3. ADOPTION OF APRIL 20, 2017 AGENDA SUMMARY REPORT
The Report was unanimously adopted as submitted.
4. REPORTS
A. Report regarding Gang/Graffiti Enforcement - Martin
Chief of Police Martin provided a verbal update of statistical information regarding
gang activity. He stated that year-to-date, gang-related shootings have decreased
and gun seizures have increased in comparison to 2016. Many factors including
improved investigative techniques and greater community cooperation contributed to
the positive trends. Chief Martin also provided a summarization of a year-long
investigation of the West Side Crips gang which resulted in multiple arrests and new
leads related to open cases.
Report regarding Safe Streets Partnership Efforts - Martin
Chief Martin reported that the Safe Streets Partnership, between the Bakersfield Police
Department Special Enforcement Unit and community organizations, plays an important
role and continues to provide outreach and mentoring services to the community.
5. DEFERRED BUSINESS
A. Update Regarding the ShotSpotter Technology – Martin
Chief Martin stated that the Police Department was successful in acquiring a grant from
the California Office of Emergency Services (Cal OES) to initiate the implementation of
the ShotSpotter Technology Program. A presentation and the agreement will be
presented to the full City Council at the Council’s January 10, 2018 meeting.
Lieutenant Townsend stated staff visited Newark, New Jersey for a firsthand experience
with the ShotSpotter Technology. There are various locations throughout the city which
will benefit from the installation of the reporting sensors. The sensors will be located on
public and private property; ShotSpotter will coordinate with all parties directly. The
processes will begin in January and is expected to be completed by late February of
2018. Training will be provided to personnel of the Bakersfield Police Department and
the District Attorney’s office.
Chief Martin added that a future agreement with the Bakersfield City School District is
being developed as several schools are within the Program area. This will allow for a
school staff member to receive the necessary notifications to quickly determine when a
school lock-down needs to be put into effect.
Assistant City Manager Teglia stated the presentation to the full City Council will include
details related to how the program will work and an implementation plan.
Committee member Gonzales thanked staff for all their work in implementing the
ShotSpotter Technology Program.

Committee member Parlier acknowledged that the effort to implement the ShotSpotter
program involved personnel from several different departments and partnerships. He
thanked everyone involved with bringing the program to realization.
Committee Chair Rivera agreed with the comments provided by Committee members
Gonzales and Parlier. He asked about the sum of the grant receive and what fees it
would be paying for.
Chief Martin stated the grant award was approximately $500,000. The grant will
pay for the installation of the equipment and the first two years of annual
subscription costs to run the program. Assistant City Manager Teglia added that
the equipment was not being purchased; costs associated with the use of the
equipment are part of the annual subscription price.
