HomeMy WebLinkAbout01/19/18AT OFFICE OF THE CITY MANAGER January 19, 2018 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Notable Items  The City conducted its annual budget kick-off meeting today, and work on the budget will now begin in earnest. Council consideration is scheduled to begin on May 9th, when management staff will present the yearly overview.  This week, Amazon released their list of the top 20 candidates for HQ2. While Bakersfield was not on it, a representative from the Amazon Public Policy Team contacted our Community Development Director, Jacqui Kitchen, to thank Bakersfield for our proposal.  The Bakersfield police department will step up pedestrian safety enforcement operations during the coming two weeks with focused enforcement on collision causing factors involving motorists and pedestrians. Routine traffic patrols will focus efforts in trouble spots while special targeted patrols will also be deployed to crackdown on drivers and pedestrians who violate traffic laws meant to protect all roadway users. Please see the attached memo for more information.  Congratulations once again to the TRIP team! We have been informed that the Kern Council of Governments has selected TRIP to receive a Regional Award of Merit in the category of Transportation for the State Route 178 Widening Project. The project, which was completed in May 2017, widened a three mile section of the highway to provide six lanes from Canteria Drive to Masterson Street and four lanes from Masterson Street to Miramonte Drive. The project included a realignment of the State Route 184 connection to State Route 178 and improved the intersections at Masterson Street, Alfred Harrell Highway, and Miramonte Drive. With the completion of this project, TRIP has improved six miles of State Route 178 in northeast Bakersfield. Prior projects on this route include the award-winning Morning Drive Interchange and Fairfax Road Interchange. The award will be presented at the Annual Regional Awards Ceremony on March 1, 2018. The event will be held at Seven Oaks Country Club. General Information January 19, 2018 Page 2  We are pleased to announce the City will also receive a 2017 Regional Award of Merit in the category of innovation by the Kern Council of Governments for its Open Budget platform. The innovation category recognizes those individuals, products, programs or services that demonstrate groundbreaking thought in introducing a new idea or method. Launched in 2017, the Open Budget application provides a visual, intuitive means of exploring and analyzing the City's operating and capital budgets. The charts, graphs and tables are interactive - allowing users to better understand how the City allocates taxpayer dollars. Interactive charts and graphs allow users to “dig down” into the budget, exploring how funds are allocated across City departments, programs and capital improvement projects. Users can also access the raw budget data that powers the visualizations, providing another level of transparency. The data contained with the platform is updated after each accounting period closes, which generally occurs the first week of each month. Historical revenue and expenditure data is available for each fiscal year going back to 2013. The Open Budget platform continues the City’s commitment to providing open data to residents, businesses and the community. The Open Budget data platform available at http://budget.bakersfieldcity.us General Information January 19, 2018 Page 3 Traffic Advisories  Work Rescheduled Lane and Ramp Closures - Westside Parkway at Calloway Drive The full closure of the eastbound Calloway Drive off-ramp planned for this past week has been rescheduled for Monday, January 22 and Tuesday, January 23, between the hours of 9 p.m. and 5 a.m. The outside lane on southbound Calloway Drive, between Marby Grange Way and the westbound Westside Parkway on-ramp will also be closed during this time period, but the westbound on-ramp will remain open to traffic while work is underway. These closures are needed to complete interchange improvements in advance of the route adoption of the Westside Parkway into the State Route system. The Westside Parkway will become part of State Route 58 in conjunction with the Centennial Corridor project.
