The Contractor shall furnish the anchor bolts, nuts and washers to be used for new oundations and shall furnish the appropriate nuts and washers for existing foundations o be reused. TANDARDS, STEEL PEDESTALS AND POSTS. Standards, steel pedestals and posts shall onform to the provisions in Section 86-2.04, "Standards, Steel Pedestals and Posts", f the Standard Specifications and these special provisions. A pull rope shall be installed in all mast arm poles from the hand hole at the pole ase up through the signal mast arm to the farthest head. A second pull rope shall be nstalled in all most arm poles with luminaires from the hand hole at the base of the pole p through the luminaire arm to the luminaire. The pull rope shall be doubled back into he pole or arm at each termination. QNOUIT. Conduit shall conform to the provisions in Section 86-2.05, "Conduit", of the tandard Specifications and these special provisions. Conduits may be installed by either jacking/drilling or open trench methods. nstallation using hacking or drilling shall conform to Section 82-2.05C "Installation", of he Standard Specifications. Open trench installation in pavement shall conform to the allowing specifications. 1. Conduit shall be rigid non-metallic type. Conduit shall be placed under existing pavement in a trench not to exceed 6 inches in width. Trench shall be cut using a rock saw and all loose uncompacted material shall be removed from the bottom of the trench prior to placement of conduit. The installed conduit shall have a cover of eighteen (18) to twenty-one (21) inches below finished grade. 2. The conduit shall be placed in the bottom of the trench and the trench shall be backfilled with a one (1) sack slurry cement backfill. Slurry cement backfill shall beplaced to within 0.20 feet of the pavement surface. The top 0.20 feet shall be backfilled with asphalt concrete produced from commercial quality paving asphalt and aggregates. 3. Prior to spreading asphalt concrete, a tack coat shall be applied as specified in Section 39-1.09C, "Tack Coat", of the Standard Specifications. Spreading and compacting of asphalt concrete shall be performed by any method which will produce an asphalt concrete surface of uniform smoothness, texture, and density. 4. All excavated areas in the pavement shall be backfilled except for the top 0.20 foot, by the end of each work day. The top 0.20 foot shall be placed within three (3) working days after trenching. Temporary roadmix or other acceptable temporary surface will be allowed on the top 0.20 feet until such a time as the permanent asphalt surface is placed. Dependent upon adverse soil conditions or other circumstances encountered at the ime of construction, the Engineer may specify which of the above methods may be used. A pull rope shall be installed in all signal conduits new or existing. The pull rope shall e nylon or polypropylene with a minmum tensile strength of 500 pounds. At least 2 feet f pull rope shall be doubled back into the conduit at each termination. ULL BOXES. Pull boxes shall conform to the provisions in Section 86-2.06, "Pull Boxes", Df the Standard Specifications and these special provisions. Recesses for suspension of ballasts will not be required. ONDUCTORS AND "WIRING. Conductors and wiring shall conform to the provisions in ection 86-2.08, Conductors, and Section 86-2.09, "Wiring", of the Standard pecifications and these special provisions. CONDUCTORS - The Contractor shall use multi -conductor electrical cables for all ircuits except lighting, camera detection and between the service switch and controller abinet. Conductors shall be spliced by the use of "C" shaped compression onnectors as shown on Standard Plan ES 13. Splices shall be insulated by "Method B". The optical detector cable (3-M Opticom Model 138 or equal) shall have four onductors of AWG #20 (7x28) strandard individually tinned drawn wire to provide signal ntegrity and transient protection. SIGNAL FACES AND SIGNAL HEADS. Signal faces, signal heads and auxiliary quipment, as shown on the plans, and the installation thereof, shall conform to the rowsions in Section 86-4.01, "Vehicle Signal Faces", 86-4.03, "Directional Louvers", 6-4.04, "Backplates" and 86-4.08, "Signal Mounting Assemblies", of the Standard pecifications and these special provisions. Housing, visors, directional louvers and backplates shall not be structural plastic. All lamps for traffic signal units shall be furnished by the Contractor. All signal faces shall be provided with 12 -inch sections and red, amber, green, nd respective arrow "LED" module type indicators. Tunnel visors shall be on all signal heads. The third sentence of the first paragraph of Section 86-4.08, "Signal Mounting ,ssemblies," of the Standard Specifications, shall be amended to read as follows: Post top slip -fitters and terminal compartments shall be cast bronze or hot -dip galvanized ductile iron. Each module shall consist of an assembly that utilizes LEDs as the light source in eu of an incondescent lamp for use in traffic signal sections. The LEDs utilized in the modules shall be AIInGaP technology for red, amber and ellow indications, or GaN for green indications, and shall be the ultra bright type rated )r 100,000 hours of continous operation from 4'C to +74'C. The modules shall be rated for a minimum useful life of 48 months. All modules hall meet all parameters of this specification during this period. The individual LEDs shall be wired such that a castastrophic loss or failure of one or lore LED unit will not result in the loss of the entire module. Surge Suppression The signal module onboard circuitry shall include voltage surge protection to with- stand high repetition noise transients as stated in Section 2.1.6 of NEMA Standard TS -2. 