AGENDA HIGHLIGHTS
FEBRUARY 21, 2018 COUNCIL MEETING
REGULAR MEETING – 3:30 p.m.
NOTE: A separate meeting will be called to order at 3:30 p.m., followed by public statements
that encourage comments pertaining to workshop item only. At 5:15 p.m., the regular
meeting will be called to order to address the remainder of the agenda items.
WORKSHOPS
Homelessness Update Report. City staff will provide a presentation to the
Item 3a.
Council regarding the impact of homelessness on City departments and resources.

WORKSHOPS
Valley Children’s Healthcare. City staff and representatives from Valley
Item 6a.
Children’s Healthcare will provide the City Council with an update on the construction of a
new outpatient clinic within the City.
Water Rate Update. Due to recently enacted state drinking water standards,
Item 6b.
the City was required to install new filtration equipment at several of its wells that provide
drinking water to City residents. The cause for the new standards was due to a containment
known as 1,2,3 trichloropropane (TCP) exceeding the new state standards. Initially, the City
had to obtain financing and use available water funds to pay for this treatment. It was
necessary at that time for the City Council to approve rate increases over a three-year
period to allow staff to install, operation and maintain this new equipment. At the same
time, the City finalized a settlement agreement with the parties that were responsible for the
contamination. The net amount of the settlement to the City was $54 million. This settlement
allowed the City to repay the funds it borrowed and replenish the water fund balance.
Additionally, based on staff analysis, two of the three rate increases, for 2018 and 2019,
respectively, can be cancelled. The rate increase that went into effect in October 2017 is
proposed to remain in place until further data is available on the actual operating and
ongoing maintenance of the new treatment equipment. Staff from the Water Resources
Department will provide a presentation summarizing these actions and will request the
Council approve an item to cancel the two future rate increases.
HEARINGS
General Plan Amendment Appeal. This item recommends the Council deny the

appeal of an applicant who initially requested to change the use of approximately 6 acres
of land from residential to commercial. The property is located along Taft Highway and Ashe
Road. Staff is recommending the Council deny the appeal to allow this change for several
reasons: the property already being approved for residential units; the proposed access to
the commercial center would be primary through two future residential neighborhoods;
there are significant access concerns along both Ashe Road and Taft Highway; a large
amount of property is already approved for commercial uses within the surrounding area;
and staff does not believe the proposed change does not meet several polices outlined
within the City’s adopted General Plan. Additionally, in September 2017, the City’s Planning
Commission reviewed the proposed change and denied the applicants request. For these
reasons, staff is requesting the Council approve resolutions to deny the appeal.
