capable of reinforcing the line with a
carbon reinforcement patch; and
WHEREAS, to remedy this emergency, the Public Works Director
recommends the Council authorize HJ3 to proceed with the proposed repair
and dispense with bidding requirements, in accordance with subsection D.2 of
Section 3.20.060 of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
The above recitals are true and correct and incorporated herein by
reference.
2. Based upon the facts included in the above recitals, the work is of
urgent necessity for the preservation of life, health or property.
3. The Finance Director is authorized to dispense with bidding in
accordance with Section 3.20.060 of the Bakersfield Municipal

4. The expenditure of funds to HJ3 for the services and materials shall
not exceed $158,000.

I HEREBY CERTIFY that the foregoing Resolution was passed and
adopted by the Council of the City of Bakersfield at a regular meeting thereof