1992. The LED circuitry shall prevent perceptible flicker to the unaided eye over the voltage range specified above. All wiring and terminal blocks shall meet the requirements of Section 13.02 of the ITE Publication: Equipment and Material Standards Chapter 2 (Vehicle Traffic Control Signal Heads). Compatibility The modules shall be operationally compatible with currently used controller assemblies (soild state load switches, flashers, and conflict monitors). See appropriate sections for Type 1 and Type 2 modules. Environmental Requirements The LED signal module shall be rated for use in the operating temperature range of 4'C (407) to +74'C (+1657). The modules shall meet all specifications The LEDsi nal module shall be protected against dust and moisture intrusion per the requirements o� NEMA Standard 250-1 99 1 for Type 4 enclosures to protect all internal components. The LED signal module shall be a single, self contained device, not requiring onsite assembly for installation into an existing traffic signal housing. The power supply for the module shall be integral to the unit. The circuit board and power supply shall be contained inside the module. Circuit boards shall conform to Chapter 1, Section 6 of the "Transportation Electrical Equipment Specifications". The assembly and manufacturing process for the LED signal assembly shall be designed to assure all internal components are adequately supported to withstand mechanical shock and vibration from high winds and other sources. Materials Materials used for the lens and signal module construction shall conform to ASTM specifications for the materials. Enclosures containing either the power supply or electronic components of the signal module shall be made of UL94VO flame retardant materials. The lens of the signal module is excluded from this requirement. Module Identification Each module shall have the manufacturer's name, trademark, model number, serial number, date of manufacture (month -year), and lot number as identification permanently marked on the back of the module. The following operating characteristics shall be permanently marked on the back of the module: rated voltage and rated power in Watts and Volt -Ampere. Each module shall have a symbol of the type of module (i.e. circle, arrow, etc.) in the color of the module. The symbol shall be one inch (25.4 mm) in diameter. Additionally, the color shall be written out in 1/2 inch letters next to the symbol. If a specific mounting orientation is required, each module shall have prominent and permanent marking(s) for correct indexing and orientation within a signal housing. The markings shall consist of an up arrow, or the word "UP" at "TOP". Type 1 Traffic Signal Module The following specification requirements apply to the Type 1 module only. All general specifications apply unless specifically superseded in the section. Type 1 modules can be manufactured under this specifications for the following faces: 300 mm circular 200 nm circular 300 mm arrow Bicycle indication (future) Lane Control (future) Physical and Mechanical Requirements The module shall fit into existing traffic section housings built to the specfications detailed in ITE Publication: Equipment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads). Each Type 1 module shall be designed to be installed in the doorframe with a one-piece EPDM (ethylene propylene rubber) gasket. The maximum weight of a Type 1 module shall be 1.8kg (4 lbs). Each Type 1 module shall be a sealed unit to include all parts necessary for operation (a printed circuit board, power supply, a lens and gasket, etc.), and shall be weather proof after installation and connection. Two secured, color coded, 600 V. 20 AWG minimum, jacketed wires, conforming to the National Electric Code, rated for service at +105'C, are to be provided for electrical connection for each Type 1 LED signal module. Conductors for Type 1 modules shall be 1 m in length, with quick disconnect terminals attached and shall conform to Section 86-4.01C, Electrical Components", of the Standard Specifications. If specified in the purchase order, the module will be equiped with an adapter that will screw into the base of the medium base lamp socket. The adapter shall be able to accept the quick disconnect terminals at the end of the conductors for the module. The electrical contacts of the adapter shall be made of brass. Lens The lens of the Type 1 module shall be integral to the unit, shall be convex with a smooth outer surface made of plastic or of glass. The lens may be tinted or may use transparent film or materials with similar characteristics to enhance ON/OFF contrasts. The use of tinting or other materials to enhance ON/OFF contrasts shall not affect chromaticity and shall be uniform across the face of the lens. The LED signal module lens shall be U.V. stabilized and shall be capable of withstanding ultraviolet (direct sunlight) exposure for a minimum period of 60 months without exhibiting evidence of deterioration. If a polymeric lens is used, a surface coating or chemical surface