Notable Items
The Sanitary Sewer Relocation Project in the Westpark neighborhood is nearly complete, and work will begin next week on the Westpark Street Improvements Project. This work is
all in preparation for the Centennial Corridor Project. This phase of the project includes: the installation of various drainage systems; asphalt paving; and the construction of cul-
de-sacs at Charter Oaks Avenue, Montclair Street, Woodlake Drive, Kensington Avenue,
Hillsborough Drive, Fallbrook Street, Kentfield Drive and Joseph Drive. At Del Rey Court, the
street will be realigned to tie into Montclair Street. These road modifications are part of
the permanent configuration
Crews will be in the field next week performing survey and utility potholing activities. The
contractor also anticipates beginning work on the storm drain near Candy Street and
Joseph Drive within the next two weeks.
The completion of these street improvements will allow for early sound wall construction
along the depressed section of the future freeway alignment. Remaining sound walls will
have to be constructed in conjunction with the roadway due to the need to raise ground
elevations for overcrossings at California Avenue, Ford Avenue, and Stockdale Highway.
An exhibit showing the locations of street improvements and upcoming sound walls is
attached.
The Westpark Street Improvements project is expected to be completed by the end of
the year.
The Downtown Bakersfield Parking Study community meeting will take place on Monday, March 26th from 5:30 – 7:30 p.m. at KCSOS, 1300 17th St – Room 1B. The consultant will
make an informational presentation followed by an interactive discussion period. The goal of this meeting is to gather input from the community and local stakeholders to be
included in the report that is scheduled to be presented to the City Council on April 11th. Please share the attached press release with any interested parties.

The Government Finance Officers Association (GFOA) has awarded its prestigious
Distinguished Budget Presentation Award to the City for its Fiscal Year 2017-18 Adopted
Budget document. The award recognizes the City for preparing its budget document in a
manner consistent with the guidelines established by the National Advisory Council on
State and Local Budgeting and the GFOA’s best practices on budgeting. The City has
received this award for 18 consecutive years. Documents submitted to the GFOA's
Budget Awards Program are reviewed by selected members of the GFOA professional
staff and by outside reviewers with experience in public sector budgeting. Each budget
document is evaluated separately by three reviewers and ranked on 27 specific criteria,
grouped into four basic categories. As of the most recently completed review period,
only 1,500 government agencies received this award across the United States and Canada. The City’s budget information, including the award-winning budget document,

Last weekend, Mayor Goh, the Recreation and Parks Department, and the Tree
Foundation partnered to celebrate Arbor Day at Stonecreek Park. The Tree Foundation of
Kern recognized the City of Bakersfield as a “Tree City USA” for 20 years. The celebration
saw participation from many high schools throughout the community, as well as Keep
Bakersfield Beautiful, and the Jakara Movement Sikh Honors and Service Society.
I will be on vacation from Tuesday, April 3rd through Friday, April 13th. Chris Huot will be
filling in for me and will cover the April 11th City Council meeting. Our office will have my
contact information for imperative matters.
Traffic Advisories
Nighttime Lane Closures on Westbound Truxtun Avenue Continue
Due to recent rain events, the boring operations for the installation of new conduit and
the relocation of fiber optic lines are still underway along westbound Truxtun Avenue. These operations require nighttime closures of the outside westbound lane between Oak
Street and the State Route 99 overcrossing. Closures may be in place Monday through Friday, between the hours of 7 p.m. and 5 a.m. through the end of the month.
At least one westbound lane will remain open while this work is underway. All lanes are
expected to re-open prior to the morning commute.

Downtown Bakersfield Parking Study
Community Meeting Date: Monday, March 26th

The City of Bakersfield, with funding from the Kern Council of Governments, contracted
with a consultant to perform a study of public parking practices and management within
the downtown Bakersfield area. The goal of this study is to provide the City with a baseline inventory of parking in the downtown area and to recommend applicable industry best
practices in parking management.
The study areas spans from F Street to Q Street south of 24th Street and north of Truxtun Avenue, as well as north of 24th Street to 28th Street, bound by F Street and Chester
Avenue.
The Downtown Bakersfield Parking Study community meeting is an important component of the overall study. The purpose of this meeting is to solicit public input for inclusion in the
draft report, which is scheduled to be presented to the City Council on April 11th. This meeting will include a presentation of the findings and recommendations followed by an
interactive discussion period.

CIP/CDBG Project Updates:
• Tarina Homes Sports Complex at Mesa Marin - A revised sidewalk plan
was approved for the playground areas. Files have been sent to
GameTime for the new layout. Construction will resume on the
playground on March 12, 2018.

