HomeMy WebLinkAbout01/26/18AT OFFICE OF THE CITY MANAGER January 26, 2018 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Notable Items  As you may recall, the City has been retrofitting existing high-pressure sodium street light fixtures with LED fixtures. Over this past week, City crews completed a retrofit of an additional 73 fixtures throughout the Westchester neighborhood. Since 2014, the City has converted nearly 900 existing streetlights to LED. LED fixtures provide a crisper light and significantly reduce energy costs. City staff is pursuing several options to retrofit 16,000 existing City streetlights to LED over the course of the next several years. Once completed and after the initial payback period, staff has estimated the energy cost savings in today’s dollars to be $600,000 annually. Thanks are due to the General Services crews for their ongoing work in this effort!  The Recreation and Parks Department will be planting trees in the southwest part of the City in the next two weeks. These trees are some of the 2000 trees the City is replacing this winter and spring. Tree types include Holly Oak, Chinese Pistache, Crape Myrtle, Canary Island Pine, and Chinese Hackberry. Some newly planted trees from the northwest part of the City General Information January 26, 2018 Page 2  Last Monday January 15, on the Martin Luther King Jr. holiday, administration from the Bakersfield Police Department attended the annual Martin Luther King Jr. Breakfast held at the Martin Luther King Jr. Community Center. This year’s keynote speaker was our Chief Lyle Martin.  This past week, over 100 professional staff for the Bakersfield Police Department participated in a one-day training. This professional staff development is a two-part session, with the first half of the day consisting of customer relations with computer training. The second half of the day is a force options simulator and demonstrations by specialized units.  Cumulative local precipitation for the Bakersfield area measured from October 1, 2017 to January 25, 2018 recorded only 1.10 inches of rain. For the same time period last year, 5.79 inches of rain was measured, with the long term average being 2.88 inches. Also, the snow accumulation for the Kern River water shed in the Sierra Nevada mountains has been scarce and almost identical to the drought year of 2015 (see attached chart) which yielded only 13% of the typical April through July snow melt yield.” General Information January 26, 2018 Page 3  The water supply to the lakes at the Park at River Walk has been temporarily terminated. Recreation and Parks personnel along with Water Resources personnel will be doing maintenance on the creek that runs between the two lakes, starting on Monday, January 29, 2018. This work should take no more than 5 days to complete. The scope of work on the creek is to fill in bank erosion with 6” to 12” rock, back fill banks with clean fill dirt on top of the newly placed rock, to tie the banks in, and remove as many weeds as possible from creek bed. Once the work is completed, Water Resources personnel will resume the water creek feature. The new addition of the 6”-12” rock fill will help minimize erosion issues. Traffic Advisories  State Route 99- Ramp And Lane Closures this Saturday in Bakersfield The Department of Transportation (Caltrans) announces ramp and lane closures on State Route 99 this Saturday in Bakersfield for storm maintenance, drain cleaning and landscape maintenance. The following closures will be in effect, weather permitting, on Saturday, January 27, from 5:00 a.m. to 3:00 p.m.: o Straight on-ramp to Southbound State Route 99 from Olive Drive (for eastbound surface street traffic). o The Southbound State Route 99 to State Route 204 connector. o On-ramp to Northbound State Route 99 from Buck Owens Boulevard. o The #4 (right) lane between the Airport Avenue overcrossing and the State Route 204 overcrossing. Posted detours will be available for motorists during these closures.  Nighttime Closure of Westside Parkway-Truxtun Avenue Off-ramp Next Week The eastbound Westside Parkway off-ramp to Truxtun Avenue is scheduled to be closed during nighttime hours, Monday, January 29 through Thursday, February General Information January 26, 2018 Page 4 1. The closure is expected to be in place between the hours of 9 p.m. and 5 a.m., each night. Eastbound Westside Parkway motorists will need to exit at Mohawk Street to access Truxtun Avenue during the closure. The ramp is expected to re-open in time for the morning commute. The ramp closure is needed to allow the contractor for the Kern River Bridge Improvements Project to place temporary concrete barrier rail on the eastbound Kern River Bridge and the bridge crossing Truxtun Avenue. The contractor then plans to begin saw cutting and removing the existing barrier rail on these bridges to allow for widening work. Saw cutting and demolition activities will require lane closures on Truxtun Avenue in the vicinity of the bridge; at least one lane will remain open in each direction of Truxtun Avenue while work is underway. Please note: construction work may be postponed and rescheduled without notice due to inclement weather or other unforeseen conditions. Tune In & Tune Up is an award-winning vehicle emissions reduction program that helps repair older, out-of-tune vehicles that are a major impact on air quality throughout the San Joaquin Valley. The program has been shown to be among the most cost-effective methods to reduce vehicle emissions attempted in California. At Tune In & Tune Up events, Valley drivers who have had their car for at least six months receive a free vehicle emissions test. If the vehicle doesn’t pass the test, the driver receives a voucher for up to $500 in emission-related repairs at a participating STAR-certified smog check station. Vehicles 1999 or older may also be eligible for up to $9,500 for a down payment on a newer, cleaner car. In addition to the emissions testing, there will be local community booths as well as free food and beverages starting at 8 a.m. while supplies last.