treatment shall be used to provide front surface abrasion resistance. Type 2 Traffic Signal Module The following specification requirements apply to the Type 2 module only. All general specifications apply unless specifically superseded in the section. Type 2 modules can be manufactured under this specifications for the following faces: 300 mm circular 200 mm circular 300 mm arrow Programmed Visibility (red, yellow, green) Physical and Mechanical Requirements The module shall fit into existing traffic section housings built to the specfications detailed in ITE Publication: Equipment and Material Standards, Chapter 2 (Vehicle Traffic Control Signal Heads), with the existing lens, reflector and lamp socket remaining in place, and without modification to the housing. Each Type 2 module shall be designed to mount in the standard lamp socket normally used with an incadescent lamp. The maximum weight of a Type 2 module shall be 1.4kg (3 lbs). Type 2 modules shall be a sealed unit containing all components necessary for operation. The installation of a Type 2 module shall not require any removal of or modification to the standard lamp socket or reflector. The installation of a Type 2 module shall not require special tools. 300 mm Arrow The following specification requirements apply to the 300 mm arrow only. All general specifications apply unless specifically superseded in the section. The arrow module shall meet specifications stated in Section 9.01 of the ITE Publication: Equipment and Material Standards Chapter 2 (Vehicle Traffic Control Signal Heads) for arrow indications. The LEDs shall be spread evenly across the illuminated portion of the arrow area. 300 mm Bicycle The following specification requirements apply to the 300 mm bicycle only. All general specifications apply unless specifically superseded in the section. The bicycle module shall meet approximate shape and size specification as shown in Figure 6-1 for bicycle signal face. City shall make the final determination as to the conformance to the intent of the specification. The LEDs shall be spread evenly across the illuminated portion of the bicycle area. 300 mm Programmed Visibilty (PV) The following specification requirements apply to the 300 mm PV only. All general specifications apply unless specifically superseded in the section. The module shall be a Type 2 module designed and constructed to be installed in a programmed visibility (PV) signal housing with out modification to the housing. The LEDs shall be spread evenly across the module. 300 mm Lane Control The following specification requirements apply to the 300 mm lane control module only. All general specifications apply unless specifically superseded in the section. The lane control module shall meet approximate shape and size specification as shown in Figures 8 - and 8-2 for lane control modules. City shall make the final determination as to the conformance to the intent of the specification. Three secured, color coded, 600 V, 20 AWG minimum, jacketed wires, conforming to the National Electrical code, rated for service at +105'C, are to be provided for electrical connection for each lane control LED signal module. Luminaires shall conform to the provisions in Section 86-6.01, "High Pressure Sodium Luminaires," of the Standard Specifications and these special provisions. Luminaires shall be furnished with 310 -watt or 200 -watt high pressure sodium lamps and integral ballasts as indicated on the contract plans. An in-line fuse shall be located in the pull box. PHOTOELECTRIC CONTROLS. Photoelectric controls shall conform to the provisions in Section 86-6.07, "Photoelectric Controls", of the Standard Specifications and these special provisions. Each luminaire shall be provided with a Type IV photoelectrical control. Internally illuminated street name signs will be controlled by a single Type V photoelectric control located in the service pedestal. (IISNS are not required for this project) LIGHT EMITTING DIODE PEDESTRIAN SIGNAL FACE (COMBINATION SIGNAL) shall conform to the provisions in Section 86-4.06, "Pedestrian Signal Faces", of the Standard Specifications and these special provisions. Unless otherwise noted on the plans, pedestrian signals shall be Type A conforming to the following: Pedestrian Signal Face (Combination Signal) shall utilize light emitting diode signal modules. All devices must meet the general specifications of the Transportation Electrical Equipment Specifications (TEES), Chapter 1 --General Specifications, as well as the following specification. In case of conflict, this specification shall govern over the TEES, Chapter 1. GENERAL Each module shall consist of an assembly that utilizes LEDs as the light source in lieu of an incandescent lamp for use in traffic signal sections. The LEDs shall utilize appropriate technology to achieve the required color and shall be the ultra bright type rated for 100,000 hours of continous operation from -40'C to +74'C. The modules shall be rated for a minimum useful life of 48 months. All modules shall meet all parameters of this specification during this period. The individual LEDs shall be wired such that a catastrophic loss or the failure of one or more LED will result in the loss of not more than five percent of the signal module light output. The fluctuations of line voltage shall have no visible effect on the luminous intensity of the indications. Operating voltage of