• Jastro Park Picnic Shade Rehabilitation and ADA Improvements - The
lowest bidder for this project was Brown and Fowler at $122,864.00 base bid and $28,173.00 for the alternate bid. This agreement is
schedule to go to Council on March 21, 2018 for a total amount of $151,037.00.
• Stiern Park Safety Surfacing and ADA Improvements (CDBG) – The letter to proceed was received in January 2018. Public Works and
Community Development are working on the RFQ to hire an engineer to work on the plans and bid package.
• Lowell Park Picnic Rehab and ADA Improvements (CDBG) - The letter to proceed was received in January 2018. Public Works and
Community Development are working on the RFQ to hire an engineer
to work on the plans and bid package.
• Start of Maintenance Period – South side of McKee Road and West side
of Hughes Lane.
• Beale Park Splash Pad – Received insurance settlement in the amount
of $23,199.39. Repairs to the equipment have commenced to be
ready for May Opening. Budget Update:
• 83 park reservations for the month with an estimated number of guests
attending to be 4,529.
PARKS UPDATES Maxicom
• Placed all active sites on shut down due to the predicted rain. Tarina Homes Sports Complex at Mesa Marin
• Staff removed tumbleweeds around new park area.
• San Joaquin Fence installed new gate poles and latches to all four (4) fields.
• Base pegs at softball fields were straightened out. Tumbleweed Removal
• Staff cleared all tumbleweed debris on west side of Fairfax Road from
Panorama to the sump area.
• Staff removed tumbleweeds on both sides of streetscape at 184 to 178.
• Staff removed tumbleweeds between Kilterbury Ln. & Gosford Rd.
Patriots Park
• Contractor inspected sewer lines with camera on 2/2/18. Sports Lights
• An activation test was performed for the softball lights in preparation for the
softball league games. Tree Maintenance
• Several mass pruning projects occurred throughout the month of February.
• Tree staff raised all trees in the McMurtrey parking lot as requested by AEG
to improve security lighting.
• Staff sprayed the Amphitheatre spectator hillside to eliminate weeds, clover
and stickers to prepare for events and concerts. Trimming:

RECREATION
Total monthly attendance for all programs, reservations and volunteers combined for
the month of February totaled 33,192 as compared to last year’s total of 32,677.
Aquatics/Attendance: 9,082 9,082 compared to 10,449 in 2017 which is a 13% decrease. The decrease is related to Golden Valley High School moving to a different pool site this
season and some schools experiencing a decrease in attendance.
McMurtrey Aquatic Center:
Monthly attendance at the McMurtrey Aquatic Center was 5,478. This is
around a 5% decrease compared to the 5,749 attendees in February
2017.
• Kern High School District Rental - Bakersfield, West, South, and Liberty
High Schools are practicing at McMurtrey Aquatic Center. The first
meet took place on February 23rd; meets will continue on Friday
afternoons through the month of May.
• 100 Mile Club - The 100 Mile Lap Swim Club is currently made up of 400
active members that swam 15,275 miles through the month of
February. The club has swum a combined total of 178,743 miles. Silver Creek Pool:
• Silver Creek Pool attendance for the month of February was 1,972.
• Ridgeview and Stockdale swim teams are utilizing Silver Creek Pool for
their swim program. Stockdale has a large team and will be adding
morning practices as of March. Jefferson Pool:
• Jefferson Pool attendance for the month of February was 1,632.
• Foothill and Mira Monte swim teams are utilizing Jefferson Pool for their
swim program. Aquatic Grant Activities:
• American Red Cross Aquatic Centennial Program- A free Pediatric CPR/AED, First Aid and Water Safety class was held on February 3rd at
McMurtrey Aquatic Center.
• Kaiser Permanente Operation Splash Grant- The one-year progress
report for the 2-year Operation Splash Grant was submitted in the month of February. The report highlighted the many of
accomplishments of the 2017 year including: (1) 325 income eligible participants ages 3 to 17 received $5 discounted swim lessons, (2) 10
income eligible participants received Junior Lifeguarding training for only $5, (3) 75 income eligible individuals received free Operation
Splash Season Swim Passes to be used at any of the 4 City Pools during
the 2017 summer season, and (4) over 1,000 community members
received water safety and healthy beverage education.

• Thanks to grant funders American Red Cross and USA Swimming Make A Splash foundation, the aquatics area received in-kind support and
donated materials equaling $4,061.45 in the month of February. These donations will be used to support the free CPR classes, swim lessons,
and water safety education.
• Donations: $4,061.45 Athletics/Attendance: 14,530
• Total attendance for February was 14,530; last February’s attendance
was 11,625. The 25% increase was due to Spring Softball League – 4
game format vs. 3 game format, increase in Adaptive Basketball
teams and Kidz Love Soccer addition. Adaptive Programming/Basketball
• The Adaptive Basketball League continued games this month. The
league is made up of nine teams with games held weekly. Softball Programming
• The Spring Adult Softball League is made up of 144 teams - 84 Men’s,
and 60 Coed.
• Spring League games began on February 12th.
• A new online program, Team Sideline, was implemented to improve
communication with all players vs. just managers. All players now receive notifications of game changes due to weather and access to
immediate standings.
• A National Softball Association (NSA) youth fast pitch tournament was
held on February 24th & 25th. A total of 25 teams participated in the tournament.
Valentine’s Run for Your Heart 5K/10K Run/Walk
o The Valentine’s Run for Your Heart 5K/10K Run/Walk was held on
Saturday, Feb. 10th at CSUB with 329 runners competing for the special heart awards and prizes. 45 volunteers from the CSUB P.E.A.K.
Department and eight students from Stockdale High School Key Club donated a total of 250 volunteer hours to make the program a
success.
Kids Love Soccer
• Kids Love Soccer started the year with great attendance. 47 kids
participated in this beginning soccer skills program.
• Donation: $2,875.00
Dr. Martin Luther King, Jr. Community Center/Attendance: 4,285
• Attendance was down 12% compared to February 2017 due to closing
the center for a few days from fights that ensued.
• Good Neighbor Festival Meeting – The Good Neighbor Festival will be
held October 13, 2018 from 11am – 2 pm.
