AGENDA AGENDA HIGHLIGHTS

NOTE: A separate meeting will be called to order at 3:30 p.m., followed by public statements that
will encourage comments pertaining to closed session matters only. The Council will recess into
closed session. Upon conclusion of the closed session, any closed session action will be
announced prior to adjournment of the meeting. At 5:15 p.m., the regular meeting will be called
to order to address the remainder of the agenda items.

WORKSHOPS
Item 6a. Polling Update. In December 2017, the City Council approved an agreement with
Fairbank, Maslin, Maullin, Metz and Associates (FM3) to conduct polling of prospective voters to
determine viability of placing a general sales tax measure on the November 2018 ballot. The
polling work has been completed, with the initial results showing nearly two-thirds of the
respondents indicating support for a sales tax measure. Staff from the City Manager's Office and
FM3 will provide additional information as it relates to the City's fiscal outlook and details of the
polling results. Additionally, staff is requesting the Council provide staff with direction to continue
public outreach and discussion on this matter, and return to the City Council at a future meeting
date with a recommendation regarding the placement of a general sales tax measure on the
November 2018 ballot.

Resolutions
Item 8j. Citywide LED Streetlight Retrofit. City staff has been evaluating options to convert
approximately 15,400 City -owned streetlights from high-pressure sodium (HPS) fixtures to light
emitting diode (LED) fixtures. LED fixtures use less energy, require less maintenance and provide
better light compared to the HPS fixture. Staff has been working with Pacific Gas & Electric (PG&E)
to utilize existing energy efficiency programs offered through PG&E to convert City streetlights to
LED fixtures. PG&E staff have now authorized the use of PG&E's Turnkey Streetlight Replacement
Program in combination with the On -Bill Financing Program (OBF) to fund the conversion of
approximately 12,900 of the 15,400 streetlights. The combination of these programs will allow the
City to convert the majority of the streetlights to LED fixtures by June 30, 2018 and repay the cost
of the project through the anticipated energy savings at zero -percent interest. This alleviates the
need to obtain an interest-bearing loan as staff initially anticipated. After the improvements are
paid off in approximately 5.8 years, the City will begin to realize energy savings of $665,500
annually. Staff is requesting the Council approve three items, which in unison will allow the City to
move forward to retrofit the fixtures.
Bids
Item 8w. Senate Bill 1 -Funded Proiect. In April 2017, the State Legislature enacted Senate
Bill 1, also known as the Road Repair and Accountability Act. This legislation increases
revenues statewide and dedicates these resources to make improvements to state and
local transportation systems. The City of Bakersfield is estimated to receive a direct
allocation of $86 million over the next 10 years to improve local street pavement
conditions. This funding provides a much-needed resource to complete projects that
would otherwise be delayed until the City could identify an alternative source of funding.
This item proposes to award a bid to resurface Wilson Road from South Real Road to State
Route 99. This project includes access ramp modifications to meet current ADA standards,
pavement markings, striping, and traffic signal detector loops. Staff is requesting the
Council accept the bid and approve the contract to facilitate this project.