the modules shall be 120 VAC. All parameters shall be measured at this voltage. Power Factor The LED signal module shall have a power factor of 0.90 or greater. THD Total harmonic distortion (current and voltage) induced into an AC power line by a LED signal module shall not exceed 20 percent. Surge Suppression The signal module onboard circuitry shall include voltage surge protection to withstand high repetition noise transients as stated in Section 2.1.6 of NEMA Standard TS -2, 1992.. The LED circuitry shall prevent perceptible flicker to the unaided eye over the voltage range specified above. All wiring and terminal blocks shall meet the requirements of Section 13.02 of the ITE Publication: Equipment and Material Standards. Chapter 2 (Vehicle Traffic Control Signal Heads). Compatibility The modules shall be operationally compatible with currently used controller assemblies (solid state load switches, flashers, and conflict monitors). Review TEES Chapters 3 and 6 for specifications on these devices. When a current of 20mA AC (or less) is applied to the unit, the voltage read across the two leads shall be 15 VAC or less. The modules and associated onboard circuitry must meet Class A emission limits referred in Federal Communications Commission (FCC) Title 47, Subpart B, Section 15 regulations concerning the emission of electronic noise. ENVIRONMENTAL REQUIREMENTS The LED signal module shall be rated for use in the operating temperature range of —40-C (-40-F) to +74'C (+165'F). The modules shall meet all specifications throughout this range. The LED signal module shall be protected against dust and moisture intrusion per the requirements of NEMA Standard 250-1991 for Type 4 enclosures to protect all internal components. CONSTRUCTION The LED signal module shall be a single, self contained device, not requiring onsite assembly for installation into an existing traffic signal housing . The power supply for the module shall be integral to the unit. The circuit board and power supply shall be contained inside the module. Circuit boards shall conform to Chapter 1, Section 6 of the "Transportation Electrical Equipment Specifications". The assembly and manufacturing process for the LED signal assembly shall be designed to assure all internal components are adequately supported to withstand mechanical shock and vibration from high winds and other sources. MATERIALS Material used for the lens and signal module construction shall conform to ASTM specifications for the materials. Enclosures containing either the power supply or electronic components of the signal module shall be made of UL94VO flame retardant materials. The lens of the signal module is excluded from this requirement. MODULE IDENTIFICATION Each module shall have the manufacturer's name, trademark, model number, serial number, date of manufacture (month—year), an , ( yea ), d lot number as identification permanently marked on the back of the module. The following operating characteristics shall be permanently marked on the back of the module: rated voltage and rated power in Watts and Volt—Ampere. If a specific mounting orientation is required, each module shall have prominent and permanent marking(s) for correct indexing and orientation within a signal housing. The markings shall consist of an up arrow, or the word "UP" or "TOP". TYPE A PEDESTRIAN SIGNAL FACE (COMBINATION RAISED HAND/WALKING PERSON SECTION) The following specifications requirements apply to the Walking Person section only. All general specifications apply unless specifically superseded in this section. GENERAL Pedestrian signal face modules shall be designed to mount behind or replace the existing face plate of existing Type "A" housing as specified by the requirements in the ITE Publication: Equipment and Materials Standards. Chapter 3 (Pedestrian Traffic Control Signal Indications). The design of the modules shall require a specific mounting orientation. PHOTOMETRIC REQUIREMENTS Each module shall provide an average luminous intensity of at least 3,750 candela/m for "Hand" and 5,300 candela/m for "Walking Person" symbol throughout the useful life over the operating temperature range. The uniformity ratio of an illuminated symbol shall not exceed 4 to 1, between the highest luminance area and the lowest luminance area in the module. The color output of the module shall conform to the requirements of Section 5.3 in the ITE Publication: Equipment and Material Standards, Chapter 3 (Pedestrian Traffic Control Signal Indications). "Hand" shall be Portland orange. Not greater than 0.39 , nor less than 0.331 nor less than 0.997—x. "Walking Person" shall be lunar white. x: not less than 0.290, nor greater than 0.330. y. not less than 1.5x-0.175, nor greater than 1.5x-0.130. PHYSICAL AND MECHANICAL REQUIREMENTS The module shall be designed to be used in the pedestrian signal section as retrofit replacement for existing signal lamps and shall not require special tools for installation. The module shall fit into the existing pedestrian signal housing built to the PTCSH specifications without modification to the housing. The height of each symbol on the module shall not be less than 250 mm and the width of each symbol on the module shall not be less than 165 mm. CONSTRUCTION The modules shall be a single, self—contained device, not requiring on—site assembly for installation into an existing Type "A" housing. Quality Assurance The modules