Attached you will find a memo from Public Works Director, Nick Fidler, with details on
proposed rate increases for commercial sewer surcharges and commercial and residential refuse and recycling rates.
Per the Wastewater Revenue Program Update, adopted by Council on June 4, 2014, FY
18/19 is the final year of the commercial surcharge phase-in period. For FY 18/19 the
commercial surcharge rate will increase an average of 3.56%. No increases to residential
and commercial sewer flat rates are proposed.
The proposed increase in commercial and residential refuse and recycling rates is
necessary to fulfill the City’s obligation to hauling contractors and to fund proposed City
capital and operating budgets. Rates for single family dwellings are estimated to increase
from $200 to $207 and, if approved, would remain amongst the lowest rates in the state.
Public hearings regarding the proposed rate increases will be held on June 6th, 2018.
On March 27, 2018, the California Public Utilities Commission (CPUC) issued a final decision
in the latest rate proceeding brought by the California Water Service Company (Cal
Water). In that proceeding, Cal Water, along with other private water companies
throughout the state, asked the CPUC to allow it to increase its “rate of return,” meaning
its profit margin, on its assets and operations, from 7.94% to 8.31%. Bakersfield appeared
in the proceeding based on concerns over the impact of the requested increase in the
rate of return on the rates Cal Water charges Bakersfield customers for water service. In opposition papers filed with the CPUC, the City argued that rates charged by Cal Water
were already too high, and that it was not fair, reasonable or appropriate for Cal Water to further raise rates as a result of an increase in its authorized rate of return.
In the final decision, the CPUC rejected Cal Water’s proposed increase in its rate of return. Instead of increasing the rate of return, the CPUC lowered Cal Water’s overall rate
of return from 7.94% to 7.48%. That result was surprising, and somewhat unexpected, as we expected the CPUC to allow Cal Water to increase its rate of return in some amount,
even if not in the amount requested by Cal Water. We are therefore very pleased with the outcome of the proceeding, and are hopeful that the decision will prevent, or at least

make it more difficult, for Cal Water to increase water rates for Bakersfield customers in the future.
The Downtown Bakersfield Parking Study community meeting was held this past Monday, March 26th, at the KCSOS building. The meeting saw over 30 participants engage in
active and productive discussion regarding the report’s findings and recommendations.
Moving forward, an abbreviated presentation will be made to the Planning commission,
for informational purposes, at their April 5th meeting. Comments will be included in the
consultant’s report scheduled to be presented to City Council on April 11th. Staff will also
be presenting an implementation plan that will outline a feasible approach to addressing
issues explained in the report and acting on recommendations.
Thanks goes to Quantum Consulting for their informative presentation and
comprehensive responses to participant questions. Also thanks to staff present from Traffic
Engineering, the Police Department, and the City Manager’s Office for being on-site to
address questions and receive feedback.
The Recreation and Parks department is embarking on the final plantings of 2000
replacement trees across the city. The work has been done in a timely manner, before
the weather gets too hot, and will exhaust the allocated $500,000 from FY 17/18.
I will be on vacation from Tuesday, April 3rd through Friday, April 13th. Chris Huot will be
filling in for me and will cover the April 11th City Council meeting. Our office will have my

UPDATE: Ramp Closure Rescheduled Westbound Westside Parkway On-ramp from Truxtun Avenue
Nighttime closures of the Westside Parkway’s westbound on-ramp from Truxtun Avenue
have been rescheduled to next week, Monday, April 2 through Friday, April 6. The ramp is
expected to be closed each night between the hours of 9 p.m. and 5 a.m. to allow the
contractor to remove nearby construction shoring.
During these hours, motorists will need to enter the westbound freeway from Mohawk
Street. The Westside Parkway’s eastbound off-ramp and all lanes of Truxtun Avenue will
remain open to traffic. The westbound on-ramp will re-open each morning for the
commute.
Lane Closure Scheduled for Mohawk Street
The outside lane on northbound Mohawk Street, between Refinery Way and the
westbound loop on-ramp to the Westside Parkway, is expected to be closed during
nighttime hours Monday, April 2 through Wednesday, April 4. The lane closure is needed
to place traffic control devices at the future connection for the westbound Centennial
Corridor off-ramp to Mohawk Street, which is currently under construction. Lane closures may be in place between the hours of 9 p.m. and 5 a.m. The remaining northbound lanes
and all southbound lanes on Mohawk Street will remain open to traffic.
The Mohawk Street westbound on-ramp to the Westside Parkway will also remain open as nighttime closures are expected to be in place during these days and hours for the
Westside Parkway’s westbound on-ramp from Truxtun Avenue. The Truxtun Avenue westbound on-ramp will re-open each day in time for the morning commute. The
Westside Parkway’s eastbound off-ramp to Truxtun Avenue and all of the travel lanes on Truxtun Avenue will remain open to traffic while work is underway.
The Kern River Bridge Improvements project is the first phase of the Centennial Corridor
project; it constructs bridges and makes the necessary improvements for the future freeway’s connection to the Westside Parkway. For information on the Kern River Bridge

the month only when possible.
