Councilmember Rivera was present and recognized the commissioners for their dedication to the board. Over the last year, the commission has partnered with the Bakersfield Police Department to bring “Lunch with a Cop” to South High School and has learned about various City operations. High school students interested in joining the Youth Commission are encouraged to apply. Staff accepts applications on an ongoing basis. General Information February 9, 2018 Page 2  Continuing with positive Youth Commission news, Ward 2 Primary Commissioner Tate Turner and Ward 5 Alternate Commissioner Lee Begin were both featured in local news stories this week. On Tuesday, Tate was highlighted for his work on anti-bullying peer training. On Wednesday, Lee was highlighted for his signing commitment to the U.S. Air Force Academy to play water polo and continue his family’s legacy of military service. Congratulations to both students for this recognition of their impressive achievements!  Assistant to the City Manager Chris Gerry, was recently selected by the International City/County Management Association (ICMA) as the recipient of the John Garvey Scholarship Fund. As part of this scholarship, Mr. Gerry will be attending the 2018 Muni World Conference next week in Tel Aviv, Israel, with various local government colleagues around the world. The subject of this conference is primarily developing “smart cities,” which centers on using information and communication technologies to make data-driven decisions in government. He was also the only recipient selected for this scholarship nationally, which covers all costs associated with attending the conference. Council Referral  Councilmember Freeman o Budget Contingency Traffic Advisories  Southbound Ashe Road Closed due to Sinkhole On Monday Feb. 5th, 2018 a sinkhole was identified in the intersection of Harris Rd an Ashe Rd. City staff responded and found that a 30 inch concrete sewer pipe had collapsed. Video Cameras were then ran through the pipe and found that two separate segments of pipe were in need of immediate replacement, one west of the Arvin-Edison Canal and one east of the canal. It was also determined that the Sewer Manhole west of the sinkhole is in need of immediate rehabilitation. A sewer bypass pumping system has been mobilized upstream of the collapsed sewer pipe to allow the pipe to be replaced. As of Friday Feb. 9th, 2018 the compromised pipe west of the Arvin-Edison Canal has been replaced and work has begun on the excavation of the pipe east of the canal. Crews are working 24 hours per day and 7 days a week to complete the needed repairs and to restore the 30” sewer main into operation. The intersection is only open to east bound Harris Rd to North Bound Ashe Rd traffic. All other traffic is being detoured during these emergency repairs. Due to the nature and location of the sinkhole, an estimated time of completion of the repairs is not immediately available. See the next page for pictures of the repair work. General Information February 9, 2018 Page 3  Nighttime Closures Truxtun Avenue and Bike Path for Westside Parkway Bridge Work The contractor for the Kern River Bridge Improvements Project is demolishing the existing barrier rail along the eastbound Westside Parkway bridges over the Kern River and Truxtun Avenue. This work will require nighttime closures and detours for the bike path tonight and for Truxtun Avenue next week. Eastbound Westside Parkway will also be closed at Mohawk Street each of the following nights while work is underway. Closures of Truxtun Avenue are scheduled for Monday, February 12 through Wednesday, February 14, between 9 p.m. and 5 a.m., each night. The closures are needed to allow for demolition of the existing barrier rail on the Truxtun Avenue overcrossing. Truxtun Avenue will be closed at the bridge, but access to side streets along Truxtun Avenue and the westbound on-ramp to the Westside Parkway will remain open. Truxtun Avenue through traffic will be detoured at Mohawk Street or Oak Street. Detour signage will direct motorists around the area via California Avenue. Motorists can also avoid the area by using Rosedale Highway.  Nighttime Closures for SR 58 Nighttime lane and ramp closures will be needed next week at the locations listed below for electrical work and material deliveries and removals. The closures are expected to be in effect between the hours of 9 p.m. and 5 a.m. At least one freeway lane will remain open to traffic while work is underway, but motorists will need to enter or exit the freeway at an adjacent interchange during ramp closures. General Information February 9, 2018 Page 4 These closures are expected to be in place each night, Sunday, February 11 to Thursday, February 15: • Eastbound State Route 58 H Street off-ramp and Chester Avenue on-ramp for material deliveries and removals • Two outside lanes on eastbound State Route 58, between Chester Avenue and Cottonwood Road, for electrical work Additional closures for the week include: Sunday, February 11 • Northbound and southbound connector ramps from State Route 99 to eastbound State Route 58 to allow for concrete removal Monday, February 12 and Tuesday, February 13: • Westbound State Route 58 Union Avenue off-ramp for electrical work Wednesday, February 14: • Eastbound State Route 58 Union Avenue off-ramp for electrical work Thursday, February 15: • Westbound State Route 58 Chester Avenue off-ramp for electrical work Please note: construction work may be postponed and rescheduled without notice due to inclement weather or other unforeseen circumstances. The Kern River Bridge Improvements project is the first phase of the Centennial Corridor project; it constructs bridges and makes the necessary improvements for the future freeway’s connection to the Westside Parkway. Smith, Finance Director DATE: February 9, 2018 SUBJECT: Council Referral #790 – Explore Developing a Budget Contingency Referral: Councilmember Freeman requested staff to explore developing a budget contingency. Response: The City’s General Fund carries a cash reserve of approximately $13 million, which provides needed cash flow to cover expense/revenue variances during the first 5 months of each fiscal year. Additionally the City carries a Facility Replacement Reserve Fund of approximately $3.8 million for unexpected facility repair/replacement needs. The City’s General Fund operating budget is approximately $200 million, so the two combined reserve funds equate to a reserve fund ratio of roughly 8.4%. The Government Finance Officers Association (GFOA) recommends, at a minimum, that general purpose governments, regardless of size, maintain unrestricted budgetary fund balance in their general fund of no less than two months of regular general fund operating expenditures. Bakersfield’s current reserves are below the “best practices” guidelines of 15%-20% of operating costs and staff would recommend that reserve balances be increased when our fiscal circumstances might allow for such action.