shall be manufactured in accordance with a manufacturer quality assurance (QA) program. The QA program shall include two types of quality assurance: (1) design quality assurance and (2) production quality assurance. The production quality assurance shall include statistically controlled routine tests to ensure minimum performance levels of LED signal modules built to meet this specification, and a documented process of how problems are to be resolved. QA process and test results documentation shall be kept on file for a minimum period of seven years. LED signal module designs not satisfying design qualification testing and the production quality assurance testing performance requirements described below shall not be labeled, advertised, or sold as conforming to this specification. Design Qualification Testing Design Qualification Testing shall be performed by the manufacturer or an independent testing lab hired by the manufacturer on new LED module designs, and when a major design change has been implemented on an existing design. A major design change is defined as a design change (electrical or physical) which changes any of the performance characteristics of the module, results in a different circuit configuration for the power supply, or changes the layout of the individual LEDs in the module. A quantity of two units for each design shall be submitted for Design Qualification Testing. Test Units shall be submitted to Caltrans Laboratory, Electrical Testing Branch, after the manufacturer's testing is complete. Manufacturer's testing data shall be submitted with test units for Caltrans verification of Design Qualification Testing data. Burn In. The sample modules shall be energized for a minimum of 24 hours, at 100 percent on—time duty cycle, at a temperature of +74' C(+165' F), before performing any design qualification testing. Any failure of the module, which renders the unit non—compliant with the specification after burn in, shall be cause for rejection. For Design Qualification Testing, all specifications will be measured including, but not limited to: Rated Initial Luminous Intensity, measured over the operating temperature range. Chromaticity (Color), measured over the operating temperature range. Electrical. All specified parameters shall be measured and used for quality comparison of production quality assurance on production modules (rated power, etc.) Equipment Compatibility. the slots shall be filled with epoxy sealant conforming to the requirements in Modules shall be tested for compatibility with the controller unit, conflict monitor, and load switch. Each signal module shall be connected to the output of a standard load switch, connected to an AC voltage supply between the values of 95 and 135 VAC, with the input to the load switch in the "off" position. The AC voltage developed across each LED signal module so connected shall not exceed 10 V rms as the input AC voltage is varied from 95 V rms to 135 V rms. Mechanical vibration testing shall be as per MIL—STD-883, Test Method 2007, using 3 four minute cycles along each x, y, and z axis at a force of 2.5 Gs, with a frequency sweep from 2HZ to 120 HZ. The loosening of the lens, or of any internal components, or other physical damage shall be cause for rejection. Temperature cycling shall be performed as per MIL—STD-883, Test method 1010. The temperature range shall be per "Environmental Requirements". A minimum of 20 cycles shall be performed with a 30 minute transfer time between temperature extremes and a 30 minute dwell time at each temperature. Module(s) being tested shall be energized and functioning throughout the duration of the test. Failure of a module to function properly or any evidence of cracking of the module lens or housing after temperature cycling shall be cause for rejection. Moisture resistance shall be performed on all modules mounted in a standard type "A" pedestrian housing per NEMA Standard 250-1991 for Type 4 enclosures. Any evidence of internal moisture after testing shall be cause for rejection. Production Quality Control Testing. The following Production Quality Assurance tests shall be performed on each new module prior to shipment. Failure to meet requirements of any of these tests shall be cause for rejection. These results shall be retained by the manufacturer for seven years. Burn—in period shall consist of each signal module being energized at rated voltage or a 30 minute stabilization period before the measurement is made. Each module shall be tested for rated initial intensity after burn—in. A single point measurement, with a correlation to the intensity requirements of Section 1.04 of the VTCSH for circular modules, may be used. The ambient temperature for this measurement shall be a +25'C (+77'F) Each module not meeting minimum luminous intensity requirements of 3,750 cd/m2 for Hand and 5300 cd/m2 for Walking Person Symbol shall be cause for rejection. Each module shall be tested for required power factor after burn—in. Each module shall be measured for current flow in amperes after burn—in. The measured current values shall be compared against rated values resulting from design qualification measurements under "Design Qualification Testing". The current flow shall not exceed the rated value. Each module shall be visually inspected for any exterior physical damage or assembly anomalies. Careful attention shall be paid to the surface of the