HomeMy WebLinkAbout03/09/2018AT OFFICE OF THE CITY MANAGER March 9, 2018 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information Notable Items  The fourth quarter sales tax information is in and we see another positive quarter of results; 8.36% for the quarter with annualized growth year over year of 6.7%. As we have discussed previously, the relative growth being reflected is partially a result of comparing low numbers from a year ago to “better” numbers this year. While we hope this positive movement continues we must exercise caution not to expect continued revenue growth at these levels for any length of time. Attached is a long term history of sales tax revenues which shows we are still well below our historic trend line of revenue growth.  Good news! The Government Finance Officers Association (GFOA) has awarded its prestigious Distinguished Budget Presentation Award to the City for its Fiscal Year 2017-18 Adopted Budget Document. The award recognizes the City for preparing its budget document in a manner consistent with the guidelines established by the National Advisory Council on State and Local Budgeting and the GFOA’s best practices on budgeting. The City has received this award for 18 consecutive years. Documents submitted to the GFOA's Budget Awards Program are reviewed by selected members of the GFOA professional staff and by outside reviewers with experience in public sector budgeting. Each budget document is evaluated separately by three reviewers and ranked on 27 specific criteria, grouped into four basic categories. As of the most recently completed review period, only 1,500 government agencies received this award across the United States and Canada. Congratulations to the Budget Team and City staff who work collaboratively to ensure the budget document meets these high standards! The City’s budget information, including the award-winning budget document, can be viewed here: http://www.bakersfieldcity.us/gov/depts/city_manager/city_budget.htm  JTS Construction started constructing the sound wall along 24th Street between Beech Street and Myrtle Street this week. The block is a special order from Angelus - Desert Block called Promenade Blend. The blocks are 4-inches in height and 16-inches long which provides an aesthetically pleasing “brick” look. The contractor will continue working west to east, installing the walls and then doing the tie-in work on the property of the adjacent property owners. See pictures below. General Information March 9, 2018 Page 2  The perimeter sidewalks around Jastro Park are the first steps of making the park fully ADA accessible. These pictures show the sidewalk completion along the west side of the park, and the sidewalk will continue on the south and east sides of the park. Additionally, access walkways will be added to the tennis courts and picnic areas for ease in getting around the park by June, 2018.  We had three bits of good news from last weekend’s CIF Boys Wrestling Championships at Rabobank Arena. First, attendance was a whopping 19,010 for the two-day event, according to CIF. Second, CIF Executive Director Roger Blake announced that beginning next year the boys’ and girls’ championships will be combined into a one-weekend, three-day event at Rabobank Arena in 2019. Currently the girls’ event has been held in Visalia. Third, CIF will move that larger combined event to the last weekend in February, which means no more conflict with the March Meet at Auto Club Famoso Raceway and the Fred Hall Central Valley Sports Show at the Kern County Fairgrounds. For many years, all three events have been held on the same weekend which put a strain on local hotel room supply. Moving a larger CIF event to the week before means Bakersfield can have two large back-to-back visitor weekends, giving each event room to grow and attract even more participants and fans, along with their visitor dollars.  Tournament season in Bakersfield continues to be in full swing. This weekend, the Bakersfield High School Girls Fast Pitch Tournament will take place at Tarina Homes Sports General Information March 9, 2018 Page 3 Complex at Mesa Marin, hosting 20 teams from Kern County and beyond. Not only that, but next weekend the sports complex will also play host to the Girls High School Slow Pitch tournament, bringing in teams from 28 schools. Traffic Advisories  UPDATED - Weekend Connector Ramp Closures State Route 99 to Eastbound State Route 58 A full closure of the northbound State Route 99 to eastbound State Route 58 Connector Ramp is scheduled for this weekend, March 9-12. The closure is expected to be in effect from 9 p.m. Friday, March 9 through 5 a.m. Monday, March 12. The southbound State Route 99 to eastbound State Route 58 connector ramp will also be closed Friday night, between 9 p.m. and 5 a.m. Saturday. These closures are needed to complete various work items prior to switching traffic onto the newly constructed connector bridge. During this weekend’s closure, the recommended detour for northbound State Route 99 traffic will be to continue north and exit at California Avenue. Traffic will be detoured south on Oak Street to Brundage Lane and then travel eastbound to Union Avenue to access State Route 58. The on-ramp from Real Road to eastbound State Route 58 will remain open. A similar connector ramp closure is planned for the southbound State Route 99 to eastbound State Route 58 in two weeks. Until this latter connection is complete, the eastbound State Route 58 H Street off-ramp will be closed to traffic entering the freeway from Real Road and southbound State Route 99. This closure is expected to be in effect from March 9 at 9 p.m. through March 26 at 5 a.m. (Access to H Street will be available to traffic entering State Route 58 from northbound State Route 99 following this weekend’s work.)