lens to ensure there are no scratches (abrasions), cracks, chips, discoloration, or other defects. Any such defect shall be cause for rejection. Maintenance Period and Replacement Modules Three extra modules of each size and type that are furnished for this project shall be delivered to the Engineer for use as replacements for modules that may fail. Pedestrian Push Buttons Fastener Pedestrian push buttons shall conform to the provision in Section 86-5.02 "Pedestrian Push Buttons Assemblies" of the Standard Specifications and these special provisions. Pedestrian push button signs shall be fastened with tamper proof L.H. Do le Co., stainless steel button head star pin fasteners, 8/32" x 1/2" T83212T or equal. Guarantee Pedestrian Signal Face (Combination Raised Hand/Walking Person) section modules shall be guaranteed by the Contractor by supplying the City with the original manufacturer's warranty after the project is accepted by the Engineer. The warranty duration shall be as outlined under the following warranty section. Warranty The manufacturer shall provide a written warranty against defects in materials and workmanship for the Pedestrian Signal Face (Combination Raised Hand/Walking Person) modules for a period of 60 months after installation of the modules. All warranty documentation shall be given to the Engineer prior to installation. CONTROLLERS, CABINETS AND AUXILIARY EQUIPMENT. The contractor shall furnish the controller and cabinet assembly for each location conforming to the City "Traffic Signal Control Equipment Specifications". The central pad on the Foundation Detail in State Standard Plan ES -4B shall be increased from a height of 3.5" to a height of 12". Full compensation for cast—in—drilled hole concrete pile foundations shall be considered as included in the contract lump sum price paid for the item requiring foundations and no separate payment will be made therefore. GUARANTEE. The Contractor shall furnish a written guarantee to the City onCity provided form, guaranteeing all systems, except traffic signal lamps, installed under this contract for a period of one (1) year from the date of acceptance of the work. The guarantee. properly executed, shall be filed with the City before notice of completion and final acceptance is made by the City of the work described on the plans and these special provisions. The controller cabinet shall be equipped with two cabinet lights, one for the front and one for the rear doors and shall have a switch control at each door that energizes both lights automatically when either door is opened. Fixtures shall be mounted on the inside top of the cabinet near the front edge. Fixture shall be provided with an F15T8 cool—white lamp operated from a normal power factor UL or ETL listed ballast. All Controller cabinets shall have McCain's Traffic supply document drawer model JC5-332drawer-3 or equivalent, installed in cabinet. All spade lug connections within the 332 cabinet shall be crimped and soldered. STREET LIGHT BOX ADJUSTMENT. Frames and covers of existing street light boxes shall be adjusted to grade in accordance with the provisions in Section 15-2.0-5, "Reconstruction", of the Standard Specifications, the details shown on the plans, these special provisions, and City Standard S-31. If existing street light box frames and covers are damaged during removal, a new frame and cover shall be furnished. The surface of the concrete shall be protected from pedestrian traffic for a minimum of three days. MAINTAINING TRAFFIC. The Contractor shall furnish, install and maintain signs, lights, flags and other warning and safety devices when performing work which interferes with or endangers the safe movement of traffic on any street or highway. Signs, lights, flags and other warning and safety devices and their use shall conform to the requirements set forth in the current "Manual of Traffic Controls — Warning Signs, Lights, and Devices for Use in Performance of Work Upon Highways," published by the State of California, Department of Transportation. Application and use of devices shall be as specified and as directed by the Engineer. The Contractor shall keep the Bakersfield Fire Department informed at all times as to the exact location and progress of the work and shall notify them immediately of any streets impassable for fire fighting equipment. The sixteenth and nineteenth paragraphs of Section 7-1.08, "Public Convenience", of the Standard Specifications, shall be amended to read as follows: Construction operations shall be actively in progress only between the hours of 8:30 a.m. — 4:00 p.m., Monday through Friday, except legal holidays. Where construction operations are actively in progress, a minimum of one traffic lane, not less than twelve feet in width, shall be open for use by public traffic. Where construction operations are not actively in progress, not less than two such lanes shall be open for use by public traffic. Public traffic may be permitted to use the shoulders and, if half—width construction methods are used, may also be permitted to use the side of the roadbed opposite to the one under construction. No additional compensation will be allowed for any shaping of shoulders necessary for the accommodation of public traffic thereon during paving operations. In order to expedite the passage of public traffic through or around the work and where ordered by the Engineer, the Contractor shall, at his own expense, furnish, install and mantain construction area signs, lights, flares, temporary railing (Type K), barricades, and other facilities for the sole convenience and direction of public traffic. Also, where directed by the Engineer, The Contractor shall furnish competent flagmen whose sole duties shall consist of directing the movement of public traffic through or around the work. When deemed necessary by the City, the signs "Road Work Ahead", No. W20-1 and "End Road Work", G20-2, shall be furnished, installed and maintained by the Contractor at locations as directed by the Engineer at least 48 hours in advance of any construction. EXISTING HIGHWAY FACILITIES. The work performed in connection with various existing facilities shall conform to the provisions in Section 15 Existing Highway Facilities", of the Standard Specifications and these special provisions. Existing City highway signs and street markers shall remain the property of the City. Such signs and street markers shall be relocated and maintained during construction so as to convey the some intent that existed prior to construction. Existing City highway signs and street markers shall be placed in their permanent position by the Contractor's forces prior to completion of construction. Signs removed from the project area shall be delivered to the City Corporation Yard at 4101 Truxtun Avenue. ROADSIDE SIGNS. Roadside signs shall conform to the provisions in Section 56-2, "Roadside Signs", of the Standard Specifications and these special provisions. Miscellaneous roadside signs shall conform to City Standard TS -4. WARNING—REGULATORY SIGNS. Sign panels shall be mounted on posts with Hawkins M2G series bolt and vandal proof nut assembly or equal. Roadside signs installed per Standard T-19 shall be relocated within sidewalk 6 inches from back. SIGNS—MEASUREMENT. Signs ground mounted on steel posts shall be measured by the unit. One or more sign panels mounted on a single post installation shall be counted as one unit. Signs mounted on the signal most arm or signal pole standard shall be included in the lump sum price paid for the traffic signal. REMOVE TRAFFIC STRIPES AND PAVEMENT MARKINGS. Traffic stripes and pavement markings to be removed will be as shown on plans and as designated by the Engineer. Traffic stripes and pavement markings shall be removed to the fullest extent possible from the pavement by any method that does not materially damage the surface or texture of the pavement or surfacing. Where blast cleaning is used for the removal of painted traffic stripes and pavement markings, the area shall be shielded so that no material from the blasting operation is allowed to enter the area that is open to the public traffic. Sand or other material deposited on the pavement as a result of removing traffic stripes and markings shall be removed as the work progresses. Accumulations of sand or other material which might interfere with drainage or might constitute a hazard to traffic will not be permitted. Traffic stripes shall be removed before any change is made in the traffic pattern. Blast cleaning for removal of traffic stripes shall be feathered out to irregular and varying widths. Pavement markings shall be removed by blast cleaning a rectangular area, rather than just lettering or markings, so the old message cannot be identified. After removal of traffic stripes and pavement markings, a fog seal coat shall be applied in conformance with the provisions in Section 37, Bituminous Seals", of the Standard Specifications and the following: In traffic stripe removal areas, the fog seal coat shall be applied over the traffic stripe removal area and to irregular and varying widths with an average width of 2 feet on each side of the blast cleaned traffic stripe removal area. In pavement marking removal areas, the fog seal coat shall be applied to the blast cleaned rectangular area. Full compensation for furnishing and applying fog seal as specified herein shall be considered as included in the contract price paid per square foot for removal of traffic stripe and pavement marking and no separate payment will be made therefor. Nothing in these special provisions shall relieve the Contractor from his responsibilities as provided in Section 7-1.09, "Public Safety," of the Standard Specifications. TRAFFIC STRIPES AND PAVEMENT MARKINGS. Traffic stripes and pavement markings shall be thermoplastic and shall conform to Section 84-2, Thermoplastic Traffic Stripes and Pavement Markings," of the Standard Specifications. PAVEMENT MARKERS. Pavement markers shall conform to Section 85 "Pavement Markers" of the Standard Specifications. TRAFFIC DELINEATION. Immediately after any construction operations where traffic delineation is obliterated or when directed by the Engineer, the contractor shall replace all obliterated pavement delineation with temporary delineation during the some work period, and in no case later than 7:30 a.m. following such work period. Temporary delineation consists of reflective traffic line tape applied in pieces not less than 4 inches long nor less than 4 inches wide, spaced no more than 20 feet apart on tangents and no more than 10 feet apart on curves. Apply reflective traffic line tape in accordance with the manufacturer's instructions. Temporary delination must be the same color as the permanent delineation. Remove temporary delineation applied to asphalt concrete patches immediately prior to applying asphaltic emulsion tackcoat for asphalt concrete overlay. Traffic stripes and pavement markings shall conform to Section 84, "Traffic Stripes & Pavement Markings," of the Standard Specifications and these special provisions. Traffic stripes and pavement markings shall be thermoplastic and shall conform to Section 84-2, "Thermoplastic Traffic Stripes and Pavement Markings". The first sentence of Section 84-2.01 "Materials" shall be revised to read: The thermoplastic materials shall conform to State Specification 8010-21C-19. Pavement markers shall conform to Section 85 "Pavement Markers," and these special provisions: Pavement markers shall be placed with rapid set epoxy per Section 95-2.04 of the Standard Specifications. DETECTORS. Detectors shall conform to the provisions in Section 86-5, "Detectors," of the Standard Specifications and these special provisions. Location and layout of detector loops shall be as directed by th City Engineer. CONSTRUCTION MATERIALS: Loop detector lead—in cables shall conform to the provisions in Section 86-5.01A (4), "Construction Materials," of the Standard Specifications and these special provisions. Loop detector lead—in cables shall be Type B, and shall conform to the following: Loop wires in the pull box shall be twisted at a minimum rate of 5 turns per foot, and the splice must be soldered and completely waterproof. Connect one end of the shield to earth ground (at cabinet) and insulate other end with no possible path to earth ground. All spade connectors used to attach to terminals inside the controller cabinet shall be crimped and soldered to the conductor. INSTALLATION DETAILS: Installation details shall conform to the provisions in Section 86-5.01A (5), "Installation Details," of the Standard Specifications and these special provisions. Slots cut in the pavement shall be blown out and dried before installing inductive loop detectors. After conductors are installed in slots cut in the pavement, the slots shall be filled with epoxy sealant conforming to the requirements in Section 95-2.09 "Epoxy Sealant for Inductive Loops," to within 1/8 inch of the pavement surface. The sealant shall be at least 1/2 inch thick above the top conductor in the saw cut. Before setting, surplus sealant shall be removed from the adjacent road surfaces without the use of solvents. In lieu of the epoxy sealant specified above, slots may be filled with either of the following materials: 1. An elastomeric sealant conforming to Section 86-5.01A (5) of the Standard Specifications. 2. Asphaltic Emulsion Inductive Loop Sealant conforming to Section 86-5.01A (5) of the Standard Specifications. Identification of each conductor pair shall consist of labeling the phase and detector slot number (e.g. — 6J2L, 8J8U, 315U, etc.) in permanent ink on a tag suitable for such purposes (Stuart Electric Ty Rap, Catalog No. TY5532 or approved equal). If asphalt concrete surfacing is to be placed, the loop detector conductors shall be installed prior to placing the uppermost layer of asphalt concrete. The conductors shall be installed, as shown on the plans, in the compacted layer of asphalt concrete immediately below the uppermost layer. Installation details shall be as shown on the plans, except the epoxy sealant shall fill the slot flush to the surface. Detector loops in concrete pads shall be sealed with epoxy sealant. PREEMPTION SYSTEM. The contractor shall provide a fully operational preemption system. The contractor shall furnish and install Opticom 711 (Single Unit) preemption devices as indicated on the signal plans including all cables and mounting hardware. The contractor shall also furnish and install an Opticom 754 phase selector unit in the controller cabinet. Exact preemption hardware mounting placement shall be determined by the Engineer in the field. The optical detector cable (3—M Opticom Model 138 or equal) shall have four conductors of AWG #20 (7X28) stranded individually tinned drawn wire to provide signal integrity and transient protection. The individually tinned copper, color—coded insulation shall be as follows: a. Orange for delivery of optical detector power (+) b. Negative return wire for optical detector power (—) c. Yellow for optical detector signal #1 d. Blue for optical detector signal #2 TRAFFIC SIGNAL INTERCONNECT. Signal Interconnect Cable shall be six or twelve pair as shown on the plans and shall conform to the provisions in Section 86-2.08E, "Signal Interconnect Cable," of the Standard Specifications and these special provisions. The conductors shall be solid #19 AWG annealed copper in twisted pairs. The conductors shall be no less than 4 turns per 14 inches for twelve pair cable and 3.5 turns per 14 inches for six pair cable. The cable shall have a corrugated copolymer—coated 8—mil aluminum tape applied longitudinally over the core wrap. These cables must meet the requirements of PE -39 and ANSI/ICEA S-84-608-1988. Install 3M communications 4460—S ground shield connection in all necessary controller cabinets for 12 pair cable. Each individual run of cable shall be grounded at one end only, as directed by the City Engineer. Install 3M communications 4460—D ground shield connection for 6 pair cable. A pull rope conforming to Section 86-2.05C "Installation" of the Standard Specifi— cations shall be included in all interconnect conduit for installation of future conductors.
